Union Home Secretary LC Goyal on July 3, reviewed the crucial roads and bridges in different Communist Party of India-Maoist (CPI-Maoist)-affected areas in various States and directed the departments to take all possible steps to finish the works of roads and critical 15 bridges within specified timelines, reports The Pioneer. Out of the critical 15 bridges in the Maoist-affected areas, five are in Odisha and four in Jharkhand. Maharashtra and Chhattisgarh have two bridges each, while one each is in Uttar Pradesh and Andhra Pradesh. LC Goyal reviewed the status of 15 critical bridges in the Left Wing Extremism (LWE) affected States in a meeting held in New Delhi with the Chief Secretaries of the State Governments and the Senior Officers of the concerned Union Ministries. During the meeting, pending works under the Road Requirement Plan Phase-I (RRP-1) & the issues relating to the proposed RRP-2 were also discussed. Goyal asked them to take all possible steps to speed up the works within specific timelines. “The Centre is committed to address the LWE problem by focusing on four-pronged strategy involving security related measures, developmental efforts, ensuring of rights and entitlements of forest dwellers and management of public perception,” said Ministry for Home Affairs (MHA) in a statement.

Three Communist Party of India-Maoist (CPI-Maoist) cadres were arrested by Security Forces (SFs) in Latehar District on July 8, reports Zee News. The arrested trio - Umesh Yadav, Srinath Singh alias Santosh and Ashish Kumar Singh - were arrested during a joint operation by the Jharkhand Special Task Force (STF) and a team of Latehar District Police. One 7.65 mm pistol, Gelatin rods, wires, 23 mobile phones, 28 sim cards as well as clothes and food items were recovered from them.

In a related development, Jharkhand Police has claimed that confessions by an arrested PLFI cadre led to the July 9 seizure of explosives weighing about 100kg in Patna, reports The Times of India. A senior Police officer on July 10 said Thomas Soy, a PLFI rebel arrested on charges of extortion in Ranchi on July 7, had given leads about the explosives hidden in a private hostel in Patna. The PLFI is a splinter group of the CPI-Maoist. Following the seizure, Police are looking into the possibility of PLFI spreading its operations in Bihar. Police spokesperson S N Pradhan said, "Local criminals, who were supplying arms and explosives to PLFI in Jharkhand, have become active PLFI rebels." He added that PLFI has been getting arms through a network active in Bihar's Nalanda and Munger Districts.

Ranchi police arrested three members of Tritiya Prastuti Committee, (TPC), were arrested at Subhash Nagar under Khalari Police Station on July 11, reports The Times of India. The Police had information that the three of them were moving somewhere to collect levy and Police raided. Gopal Ganjhu alias Nirbhayji (33), Sanesh Kumar (36), and Sankar Ganjhu (25) worked together in TPC. "They targeted a railway project on Barkakana-Ranchi at Kuchu a couple of months ago and damaged several vehicles trying to terrorize the officials at Classic Coal Company," Ranchi Senior Superintendent of Police (SSP) Prabhat Kumar said. The Police recovered INR 100,000 that they had collected as extortion from a businessma apart from a countrymade gun, five live bullets, Naxalite literature, three mobile phones and one SUV in which they were travelling.

The Police and the CRPF have launched a joint operation to break the financial resources of the Maoists in East Singhbhum District who collect levy from contractors in the area, reports The Hindu on July 11. The Security Force (SF) personnel on July 11 arrested two Maoist supporters carrying cash collected from a contractor in the form of levy to hand over to Maoist leader Ranjit Pal alias Rahul, who was the prime accused in the killing of Jharkhand Mukti Morcha (JMM) Member of Parliament (MP) Sunil Mahato. According to Police, acting on a tip off, led a search operation in the Ghatshila sub-division and intercepted two persons at Chengoda between Ghatshila and Kadaduba, when they were about to enter the jungles to hand over the levy amount of INR 250,000 to Rahul. The subsequent search led the SF personnel to recover the cash, one country-made pistol, three live cartridges and Maoist literature. The SF personnel also seized the motorcycle they were travelling on and two mobile phones. A wanted rebel of People's Liberation Front of India (PLFI), identified as Bikram Gope alias Barud Gope (35), was arrested from Dhenatoli village under Kolebira Police Station in Simdega District on July 11, reports The Times of India. Barud is said to be close to PLFI founder and chief Dinesh Gope. Two of his aides were also arrested along with Barud when a Police team raided Dhenatoli village where a group of five PLFI rebels were holding a meeting. While two of them managed to escape from the camp, three others were held. Three .315 rifles and a dozens live bullets were recovered from their possession. The Police had been on the lookout for Barud for a long time. He managed to give a slip to the security forces for so long. The Simdega Superintendent of Police said he was wanted in more than 50 cases. "He was involved in the murder of a para teacher in 2014 for which Kolebira MLA Enosh Ekka was sent to jail. He is wanted in several cases in Gumla district," he said.

