Jharkhand Chief Minister Raghubar Das on January 2 said it was really unfortunate that even after over six decades of Independence the poor villagers were deprived of basic amenities including water, road, electricity etc, reports The Hindu. He attributed “administrative failure” as a major cause behind Naxalism-[Left-Wing Extremism (LWE)] and assured to provide development-oriented schemes and good governance in the State. There is no doctor, no teacher, villagers are deprived of basic amenities like road, electricity and water, he said, adding that these are the reasons for increase in LWE activities. “I believe it is totally administrative failure that led to Naxalism in the state,” he added. “Who are the Naxals? They are part of our society, they too need employment and basic amenities like others. They were misguided youths who were lured to pick up arms for survival,” he said. Within a month’s time, he announced, the teachers’ recruitment process will begin and 17,000 policemen will be appointed in a couple of months.

Two suspected Naxals-[Left-Wing Extremists (LWE)], identified as Surendra Surin alias Dela and Simran Surin, were killed by Communist Party of India-Maoist (CPI-Maoist) cadres allegedly over a dispute regarding sharing of levy at Kadamdiha in West Singhbhum District on January 6, reports Zee News. Security Forces (SFs) in Jharkhand on January 8 launched an "all-out operation" against Peoples Liberation Front of India (PLFI)-a splinter group of the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. Though Police did not disclose the details, they said "Operation Karo II" will continue throughout January, 2015. Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA), State's specialized anti-Naxal-[Left-Wing Extremism (LWE)] force Jharkhand Jaguar and District Police will jointly carry out the operation across eight districts. Launching the Operation in Khunti District, Director General of Police (DGP) Rajiv Kumar said "In the past one year, we have run special operations and flushed out Maoists from places they used to consider their strongholds. We have now decided to target PLFI, which is a criminal organization without any ideology and indulges in senseless killings." Police estimate that PLFI has 300-odd cadres engaged in collecting levy from contractors, small industrialists, traders and transporters. A Police report in 2014 said PLFI carried out as many incidents as CPI-Maoist. A police officer said the aim is to catch Dinesh Gope. In September 2014 the State Police had launched 'Operation Karo-I' in which 50 PLFI rebels were arrested while two were killed in Simdega District. "In the two-month long operation over six encounters with the PLFI took place and huge cache of arms was recovered," said a Police officer.

The chief of Jharkhand Prastuti Committee (JPC)-a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Guddu Ganjhu (50), was killed at Birhu village under Simaria Police Station limits in Chatra District on January 10, reports The Times of India. Police suspect one of his aides killed him out of a power struggle within JPC to take over the extremist outfit. Security Forces (SFs) recovered the bullet ridden body on January 11 after which Chatra Superintendent of Police (SP) SK Jha confirmed the identify of the dead. "He sustained bullet injuries in chest and in his leg. We have launched an investigation," said SP Jha. Earlier a CPI-Maoist cadre, Ganjhu floated JPC in 2006 and was the key man behind its spread into Hazaribag, Latehar, Palamu, and different parts of Chatra. Police sources said JPC has around 40 armed cadres engaged into levy collection from four districts.

South Chhotanagpur Inspector General of Police (IG) MS Bhatia said Police also seized five rifles from the area commander. The anti-PLFI operation was started in Khunti, Simdega, Gumla and West Singhbhum Districts on January 8. Police said the PLFI has threatened with a day-long state wide bandh (shut down strike) if the search operation was not called off.

Jharkhand stands to get road and bridge infrastructure worth INR 6.4 billion from the Centre's Road Requirement Plan (RRP), an ambitious strategy to combat Naxalism-[Left-Wing Extremism (LWE)], by linking remote areas that serve as LWE hideouts, reports The Telegraph on January 13. At a meeting between Chief Minister Raghubar Das and Union Transport Minister Nitin Gadkari in Raipur, it was decided that Jharkhand will get 11 new roads and complete its pending ones on "mission mode". The State will also get three new bridges. "Prime Minister Narendra Modi believes that to solve the Maoist problem, road network is required," Gadkari said at the high-level meeting, attended by Das, his Chhattisgarh counterpart Raman Singh, other State Ministers and senior bureaucrats. In all, 7,294 km roads in Maoist areas will be constructed with an estimated cost of INR 107 billion in Jharkhand, Chhattisgarh, Odisha, Maharashtra, Madhya Pradesh, Bihar, Telangana and Andhra Pradesh, the eight states the RRP, now in phase-II, covers. Forty-eight bridges have been proposed. "At the meeting, the Ministry agreed on all Jharkhand's proposals worth Rs 640 crore," Home Secretary NN Pandey said.

Three suspected Communist Party of India-Maoist (CPI-Maoist) cadres were killed during a three hour long encounter with Security Forces (SFs) at Bukar village under Chauparan Police Station area in Hazaribag District on January 12, reports The Times of India. Police have recovered the three dead bodies along with three rifles, a huge cache of explosives and Maoist literature from the spot. Police is yet to identify the dead bodies. Jharkhand Police spokesperson Anurag Gupta confirmed the incident.

"Law and order and security in the country is the first priority of Prime Minister Narendra Modi. The Jharkhand government will rise to the challenge posed by Maoists. We will decimate extremism and Maoist violence in the state within six months," Das said. "The 'Karo - 2' operation against the Maoists is already going on. We appeal to those who have gone astray in Jharkhand not to challenge law and order in the state, else we will teach them a lesson," he said. The extremists, who arrived on a motorcycle, left the campus after they beat up Saroj Kumar Soy, a para teacher (contractual teachers in primary/upgraded primary schools) who also runs a business, and threatened to kill him if he failed to pay them INR 200,000, Simdega Police Said. Simdega Superintendent of Police (SP) Rajiv Ranjan said the attackers did not harm the students. "The rebels fled from the school after about 15 minutes and classes resumed immediately after," he said.

Bikas Oraon (18) had crushed Samdhad aka Maulvi, to death with a stone in his sleep because the PLFI leader was not willing to let him go so that he could appear for his matriculation examination. Police came to know this after arresting Bikas, a resident of Gadri village in Bero who joined the PLFI some three months ago, yesterday. They found four fire weapons and 68 live cartridges from his possession.
