Security measures have been beefed up in left-wing extremist, Naxalite-affected districts in the State in view of the three-day economic blockade jointly called by the proscribed Maoist Communist Centre (MCC) and the People’s War Group (PWG), beginning today, May 6. The State Police chief Rajiv Ranjan Prasad, while speaking to the media in Ranchi on May 5, said that elaborate security arrangements had been made with deployment of additional police forces in the sensitive areas to keep a close watch on the movement of the Naxalites. An estimated 15 police personnel were killed and 10 others injured when left-wing extremists, Naxalites of the Maoist Communist Centre (MCC) and the People’s War Group (PWG), blasted a landmine destroying a police patrol van in Mthadih village, Satgawan police station limits, Koderma district, on May 7, on the second day of the three-day economic blockade called to protest the Prevention of Terrorism Act (POTA). State police chief R R Prasad said the Naxalites detonated a landmine planted under a culvert as the van of the Jharkhand Armed Police (JAP) drove over it. He said, minutes after the blast police personnel in the patrol jeep challenged the Naxalites. In the firing that followed, an MCC Naxalite was killed. Unconfirmed reports put the toll at 17. The Naxalites were reported to have decamped with the firearms of the police personnel. With this incident, the number of police personnel killed in State’s Naxalite violence since January 2001 ahs risen to 89.

The three-day economic blockade of Jharkhand sponsored by left-wing extremists, Naxalite groups the Communist Centre (MCC) and the People's War Group (PWG) jointly, passed off peacefully on the last day on May 8. However, media reports said the threat of violence affected the State's coal trade during the blockade. Reports said the coal town of Hazaribagh wore a deserted look and Khelari seemed like it was under curfew. Traffic was thin on the roads, while shutters of shops, banks, Life Insurance Corporation offices and petrol pumps were down. Schools too remained closed. Reports added that the mines of the Central Coalfields Ltd at Piparwara, which produce and supply over 50,000 tonnes every day, were also deserted as its entire 2,000-strong workforce, comprising workers, supervisors and managers, preferred to stay home.

According to delayed reports, left-wing extremists, Naxalites of the Maoist Communist Centre (MCC), killed a contractor and a former village headman in separate incidents on May 12. In the first incident, an estimated 50 Naxalites attacked the house of a contractor and forcibly took him to a jungle near Lepung area of Ranchi district. He was later killed as he failed to pay Rs 1.5 that the Naxalites had demanded, said media reports. In another incident, Naxalites of the MCC killed former headman of Dato village, Hazaribagh district, in a Jan Adalat (Kangaroo Court), suspecting him to be a police informer. Reports said an estimated 80 armed Naxalites who attended the public court ordered the death sentence.

Media reports, quoting official sources, said the economic blockade enforced by left-wing extremists––Naxalites of the Maoist Communist Centre (MCC) and the People’s War Group (PWG), in Jharkhand caused Rs 1.50 billion loss to the State. The Naxal groups had called the blockade from May 5 to protest the Prevention of Terrorism Act (POTA) as well as to denounce the ban on them. Reports said the Coal India Limited (CIL) and the Bharat Coking Coal Limited (BCCL) were the worst affected by the blockade and had together suffered a loss of approximately Rs 800 million. The Indian Railways bore the brunt of the Naxalites’ ire during the blockade and its losses added up to approximately Rs 500 million, said reports.

Lack of adequate manpower and the Union government’s alleged neglect of reforms in the areas have been cited as reasons for this. Reportedly, the Naxals have introduced new tactics of dare devilry against the police. A Special Armed Force (SAF) camp in Balrampur district was burned down just before the visit of State Home Minister Nand Kumar Patel. Besides, a forest department office was set ablaze earlier in May (this month). A number of killings of civilians, supposedly police informers, were also reported recently.