The murder of Tiwary, who was also believed to have facilitated the arrest of another Maoist with INR One million rewards on his head some years earlier when he was working for a vernacular daily, was planned meticulously. Acting on a tip off, the District Police and the Central Reserve Police Force (CPRF) jointly launched a search operation and arrested two persons transporting six pieces of detonators, one kg each of promotional explosives and aluminium Improvised Explosive Devices (IED) component near Derang under Dalbhumgarh Police Station, Senior Superintendent of Police (SSP), Anoop T Mathew said. SSP Mathew added the explosives were being transported to a squad headed by Maoist leader Kanu Munda from another squad led by Madan Mahato, who has been operating in Chakulia and areas bordering West Bengal. Ramgarh Police brought the duo to Regional Institute of Medical Science (RIMS) where they underwent the necessary medical examinations to confirm the rape. Of the 73 names declared, 16 are in the ranks of ‘central committee secretary’, ‘special area committee’ member and ‘regional bureau’ member and carry a reward of INR 2.5 million each; 13 are in the ranks of ‘regional committee’ members INR 1.5 million each; 15 in the ranks of ‘zonal committee’ member INR 1 million each; 14 in the ranks of ‘sub-zonal committee’ member INR 400,000 each; nine in the rank of ‘area committee’ commander INR 200,000 each; and two as squad members INR 100,000 each. There are four more, who have been either arrested or killed. PLFI supremo Dinesh Gope, a resident of Khunti District who has successfully raised a parallel organisation on the lines of CPI-Maoist in Khunti, Simdega and Gumla, also falls in the INR 2.5 million reward category. The accused had been hiding the explosives in their houses. Police carried out a raid after receiving a tip-off on July 23 about explosives being stocked in two houses. However, the motive of the accused behind procuring and hoarding the huge quantities of explosives is not clear yet. Chatra District Police arrested a ‘deputy platoon commander’ of Communist Party of India-Maoist (CPI-Maoist), identified as Puranchand Yadav alias Pandu on July 26, reports The Pioneer. Pandu was in the team of Kauleshwari zone regional commander Indal Bhokta. Acting on an anonymous tip-off regarding Pandu’s squad wandering in areas under Hunterganj Police Station on July 25, Chatra SP SK Jha led a search operation with a team of district police forces and Central reserve Police Force (CRPF) 190 battalion on the same night for apprehending the extremists. In the forests near Herenchatwa, the search party came across Pandu who tried to evade them, but was caught. After interrogating the detained extremists, Chatra Police unearthed IEDs planted in the area. Three country-made rifles, a rifle with three magazines, 17 live cartridges, 16 detonators, two pouches, a pithoo and some medicines have also been recovered. The SP said that Police expect a few other Maoists to be arrested soon.

The bhavan used to be a police post earlier, but they left the place three months ago. Police said, "The attack was carried out by a group of 10 Maoists around 2 am on Sunday. Three improvised explosive devises (IED) were used to blow up the building. The locals were shaken by the deafening sound of the blast." This is the second such Maoist incident in the last four days. Police believe that the building was blown up to divert the attention of security men, who were combing the jungles in search of Maoists.

The Central Reserve Police Force (CRPF) has decided to buy around 6,000 motorbikes to mobilise troops engaged in anti-Naxal (Left Wing Extremism) operations and reduce dependence on jeeps and other four-wheelers, which fall prey to landmines causing casualty to the Security Forces (SFs), reports Business Standard. The bikes will be given to every battalion and strike units deployed for anti-Naxal operations, in the next few months, in the worst affected Left Wing Extremism areas of Chhattisgarh, Jharkhand and Odisha. "The Union Home Ministry has sanctioned purchase of 5,920 motorcycles for deployment in Left Wing Extremism areas. Security personnel have been asked to totally cut down travel on four-wheelers in these areas as it gives out their movement and large vehicles get easily trapped in land mines which either leads to killing or maiming of troops," a senior official said. Apart from these, 36 bullet-proof vehicles would be procured by the country's largest paramilitary force for counter-insurgency operations in Jammu and Kashmir and North Eastern states under the same government sanction.

"We will soon post new officials in the positions lying vacant. We have reviewed the entire situation and discussed ways to improve the ground situation," said Director General of Police (DGP) D.K. Pandey. The officials who have been removed include Assistant Superintendent of Police (ASP) Rajender Toppo; Bermo Inspector Shailender Singh; Inspector of Gomia circle, Ramta Singh and OIC of Nawadih Police Station, A.K. Jha. Around 40 armed Maoists had entered Khasmahal on July 24 evening and torched the trucks of R K Transport owned by Giridih Member of Parliament (MP) Ravinder Pandey. The Maoist squad led by Mithlesh Singh alias Duryodhan Mahto claimed responsibility for the incident. He said they set the trucks on fire after Pandey refused to pay them levy.
