People’s Liberation Front of India (PLFI) ‘zonal commander’ Sanjay Tiger alias Yuddhveer was produced before the media by Police in Gumla on June 1, reports The Times of India. Tiger, who is also the secretary of PLFI and area commander Ashol Gope, were arrested on May 31 from Banai forest under Basia Police Station in Gumla District. One countrymade pistol, cash of INR 80,000, five mobile sets and some bullets, were also recovered from his possession. PLFI is a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist).

The Government's efforts to counter the Communist Party of India-Maoist (CPI-Maoist) notwithstanding, a key environment ministry panel has been proactive in recommending that mining be allowed in the Maoist-affected Saranda forests located in West Singbhum District, reports The Economic Times. Union Tribal Affairs Minister Minister V Kishore Chandra Deo and Rural Development Minister Jairam Ramesh have consistently argued that renewed mining activity in tribal lands would make it difficult to counter Naxal influence in the region. For the fourth time this year, the statutory forest clearance panel, Forest Advisory Committee, has green signaled a mining project in the area - this time it is an iron ore for Rungta Mines.

Three Communist Party of India-Maoist (CPI-Maoist) sympathisers were arrested from Chakradharpur bus stand, about 25 km from West Singhbhum District headquarters town of Chaibasa in Jharkhand on June 4, reports Zee News. West Singhbhum Superintendent of Police Pankaj Kamboj said acting on a tip-off, a police team cordoned off the area and arrested the three who were moving around in a suspicious manner. Police seized three cartons containing different capacity pressure cookers, nails, epoxy putty and INR 10,000 from them. He said the three were sympathisers of CPI-Maoist 'area commander' Kundan Pahan and Police have also seized a letter written by Pahan from them.

Chhattisgarh and Jharkhand Governments have asked the road transport and highways ministry, on June 5, to allow splitting of project in the worst Naxal [Left Wing Extremism (LWE)]-hit Districts to get takers for building roads, reports The Times of India. Representatives from the two States also suggested that the ministry should allow contractors to give over 50% of the work to subcontractors. Government sources said these are the two main States where the road ministry is finding it impossible to get contractors due to fear of Maoists, particularly in Bastar region in Chhattisgarh and Palamu/Garwa districts in Jharkhand. The situation is equally critical in Garhchiroli District in Maharashtra and Malkangiri in Odisha. "We have already allowed subcontracting of 50% of work to local players. Now these states and their PWDs [Public Works Departments] want us to relax the norm further. They have also asked us to find new ways to push awarding of works in these districts. We have also sought their suggestions to push the remaining works in first phase of road development in the red zone," a road ministry official said.

Further, adviser to State Governor, K Vijay Kumar, on June 9 said that the process is on to solve issues plaguing the backward areas in three Maoist-affected Districts under Jhumra Development Plan. “The government has taken initiative to develop Jhumra," said Kumar. Jhumra is spread over three districts - Bokaro, Ramgarh and Hazaribagh. The Government has zeroed in on the most affected villages in these three districts where developmental schemes would be launched under the Jhumra plan within the available budget. Most of area fall under Gomia block in Bokaro. The Government has planned to develop Jhumra, a Maoist-hit hilly terrain, to eradicate extremism by gaining confidence of the residents like they did in Saranda and Saryu areas.

A total of 294 Maoists were arrested between January 1 to May 31 against 211 during the same period last year (2012) and 160 the year before that (2011). Of the total arrested Maoists, 17 belong to their top leadership ranks, ‘area commander’ and above. A total of 181 Maoist incidents have been reported in 2013 against 197 in 2012 and 202 in 2011. Police claim to have killed 22 Maoists between Jan 1 to May 31, but the bodies of only 10 Maoists have been recovered. Police have also recovered 51 Improvised Explosive Devices (IED), 2,575 detonators, about 2,646 kg of explosives and INR 1, 63, 000 in cash collected as levy by the Maoists.

Further to assist the para-military forces in their relentless drive against the Maoists in deep forests, Jharkhand Police have set up Small Action Teams (SAT) as back up support and for carrying out operations independently, reports The Firstpost on June 13. Jharkhand Director General of Police (DGP) Rajeev Kumar said “Small Action Teams (SAT) have been formed in the Naxal-affected Districts to assist and complement the CRPF and also handle independent operations on their own.” The DGP said induction process of five battalions of Central Reserve Police Force and Special Security Battalion (SSB) has already been started in required areas. He said a separate action plan against splinter groups like People’s Liberation Front of India (PLFI) and Tritiya Prastuti Committee (TPC) has borne results with more than 30 PLFI leaders and cadres being arrested, besides the arrest of 40 other leaders and activists of other outfits. Stating that there was a slight drop in LWE incidents in the first five months compared to the corresponding period in the last two years, he said a total of 181 LWE incidents were reported till May 31 this year as against 197 last year and 202 in 2011. The Maoists committed 52 per cent of violence out of 181 incidents while PLFI and another group committed 29 per cent and 15 per cent violence respectively. However, encounters in the state increased in the first five months of the year recording 31 as against 22 last year and 27 in 2011 in the corresponding period. The police were successful in nabbing 294 extremists of different groups this year, an increase compared to 2012 (211) and 2011 (160), the DGP said.

Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. Nine States — including Chhattisgarh, Jharkhand, Odisha, Bihar, West Bengal and Maharashtra — will get 2,200 mobile towers by this year-end.

The encounter ensued following the Maoists firing at the joint patrol team of Central Reserve Police Force (CRPF) and District Police during the routine combing operation on the hilly terrain in the western side of the village. "The forces retaliated and the Maoists fled after nearly 45 minutes of encounter during which about 50 rounds were fired from both sides," said superintendent of police (rural) Devendra Thakur. An Improvised Explosive Device (IED) weighing around 1.5kg, seven detonators, three gelatin rods, 150 metre electric wire, a nine mm pistol, two kilogram of unused raw gunpowder, camera, radio, uniforms and Maoist literature were found from the transit camp.

Eight Communist Party of India-Maoist (CPI-Maoist) cadres were shot dead by Security Forces (SFs) on June 27 in an encounter in the forests of Latehar District, reports ibnlive.in.com. The State Director General of Police (DGP) Rajeev Kumar said five Maoist cadre were killed in the gun battle when they opened fire on one group of security personnel while other three died in a gunfight against another group of security men in Kumandih forest of the same District. The forces claimed to have killed at least eight suspected Maoists in Latehar District on June 27. Police sources said intermittent exchange of fire is going on in the forests and they suspect presence of at least 250 Maoists in the forests, including top leader Arvindji who led the major attack on security forces in Latehar in January. "We are taking very calculated steps and hope that this time Arvindji and his group, which managed to move out of Gumla and Lohardaga, will not manage to escape," said a source. Director General of Police (DGP) Rajeev Kumar, who visited the encounter site in Latehar jungles and interacted with the personnel and officer, said the place has been heavily mined. The DGP said that keeping in mind ground realities and difficult terrain they expect that encounter is expected to continue for another four to five days.

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.
