Maoists in Jharkhand addressed around 3,000 villagers at the 14th anniversary week of the People’s Liberation Guerrilla Army (PLGA) at a remote village on the Jharkhand-Chhattisgarh border on December 2 declaring the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government at the Centre a greater threat to them and the poor masses than the United Progressive Alliance (UPA) Government, reports The Hindustan Times. The Maoists also announced their resolve to shift tactics by transforming the PLGA into the People’s Liberation Army, moving from guerrilla warfare to more direct and open conflict with Security Forces (SFs). Handouts distributed on the occasion said the Maoists conceded their failure in keeping the masses with them. “Over the years, we have suffered huge losses,” read the handout. “But we are not down and the State should not dare to write us off. We are analysing the causes of our failures and adopting corrective methods to engage the 90% population of this country that wants change with us.” A village who attended the gathering said they were worried about consequences as they had turned up in large numbers to vote, but were surprised that nothing was said.

In keeping with the upward swing in voter turnout in the first phase of assembly election on November 25, the second phase held on December 2 in 20 constituencies across seven Communist Party of India-Maoist (CPI-Maoist)-hit Districts registered a voting percentage of 65.72%, reports The Times of India. There were no reports of violence or Maoist-related incident from any part of the segments that went to the polls on December 2. In the 2009 assembly election, these 20 constituencies had recorded a 60% turnout while the Lok Sabha election the same year saw a voting percentage of 58%. The lowest voter turnout of 58% this time was recorded in Jamshedpur (East) constituency while the highest of 76% was in Jagannathpur in West Singbhum.

The Communist Party of India-Maoist (CPI-Maoist) is reportedly forcing at least one child per family to join its ranks in Maoist-hit Districts of Lohardaga and Gumla in Jharkhand and Kanker in Chhattisgarh, according to intelligence reports reaching the Centre, reports The Times of India. "As per intelligence inputs, in the current year, incidents of Maoists forcing at least one child from each family to join the outfit have been reported from areas under Police Stations Senha (Lohardaga), Bishunpur (Gumla) in Jharkhand and Police Station Ambabeda (Kanker) in Chhattisgarh," minister of state for home Haribhai Parthibhai Chaudhary informed Lok Sabha (lower house of Parliament) in reply to a question on December 2. There are, however, no precise estimates of the number of children recruited by CPI-Maoist, according to the Government. To prevent children from being poached upon by CPI-Maoist, the central Government, through National Commission for Protection of Child Rights, ran the Bal Bandhu scheme from 2010 to 2013, focusing on children in Assam, Andhra Pradesh, Maharashtra, Bihar and Chhattisgarh. The scheme attempted to bring stability in the lives of children and ensure that their entitlement to protection, health, nutrition, sanitation, education and safety were fulfilled through government action.

Activities of the Communist Party of India-Maoist (CPI-Maoist) in Kerala have increased manifold and the situation in the State has the potential of becoming more serious if immediate preventive measures are not taken, according to a note prepared by the Union Ministry of Home Affairs (UMHA), reports The New Indian Express on December 9. In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. The note further said the core of Maoist insurgency lies in 23 Districts of India which reported 80 per cent of the total violent incidents in 2013. The Districts are: Visakhapatnam (Andhra Pradesh), Aurangabad, Gaya, Jamui, Muzaffarpur (Bihar), Bijapur, Bastar, Dantewada, Kanker, Kondagaon, Narayanpur, Sukma (Chhattisgarh) Chatra, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, West Singhbhum (Jharkhand), Gadchiroli (Maharashtra), Koraput and Malkangiri (Odisha).

All of them were being brought back in a van after having been presented in Chaibasa court earlier in the day. Fifteen prisoners escaped. Teepa Das and Ram Vilas Tanti, who were killed while trying to escape, were in Chaibasa District jail on charges related to Communist Party of India-Maoist (CPI-Maoist) violence. Teepa Das was accused of being a Zonal Commander of the CPI-Maoist. “Fifty-five undertrials, of whom 26 were in jail on charges of Maoist activities, were presented in the court. At 4 p.m., the jail van returned to the prison premises through the main gate. The staff failed to close the gate as is the routine, and all the undertrials had come out of the van by then. They made an attempt to escape seeing the gate still open. Teepa Das and Ram Vilas Tanti died on the spot from bullet injuries,” West Singhbhum Superintendent of Police Narendra Kumar Singh told The Hindu.
