Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on February 2 said the red zone [Communist Party of India-Maoist (CPI-Maoist)-infested region] is steadily shrinking in Bihar and Jharkhand, reports The Times of India. It has been possible because the CRPF personnel are not only carrying out operations against Maoists but also helping the common man in many other ways, like distributing essentials such as woolen clothes, utensils etc and enabling them to get their Aadhaar cards. These efforts have helped CRPF win the confidence of poor people, who were earlier providing shelter to the Left-Wing Extremists (LWEs). He said a few states, including Bihar, Jharkhand and Chhattisgarh, need attention by the central force to completely free the area from LWE influence. "The states concerned would also have to give attention to development work so that people are not driven towards Maoism," Mishra said, adding that during his tenure as Odisha DGP, he went for simultaneous anti-Maoist operations and development work. Replying to a query, Mishra said the CRPF would come up with its own intelligence wing on the pattern of Greyhound of Andhra Pradesh, which has successfully tackled Maoists' activities there. Mishra was in Patna to launch a website of the Bihar sector of CRPF and to inaugurate Improvised Explosive Device (IED) model room at the sector headquarters of the CRPF.

Following a tip-off, the SFs comprising Central Reserve Police Force (CRPF) personnel and District Police Force, detected the bomb on Tiriposi-Bitkilsoya road while on patrol, Superintendent of Police (SP), N K Singh said. Deputy Superintendent of Police (DSP) Chhaterpur S K Tirkey confirmed the seizure of the posters. As its prime motive, it asks the stone crushing plant owner, Khurana, to refrain from grabbing the land of the Muslims of Munkeri village. In a security review meeting chaired by chief secretary Rajiv Gauba at the Central Reserve Police (CRPF) headquarters on February 6, he intimated officers of the Government's plan to wipe out Communist Party of India (CPI-Maoist) within six months, reports The Times of India. To ensure the same, development and security measures would soon be undertaken in rebel-hit areas, he said. Calling upon the CRPF to strengthen its ongoing operations, he said more development plans modelled on the Saranda Action Plan would be launched. Gauba approved the allotment of 165 acres of land to the CRPF to build a group centre at Musabani in East Singhbhum District. The proposed group centre will look after the requirements of five CRPF battalions and their camps situated across the state and ease the complexities involved in getting ration, arms and other logistics for the forces. "The chief secretary has asked us to strengthen anti-Maoist operations going in the state," Director General of Police (DGP) Rajiv Kumar said. A CRPF officer said currently there is only one group centre for CRPF in Ranchi catering to five battalions. It works like an administrative unit looking after the requirements of various battalions, who need to send requisitions to the centre for logistics and funds. The Ranchi centre does not cater to all the 22 battalions in Jharkhand. A total of 17 battalions, including two CRPF battalions, are dependent on such centres in Lucknow, Bhopal and other cities.

The Dumka District Administration and Police destroyed poppy crop planted over a stretch of 150 acres in Communist Party of India-Maoist (CPI-Maoist)-affected villages under Shikaripara Police Station limits of the District, reports The Business Standard on February 11. Acting on a tip off, Superintendent of Police (SP) Anup T Mathew and Sub-Divisional Officer (SDO) Sudhir Kumar along with Police force destroyed poppy crop planted illegally in Hirapur and Dhobaghati village of the District. "We had information about poppy crops planted on some land near the villages, but we were shocked to see the gamut, SDO Kumar said. As the movement of Police and other government employees was limited in the Maoist-affected villages, a section of villagers had taken advantage of the situation and planted the crops, he added. The value of the destroyed poppy was estimated in millions of rupees in the open market, Kumar said.

Police have arrested Tinku Kumar and Manoj Lugun when they were on their way on a motorcycle to handed over the money collected as levy to the PLFI sub-zonal ‘Commander’ Jidan Gudia, Superintendent of Police, Anis Gupta said. The arrest was made on Ranchi-Khunti road under Khunti police station in Maoist-hit Khunti district, he said. The Police also seized INR 1.562 million allegedly collected as levy, he said adding it was yet to be ascertained from whom the money was collected. Meanwhile, Jharkhand Police have asked for a contingent of 5,000 Central Reserve Police Force (CRPF) personnel to help them destroy 12 Maoist camps across the State, reports The Times of India. Most of the 12 camps are mostly situated in forested hills, which the forces consider impregnable and do not dare to venture into. Budha Pahar on the Jharkhand-Chhatisgarh-Odisha tri-junction, Katiya-Kumandih forest in Latehar, Jhumra-Luggu hills in Bokaro, Gidhaur Pahar and Chauparan-Lohardaga-Gaya at Jharkhand-Bihar border and Tinkoniya Pahar of Dalma Wildlife Sanctuary at Jharkhand-West Bengal border are among these 12 centres. A confidential study conducted by the CRPF has found that Maoists have withdrawn into these 12 bases following aggressive security measures in the last 14 years. Director General of Police (DGP) Rajiv Kumar said: "These 12 places work as incubation centers for Maoists who have been chased out from all other parts of the state. The additional forces will play a crucial role in dismantling these camps." Sources in the police intelligence wing said Maoists hold training sessions for new recruits, organize inter-state meetings, prepare strategies, Maoist literature and make explosives at these camps. The areas are strategically surrounded by hills not connected with motorable roads. The core areas of these places do not have CRPF camps. The camps situated near them are around 20 to 30km away.

Police detained a suspect after finding over 35 bombs, 500 detonators, around one dozen bombs (some semi-prepared), one laptop, two hard discs, and several Communist Party of India-Maoist (CPI-Maoist) utility items after an encounter at Latehar-Gumla District borders in the midnight of midnight of February 20, reports The Times of India. However, almost 100 Maoists including central committee member Arvindji, managed to escape during the encounter. Around 100 Maoists were crossing from Latehar to West Singhbhum's Saranda forest via Gumla when Security Force (SF) personnel engaged them in an encounter. "The encounter continued for hours from midnight after which the Maoists escaped leaving behind a huge quantity of materials," said a Police officer. A team of SF comprising personnel from Commando Battalion for Resolute Action (CoBRA) 209 battalion, Central Reserve Police Force (CRPF) 218 battalion and District Police found a contingent of over 100 Maoists at Champipat Bans Pahar near Gurdari area of Gumla District. Arvindji was leading the team. The total items found included around one dozen Improvised Explosive Devices (IEDs) including pressure cooker bombs, four bikes, 3 walkie-talkies, timers, camera, adaptors, one laptop, 500 detonators, 15 mobile sets, chargers, 200 uniforms, 200 blankets, 5 bed sheets, medicines, foot items, and Naxal literature. "The encounter continued for hours. The Maoists were also using advanced firearms. No report of any injury was reported and we have not found any blood spot either," a Police officer said.

A Central Reserve Police Force (CRPF) team on February 23 discovered a large amount of explosives and ammunition near Aman village situated in Jhumra of Gomia block in Bokaro District, reports The Times of India. Although Maoists seem to have deserted Jhumra, their arms and ammunitions are still being recovered from different spots across the jungles by a CRPF 26 battalion team, headed by commandant, Sanjay Kumar. The search team, while scouring the jungle, discovered a steel trunk containing explosives and weapons, after being tipped off about the Maoist hideout. "We conducted a check at the spot with metal detectors. Taking precautionary measures, we discovered a huge steel trunk hidden underground," said Kumar. When the trunk was opened they found 14 country made carbines, 10 rifles of different bores, detonators, m-seal and several live cartridges. Much to the CRPF team's surprise, they also found a grenade projector and a highly explosive bomb. "The weapons found seem to be rusted because they might not have been used for some years now," said Kumar.
