DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

The Communist Party of India-Maoist (CPI-Maoist) called a 72-hour bandh ( general shut down) in five States and partial bandh in three States on February 5 in protest against talks, scheduled to be held in West Bengal State capital- Kolkata, between the State Governments and the Centre on issues of price rise and internal security, reported Times of India. "We call for a 72-hour bandh on February 7, 8 and 9 fully in five states and partially in three states," Maoist leader Kishan told PTI over phone from an undisclosed location. "The states where bandh will be imposed fully are Bihar, Jharkhand, Orissa, West Bengal and Chhattisgarh," he said adding partial bandh would be enforced in Maharashtra’s three Districts- Bhandara, Godchiroli and Chadrapur, Madhya Pradesh's Balaghat District and north and south Telangana region in Andhra Pradesh. The Chief Ministers of the above States would meet Prime Minister Manmohan Singh on February 6-7 to discuss the issue of price rise. It would be followed by a meeting on internal security between Union Home Minister P. Chidambaram and Chief Ministers of West Bengal, Bihar, Jharkhand and Orissa on February 9.

Indo-Asian News Service quoted Amrendra Das, Public Relations Officer (PRO) of Dhanbad railway division, saying, “Maoist rebels blew up railway tracks at two places which come under Coal Indian Cord (CIC) sections. In the first incident, Maoist rebels blew up a railway track near east cabin of Parasnath railway station. In the blast, six meters of the track was damaged. In the second incident, Maoists blew up railway tracks between Chaudharybandh and Karmabad railway stations of the same district.”

The Hindu reports that accepting a demand of the Communist Party of India-Maoist (CPI-Maoist) for releasing abducted Block Development Officer (BDO) Prasant Kumar Layek Jharkhand Chief Minister Shibu Soren said on February 17 that the legal process had begun to free some of the jailed persons whom the Maoists claimed to be innocent. He appealed to the Maoists to set free the officer. Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. Meanwhile, the Maoists have further asked for INR 1 million as compensation for the family of a killed Maoist.

A huge cache of explosives, including 6000 detonators, were recovered from a house at Bhainsbathan village in Gumla District and a suspect, identified as Etwa Oraon, was detained in this connection on February 27, reported PTI. Superintendent of Police M. K. Singh said that explosives were hidden in about 300 boxes packed with detonators, plastic explosives and safety fuse with each box having space for 100 detonators and safety fuse. The explosives were to be supplied to Sanjay Yadav, who broke away from the Communist Party of India-Maoist (CPI-Maoist) to float Chhattisgarh-Jharkhand Simanta Committee, he added.
