Palamu Police arrested a CPI-Maoist ‘sub-zonal commander’, identified as Ankit Yadav alias Girender Yadav, and seized arms and ammunition in a joint operation with the Central Reserve Police force (CRPF) on March 9, reports The Times of India. A pistol and three cartridges were seized from Yadav, who has 13 cases against him and is wanted in Bihar. The Police team also unearthed 76 locally made hand grenades and different types of white and red-coloured explosive powder in the jungle of Dumar Kharn under Panki Police Station following Yadav's confession. The grenades, each weighing 10 kg, were found 3ft under the ground wrapped in plastic sheet. Security Forces (SFs) also recovered 50m of surgical thread. It took the search team six hours to trace Yadav, who was caught travelling with a local resident.

Five Security Forces (SFs), including one Police official, three Central Reserve Police Force (CRPF) personnel, and a Special Police Officer (SPO) suffered injuries when an Improvised Explosive Device (IED) was triggered while they were trying to remove it in Chatra District on March 13, reports The Hindu. “We had received information that Maoist squads have moved into Palamu and Chatra Districts and they had planted IEDs in a location near river Dhulki in Pratapur (Chatra District). The Police and CRPF team had left and remove the IED, a cane bomb. It was triggered while they were trying to remove it at a spot 1.5 km from CRPF picket at Chak,” said Chatra Superintendent of Police (SP) Prashant Karan. Jharkhand has a sanctioned strength of 6400 SPOs for helping Police gather intelligence, though officials put the current number at 3,000.

Two SFs personnel were injured when two teams of security personnel engaged in combing operation at Kuku forest, near Saryu village of Latehar District fired upon each other on mistaken identity on March 13, reports The Times of India. Latehar Superintendent of Police (SP) Michael Raj said one group of troopers was in the middle of their operations when they chanced upon their fellow mates. Suspecting them to be CPI-Maoists in camouflage they opened fired at each other. Latehar SP said that an investigation has been launched as to whose confusion led to the cross fire.

The Centre has deputed 70 Indian Police Service (IPS) officers of Inspector General level and 6,000 troops to assist the Election Commission in ensuring free and fair elections in insurgency prone areas of the country, reports DNA on March 19. A majority of these IPS officers will be deputed in the Communist Party of India-Maoist (CPI-Maoist) affected regions of Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra and Andhra Pradesh. Their brief is to oversee the deployment of paramilitary forces and coordinate and conduct operations with the help of the State Police to defeat Maoist' designs to carry out political assassinations and enforce their writ among tribals to boycott polls. In addition, 6,000 troops, mainly comprising of Commandos from Greyhound Force of Andhra Pradesh, Central Reserve Police Force's (CRPF) Commando Battalion for Resolute Action (CoBRA) and the Special Task Force (STF) to carry out precision strikes against CPI-Maoist in Chhattisgarh's Bastar region and surrounding border areas of Jharkhand, Odisha and Maharashtra. The commandos will be aided by air reconnaissance carried out simultaneously by four Israeli herons. These troops are in addition to the 90,000 central security personnel currently engaged in anti-Maoist operations in five states of Chhattisgarh, Jharkhand, Bihar, Odisha and Maharashtra.

The Maoists said this during a training camp in Gumla District on the Jharkhand-Chhattisgarh border. They also said the newly introduced None of the Above (NOTA) ballot option was meaningless, as those who disapproved of all candidates did not go to the polling booth and instead bogus voters were made to cast ballots. "Election boycott is a fundamental right and strength of the public. Hence, the people must be permitted to exercise this right without any hindrance," said Deenbandhu, 'regional secretary' of Bihar-Jharkhand-North Chhattisgarh Special Area Committee. However, he warned, "If the Security Forces thrust polls upon the people, we will retaliate just like we did on March 11 in Chhattisgarh killing 15 security men." Further, Maoist 'commander' Sylvestor said "Do not risk your lives accompanying Police to the polling booths, instead protest and walk out if you are forced to do so. We do not harm civilians." Deenbandhu said they are ready for talks with the government provided a favourable atmosphere was created. He added "We have burnt our fingers many times in the past. We lost our top central committee leader Cherikuri Rajkumar alias Azad and politburo member Koteshwar Rao alias Kishenji who went that extra mile to broker peace and were instead killed in cold blood." He also asked the governments to immediately release all prisoners of war (Maoists) lodged in various jails and then initiate the peace process.

Suspected cadres of People's Liberation Front of India (PLFI) killed the mukhiya (chairman) of Bandgaon block in West Singhbhum District on March 21, reports The Times of India. Bacho Hembram, who was also the Jharkhand Mukti Morcha (JMM) party block president, was gunned down by alleged motorcycle-borne PLFI cadres in Matliyan village around 10.30. "The prima facie evidence suggests that Hembram was killed by PLFI rebels. However an investigation is still going on and a manhunt has been launched to arrest the suspects," said West Singhbhum Superintendent of Police (SP), Narendra Kumar Singh. "Long range patrolling has been intensified in the Maoist-hit areas with special focus on the Districts that shares borders with other states," he added. In the East Singhbhum District, the Central Reserve Police Force (CRPF) and Indian Reserve Battalion personnel have been deployed at sensitive areas, including Ghurabanda, Mosabani, Ghatshila, Dumaria and Dhalbhumgarh, to thwart extremist violence.

CRPF Assistant Commandant Ajit Kumar said while conducting search operations at Tisro forest area the forces raided a small artificial bunker of the Maoists located behind bushes and recovered 20 kilogram of explosives, 12 bags of Improvised Explosive Device (IED) materials, two dozen rods, three cane bombs, 10 steel lunch boxes and 25 detonators and others materials.
