Five panchayats (village level local-self government institutions) under Communist Party of India-Maoist (CPI-Maoist)-hit Manatu Police Station limits of Palamau District will be linked to development programme under Palamau Development Act Plan, reports The Business Standard on August 4. Deputy Commissioner K. Srinivasan said development activities would be undertaken in education, health, road and other sectors at a cost of INR 1000 million in the current fiscal. Srinivasan further said that the five identified panchayats comprise 6193 families having a total population of 32,926 including 7704 Schedule Tribe (ST) and 10,468 Schedule Caste (SC) populations.

During their 24-hour long bandh (general shut down) on August 6, the Communist Party of India-Maoist (CPI-Maoist) cadres blew up two mobile phone towers near Tisia village of Kisko block in Lohardaga District, reports The Pioneer. The first tower was providing services for Aircel and Bharat Sanchar Nigam Limited (BSNL) whereas the second one belonged to Reliance Communications. On getting the information, Lohardaga Superintendent of Police (SP) Manoj Ratan Chothe reached the incident site with Police force and diffused some other bombs those were not blasted with the help of bomb diffusing squads. Due to the bandh scare life in the rural areas of the state remained disturbed as shops and other business establishments remained closed throughout the day. Long distance transport was also affected in the state as inter-state buses remained off the road and trucks remained stranded on the roads.

Large quantity of explosives including detonators were recovered from the Kochang jungle in Khunti District of Jharkhand on August 6, reports Business Standard. Security Force (SF) personnel comprising Central Reserve Police Force (CRPF) and District Armed Force stumbled upon the explosives weighing 140 kgs including detonators during combing operation. The operation was launched in view of a bandh called by the Communist Party of India-Maoist (CPI-Maoist) protesting recent arrest of a leader of the rebels. In a press release issued by the Bihar-Jharkhand ‘special area committee’ of the CPI-Maoist said that the bandh will be observed in three states for 24 hours on August 6 in protest against the death of Sylvester Minz who was killed in an alleged fake encounter by Police and Security Forces (SFs) on July 25 at Dipatoli village in Chainpur in Gumla District of Jharkhand. "Sylvester was sleeping when security forces rushed in and opened fire at him after waking him up at around 4 am following arrest of sub-zonal member comrade Dilwar. Condemning the act of brutal killing we extend tribute to the deceased member and declare bandh in protest," the press statement said.

110 landmines planted by suspected Naxalites across three villages in a row in Palamau District were recovered on August 8 by Security Forces (SF) personnel, reports Times of India. "The 110 landmines were connected in a series covering Talghati, Matoli and Icchak villages along Panki and Balumath road," Deputy Inspector General of Police (Palamau Range) Saket Kumar Singh said. The distance between each explosive was five to ten feet and five of the landmines weighed about 50 kg. The landmines were spotted after the sighting of a wire in a bush; he said adding they were planted to distract police from the intensive anti-Naxal drive in Gumla, Lohardaga and Simdega Districts of the state.

Armed cadres of People's Liberation Front of India (PLFI), a breakaway faction of Communist Party of India-Maoist (CPI-Maoist), attacked an under-construction model school at Pahantoili under Burmu Police Station near Ranchi (Ranchi District) in the night of August 11, reports The Times of India. The extremists also set ablaze several construction vehicles at the site. The motive behind the attack was to extort money from the contractor, Ranchi rural Superintendent of Police (SP) Raj Kumar Lakra said. During initial investigation, Police found that rebels were led by PLFI leader Sultanji who is responsible for areas in Burmu. Yadav was arrested when he was waiting for his squad member to join him in the night, said Deputy Superintendent of Police, Hiralal Ravi. Ravi said the Maoist operative, a resident of Kawal village under the Nawadiha Bazar Police Station of the District was wanted for over a dozen Maoist-related cases, including blowing up of mobile towers and others pending in Palamau and adjoining Aurangabad district of Bihar. A country-made revolver, five live cartridges, a mobile phone, six sim cards of different companies were seized from him, he said adding Yadav has disclosed vital information about the outfit's activities and name and address of 31 Maoists operating in the Districts.

A Policeman and an AK-47-toting Communist Party of India-Maoist (CPI-Maoist) ‘area commander’ were killed while Ranchi Senior Superintendent of Police (SSP) Prabhat Kumar, two of his men and two other Maoists were injured in an encounter under Murhu Police Station limits in Khunti District on August 18, reports The Telegraph. In the 30 minute long encounter the first Maoist bullet instantly killed Police driver Dhumul Siwaiya after which SSP Kumar's team retaliated, killing Bundu-Tamar ‘area commander’ Chandan alias Kalika Munda and reportedly injuring two more. A bullet in the crossfire grazed SSP Kumar's right arm while flying shrapnel caused his chest to bleed. A bullet also grazed his bodyguard Md Faizal's left thigh while shards bruised Additional Superintendent of Police (ASP) (Operations) Harshpal Singh. Bullets also damaged the SSP's SUV. Two cadres of the Peoples Liberation Front of India (PLFI)-a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were killed in an encounter with the Security Force (SF) personnel during an anti-Naxal [Left Wing Extremism, LWE] operation in Madhatu village under Arki Police Station in Khunti District on August 28, reports Business Standard. The bodies of the ultras have been recovered, but their identities were yet to be established as the SF personnel led by District Superintendent of Police (SP) Anish Gupta were yet to return to their camp, said Deputy Inspector General (DIG) (Ranchi) A K Singh. The encounter took place this evening, he said. According to preliminary reports, he said the SF personnel have recovered one AK-47 rifle, two rifles of 315 bore and live cartridges from the spot.
