The Central Government has set up combined Special Operation Groups (SOGs) of State Police Forces and Central Reserve Police Force (CRPF) in Left Wing Extremism-affected States, which will coordinate among themselves for joint operations, reports Times of India on March 4. The SOGs will commence operations in seven most LWE infested States -- Jharkhand, Bihar, Chhattisgarh, West Bengal, Orissa, Maharashtra and Andhra Pradesh. The SOG teams would comprise of 40-50 selected personnel from the paramilitary and concerned State Police force.

Economic Times on March 12 reported that the Security Forces (SFs) neutralised two major Communist Party of India-Maoist (CPI-Maoist) training camps in Jharkhand and arrested a top ‘area commander’ and 20 cadres during the joint operations that were launched on March 7 against Left Wing Extremist (LWE) hideouts along the Jharkhand-Orissa-West Bengal tri-junction. The two neutralised Naxalite training camps were in Chaibasa area of West Singbhum District. Around 10 Improvised Explosive Devices (IEDs) and Naxal (LWE) literature were seized. At the camps, cooking stove and utensils enough to prepare food for 200 people, tents, medicines and water supply lines complete with Sintex tanks were found. The Central Reserve Police Force (CRPF) and Jharkhand Police arrested a ‘sub-zonal commander’ of the CPI-Maoist, Bhubaneswar Mahato, along the Bokaro-Hazaribagh border. His aide and suspected arms supplier, Quttubudin, is also in Police custody. Earlier, another Maoist ‘area commander’, Pandu Majhi, was arrested near Bokaro. Around 1,250 kilograms of explosives, 50 detonators, 235 kilograms wire, two rifles, a large number of bullets, two grenades, a water storage tank, a bike, INR 400,000 and Maoist literature were seized during the joint raid.

One person, identified as Bitu Banra (56), was killed and five others were injured in a midnight attack by cadres of the Communist Party of India-Maoist (CPI-Maoist) at Dainmari village under Ghatshila block of East Singhbhum District late in the night of March 7, reports Times of India. The Maoists also set ablaze about half-a-dozen houses before leaving with cash, clothes, ration and other materials. They also threatened villagers with dire consequences if found guilty of sympathizing with the Nagrik Suraksha Samity (NSS) or assisting Police to track down Maoists.

The youth and his cousin were abducted by the Maoists on March 6 from Chatia-Madgarhia. The cousin managed to escape, while the Maoists shot dead the youth the next day. The body was found on March 9, the Police said.

The Jharkhand Police on March 9 launched a joint inter-State operation against the Left Wing Extremists (LWEs) from two strategic locations in the State’s East Singhbhum and West Singhbhum Districts, bordering Purulia and West Midnapore Districts of West Bengal, reported Hindustan Times. They were helped by the Central Reserve Police Force (CRPF) and the West Bengal Police. More than 30 companies of the Jharkhand Police and central para-military forces have been engaged in the operation. Four helicopters are maintaining vigil on movements of the LWEs.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.
