Police recovered two kilogram explosives which were being transported to Communist Party of India-Maoist (CPI-Maoist) and arrested one person at Toto village in Gumla District of Jharkhand on July 4, reports The Hindu. Following a tip-off, a Police team intercepted a car, seized the explosive materials that included ammonium nitrate and five detonators, and arrested one Mohammad Imitiaz in this connection, Superintendent of Police Jatin Narwal said. Imitiaz was taking the explosives to Maoist ‘sub-zonal commander’ Budheswar Oraon when the Police arrested him and seized the explosives, Narwal added.

The Communist Party of India-Maoist (CPI-Maoist) is losing its base in North Chhotanagpur zone of Jharkhand, comprising seven Districts of Dhanbad, Bokaro, Koderma, Giridih, Chatra, Hazaribagh and Ramgarh, said Inspector General of Police of North Chhotanagpur zone, M L Meena on July 5, reports The Times of India. The place is no more a Maoist stronghold as Police have arrested large number of Maoists from this area in the last few months. The outfit is facing dearth of cadres with no newcomers joining it. Besides, frequent raids to curb illegal coal mining and transportation activities have badly hit their revenue earnings. However, Meena said that there is a chance of Maoists triggering violent incidents in coming days as they are trying to register their presence among people in a big way. The Police have been put on alert for combat. "Maoist menace in the area has decreased. The cadres could be hiding in remote areas where penetration of Police forces is less," he said. Meena said that the Maoists at present have confined their presence and movement to Jhumra and Upperghat in Bokaro, Pirtanda, Parasnath and Tundi belt in Giridih and Dhanbad beside Gaya-Palamu border areas in Chatra. However the Police Forces are frequently raiding these areas to keep a tab on the developments.

Four Communist Party of India-Maoist (CPI-Maoist) cadres were injured and two arrested in a five-hour long encounter between Police and Maoists at Jamdaha in Pirtanda of Giridih District of Jharkhand, on the Dhanbad-Giridih border on July 12, reports The Times of India. The operation was led by Giridih Superintendent of Police (SP) A V Homkar, who claimed Police recovered many cartridges and arms from the hideout of the Maoists who had organized their meeting at Jamdaha. Police also found Maoist literature and uniforms. There was no injury from Police side.

The driver of a construction company, identified as Md Ismail Ansari (34), was shot dead by the People Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Bandgaon Police Station area in West Singhbhum District on July 13, reports IBN Live. About four armed PLFI cadres reached the construction site and shot dead Ansari for construction of a road between Bandgaon and Lyangi village under Pradhan Mantri Gramin Sadar Yojna (PMGSY). The extremists shot Ansari only because the company did not intimate the outfit about the road construction to it, Police said referring leaflets recovered from the spot. The leaflets were issued by Munna ji, the ‘area commander’ of PLFI Chotanagpur Region Committee.

The Police arrested a suspect for carrying 200 pieces of detonators and 50 kilograms of ammonium nitrate on his car a during surprise checking on National Highway-33 in Seraikela-Kharsawan District on July 15 night, reports The Times of India. The accused, Manoj Kumar Sinha of Patamda in the East Singhbhum District, who was arrested from Chandil area of the District, claimed to be the owner of a stone crusher machine and was ferrying the explosives on industrial purpose. He tried to escape while seeing Police but Police chased and arrested him. Police are suspecting Sinha to be in nexus with the Communist Party of India-Maoist (CPI-Maoist) and that he might have been ferrying explosives either to Dalma or Chilku forest cover.

Getting input of a huge gathering of armed guerrillas of the Communist Party of India-Maoist (CPI-Maoist) in forests of Palamu and Latehar in Jharkhand, the Centre on July 18 asked the State Police and Paramilitary forces to urgently induct additional troops and carry out sustained search for “either engaging them in operations or disintegrate them", reports The Times of India. The ministry's note stated that the extremists of the CPI-Maoist have gathered under the command of senior Maoist leaders like Anup Yadav, Nanho Mochi alias Prabhat, Nakul Yadav, Shyamlal Yadav and others. A 100-strong squad of Maoist ‘sub-zonal commander’ Matiyas targeted a troop of 80 CRPF personnel — culled from the elite Commando Battalion for Resolute Action (CoBRA) force and the 94th and 60th battalions near a government school in Bokob village in Khunti District while the personnel were preparing to cordon off the village following a tip-off on Maoist presence. “The troops had barely reached the school when Maoists opened fire. A gun battle ensued and continued for some 30 minutes. Seven CRPF personnel sustained bullet wounds. Two of them succumbed to their injuries on way to hospital. The others, including an assistant commandant, have been admitted to Apollo hospital in Ranchi,” said Deputy Inspector General, South Chhotanagpur, Sheetal Oraon. IG (operations) S.N. Pradhan said the forces were in Bokob for an offensive. “The anti-rebel operation has been on for six days in Khunti, Seraikela-Kharsawan and West and East Singhbhum. It will continue,” he added.

Superintendent of Police (SP) AV Homkar said that Maoist opened attack on an under-construction building of Police line and destroyed the roof under which the labourers were on duty. The two labourers who died were part of other labourers working under the roof. One of them died on the spot, while other succumbed to his injuries on way to hospital, he said. To take minor away from the Communist Party of India-Maoist (CPI-Maoist) way, Jharkhand Government has decided to provide conditional free education in private institutions to Maoists, who surrender, and to their children in addition to the existing surrender policy, reports The Hindu. The decision was taken at a cabinet meeting chaired by Chief Minister Arjun Munda on July 25. The latest addition in the state’s surrender policy for the rebels would enable male education up to the age of 24 or up to graduation. For females, it would be till the age 24 or till graduation or till their marriage, Cabinet Secretary NN Pandey said. The policy, however, is extended to only such private institution having monthly tuition fee not more than INR 1,000, he added. As per the surrender policy ‘Operation Nai Disha’, the Maoists who surrender would get INR 50,000 immediately, besides benefits like a plot, healthcare, education for their children in Government institutions and varying money on weapons they bring along.

Hazaribag Superintendent of Police (SP) Manoj Kaushik said the gang was responsible for stalling coal production at Tapin South opencast coal mining project of the Central Coalfields Limited (CCL) under the Charhi Police Station of the District recently. He said, "Ever since a private company started lifting coal from the CCL project, the JLT began demanding Rs 1.5 crore [INR 15 million] as levy failing which they threatened to blow up the project and set fire to all costly equipment worth crores of rupees." Those arrested include the hotel owner Rajeev Vishwakarma, kingpin Anuj Vishwakarma alias Badalji alias Pintu of Navraga village under the Lesliganj Police Station of Palamu District. The others arrested are Mannu Kumar Singh of Charhi. Police said it was Mannu's plan to demand INR 15 million as extortion from the coal company.
