The Communist Party of India-Maoist (CPI-Maoist) has stepped up their expansion drive in western Odisha and the trijunction of Karnataka-Tamil Nadu-Kerala, a latest assessment by the Union Ministry of Home Affairs (MHA) has revealed, reports Hindustan Times. “The sustained campaign against Naxals in their strongholds of Sukma, Bijapur and Narayanpur in Chhattisgarh, Gadchiroli of Maharashtra and Saranada forest of Jharkhand has forced the Maoists to expand in new areas,” said a senior security officer. According to the assessment, Maoists are pushing in the western Odisha districts of Bolangir, Bargarh, Nuapada and Nabarangpur. They also held a large meeting in Pardarha village of Nuapada, which was attended by their four central committee members. Besides Odisha, Maoists have been trying to new front in area around tri-junction of Karnataka-Kerala-Tamil Nadu for the last many years. The security forces have seen renewed Maoist activities in this region this year. The MHA assessment also shows that in the first three months of the current year more Maoists have been killed in comparison to the Security Force (SF) personnel than in the same period in last year. In the first three months of last year, 53 security personnel had been killed, while the figure for Naxals killed in clashes with the security forces and their own breakaway factions stood at 20. But in 2013, in the first three months ending March 31, only 25 SF personnel lost their lives in anti-Naxal operations whereas 30 Maoist were killed clashes with the SFs and breakaway factions like Tritiya Prastuti Committee (TPC).

The Communist Party of India-Maoist (CPI-Maoist) cadres’ bid to blow up a Police patrolling party in Chatra District was foiled on May 5 with security personnel recovering five powerful Improvised Explosive Devices (IEDs) planted beneath a road, reports The Times of India. The explosives were planted apparently to take revenge of the killing of 10 Maoist cadres on March 27, 2013 in the same District. The IEDs, each containing 10 kilogram explosives, were recovered from underneath a pitch road at Lenjua village in Hunterganj Police Station at 9am.

Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. The Government, however, decided to provide 10 additional battalions of CAPF (10,000 personnel), including five battalions (5,000 personnel) of Central Reserve Police Forces (CRPF) to four LWE-affected states, including Jharkhand, Odisha, Bihar and Chhattisgarh.

Suspected cadres of the People’s Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist) shot dead two persons at Bartoli under Kamdara Police Station of Gumla District late on May 8, reports The Times of India. The deceased have been identified as Sabal Topno, a resident of Kotbo-Tukutoli and Sunil Surin of Piphi-Bimatoli under the same Police Station. Police recovered eight blank cartridges from the spot. "Topno and Surin had criminal cases against them and both had been to the jail in 2011," said Arjun Purty, the Officer-in-Charge of Kamdara Police Station.

Gumla District Police arrested five PLFI sympathizers Basia Police Station area of the District on May 10. Police recovered five mobile phones from their possession. They were identified as Gabriel Ekka alias Bandhu Ekka, a resident of Phulwatoli, Narendra Bhagat of Navadih, Suresh Gop who hails from Bandarkela, Surjan Thakur and Ram Oraon of Kumhari village - all in the limit of Basia Police Station. Gumla Superintendent of Police (SP) Rakesh Bansal said, "These five persons were involved in passing on information about police activities to PLFI and arranging for food and accommodation for its cadres."

PLFI is a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist). The arrested sympathizer was identified as Sunil’ close associate Vikas Topno. Yogendra Ganjhu alias Pawan Ganjhu alias Ashimanand is the secretary of the outfit's North Latehar sub-zone. His 20-year-old friend Sanjida alias Khusboo Khatoon alias Shaira Kumari is an active member of the CPI-Maoist. Police officials said they received a tip-off that Maoists were about to assemble in the forest whereupon the Police, Commando Battalion for Resolute Action (CoBRA) and Central Reserve Police Force (CRPF) rushed to the spot. The Maoists fired on seeing the personnel, triggering a gun fight. Deputy Inspector General (DIG) (Kolhan range) AK Singh said the deceased was in uniform and a massive search operation was on to check whether any other Moist was killed in the encounter.

Inspector General of Police-Central Western Range (IGP-CWR) Dr LR Bishnoi stated that Kavita was entrusted with the job of printing Maoist literature and circulating them, besides maintaining of accounts. Kavita Rabha is the wife of Anukul Naskar alias Paresh, a senior CPI-Maoist leader, who was arrested from Cachar District by Assam Police on May 7, 2013. Based on Kavita Rabha’s revelations, Ranchi (Jharkhand) Police arrested Prasanna alias Pranab, who is the elder brother of Kavita and a hardcore Maoist. The Union Ministry of Home Affairs (MHA) has told the Bihar Government that it can use Sashastra Seema Bal (SSB) for operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on May 21.The MHA has spared one battalion of SSB to be exclusively used against Maoists. Sources in the State Police headquarters said that one such battalion of SSB is already undergoing training in Assam about the operational tactics while dealing with Maoists as the force is otherwise created entirely to tackle illegal activities on Indo-Nepal border. They further said that that the MHA had recently allocated 10 battalions of SSB for anti-Maoists operations to different states. Of these, five battalions were sent to Chhattisgarh, two each to Jharkhand and Orissa and one to Bihar. The Police headquarters have decided to deploy the one battalion of SSB in the north Bihar districts including East Champaran, Sheohar and Sitamarhi and Bagaha police district once the force returns to the state after training. Sources further said that the two battalions of Central Reserve Police Force (CRPF), which were earlier closed by the MHA and sent to Chhattisgarh, have again been returned to Bihar. As far the CRPF goes, the Police headquarters, sources mentioned, would deploy additional five companies in Jamui District where already four companies are on the job. That apart two companies would be sent to Munger and one to Lakhisarai. In the central Bihar, three companies of CRPF would be deployed in Gaya, two in Aurangabad and one in Jehanabad besides two in Rohtas and one in Kaimur.

To get maximum mileage in respect of getting international attention as well as to boost the morale of the cadres, the Maoists would now try to carry out spectacular violence over soft targets in urban centres, the reports said. The reports suggested that Maoists have suffered significant reverses in recent past and the May 25 attack in Sukma District was the result of the extremists' attempt to hog national limelight and reassert their influence. Official sources said the desperation of Maoists reflected in the intercepted conversations of the few top leaders mostly hiding in deep jungles of Chhattisgarh, Jharkhand and Odisha.
