The explosives were recovered during raids at areas near NH-33, Superintendent of Police (SP), Pankaj Kamboj said. Three persons were arrested in this connection, he said. Kamboj, however, refused to divulge the names of the arrested persons as raids were still continuing on the borders of Hazaribagh and Ramgarh Districts.

IBN Live reports that a total of 65 bags of power gel used in making landmines were seized by Security Forces in Hazaribagh District, the Police said on November 2. "The power gel bags were recovered after the three persons arrested on Monday [October 31] guided the Police to a place under Mufassil Police Station yesterday," Superintendent of Police Pankaj Kamboj said. He didn’t rule out the possibility of their sale to the Communist Party of India-Maoist (CPI-Maoist). The explosives were in addition to more than 1000 detonators and ten bags of ammonium nitrate seized the previous night, when the three persons were arrested along with the explosives, the Police officer said.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed two villagers who used to collect levy on their behalf at Lailore village in Jeraikela Police Station area of Manoharpur block in West Singhbhum District on November 4, reports The Telegraph. The victims, identified as Vijay Dhanwar (35) and Mahavir Mahto (38), were picked up from their homes around 2am and shot dead on the Manoharpur road that leads to Rourkela. West Singhbhum Superintendent of Police (SP) Arun Kumar Singh said the Maoists suspected the duo of misappropriating money collected from villagers.

Three Policemen were injured when Communist Party of India-Maoist (CPI-Maoist) cadres attacked their make-shift camp at Cone village in Latehar District in the wee hours on November 8 , reports The Hindu. The Maoists attacked the camp of the security-men past midnight triggering an encounter which continued till 4 am, Superintendent of Police (SP), D B Sharma told reporters. Three Policemen suffered injuries in the attack, while some Maoists were believed to have suffered bullet wounds in the encounter, he said. More than thousand bullets were exchanged between the two sides, he said.

The Pioneer reports that the Union Home Minister, P Chidambaram on November 9 termed some of the major anti-Maoist operations conducted in Jharkhand between June and October, 2011 as successful but expressed his concern over the "unacceptably high rate of casualty of Security Forces (SF’s) and civilians, which needed to be reduced". "Greater steps needed to be taken in Jharkhand and the Centre will extend all logistic support. Jharkhand should act with more vigour and planning," Chidambaram told the media after meeting Chief Minister, Arjun Munda and senior State Government officials. He pulled up State officials for not starting a recruitment drive for vacant posts of Police constables and set them a deadline. Chidambaram also expressed concern over the failure of the State Police to stop Maoists from running Jan Adalats or Kangaroo courts, which he said had been on rise in Jharkhand.

The Telegraph reports that Police arrested four cadres of the People’s Liberation Front of India (PLFI), a Communist Party of India-Maoist (CPI-Maoist) splinter group, in Burmu Police Station area in Ranchi District on November 10. The arrested cadres were identified as Mohar Ram alias Machhar, Maonj Mahto alias Prem, Harish Chandra Pahad and Kaleshwar Pahan. Police seized a .303 regular rifle, three 7.62 country-made rifles, a country-made katta (pistol), a country made 7.62 pistol, 56 rounds of .303 cartridges, 49 rounds of 7.62 cartridges and four 315 cartridges from their possession.

In addition, concerned over unplanned action against the Communist Party of India-Maoist (CPI-Maoist), the MHA has asked the affected States to chalk out detailed programme for offensive against the Maoists as well as for development. Home Minister, P Chidambaram during his recent visit to Odisha and Jharkhand has conveyed to the two State Governments that without foolproof planning of Police action and development programmes, the menace could not be tackled successfully, official sources said. The budget allocation under Security Related Expenditure scheme has been increased to Rs 337 crore in 2011-12 as against only Rs 80 crore in 2008-09.

At least half a dozen Maoist cadres from Kerala have been sent to Jharkhand for military training, raising security concern in the State. According to the sources, the cadres from Kerala will be inducted into the People's Liberation Guerrilla Army (PLGA) after undergoing military training. This assumes importance in the backdrop of the decision of Maoists to carve out a new guerrilla zone in South India, especially in Kerala, Karnataka and Tamil Nadu. Sources revealed that one of the Maoist leaders sent for military training was Sinoj alias Ramesan, who was arrested from Mananthawady in Wayanad on July 14, 2009. He later jumped bail and went underground. Hailing from Thalikkulam in Thrissur, Sinoj was the State committee member of the recently dissolved CPI- Maoist group. He was the activist of the CPI-Marxist Leninist (Red Flag) before joining the Maoist fold.

The Pioneer reports that Security Forces SFs) on November 14 arrested four Communist Party of India-Maoist (CPI-Maoist) cadres belonging to ‘Madhya Zone’, from Khemdra village under Chhatarpur Police Station in Palamu District. The four include two sub-zonal rank ‘commanders’ - Balkesh Yadav and Madan Ram - and ‘area commanders’ Heera Ram and Vishwanath. Security Forces (SFs) also recovered two country-made rifles and over dozen cartridges from them. Ram is a veteran Maoist earlier associated with the Maoist Communist centre (MCC).

Cadres of the Communist party of India-Maoist (CPI-Maoist) triggered a land-mine blast damaging a tractor carrying a generator set and water tank for Central reserve Police Force (CRPF) personnel in Latehar on November 16, The Telegraph reports. The tractor driver, Vinod Oraon, sustained injuries, sources said. Police spokesperson R. K. Mallick said, “The tractor was closely followed by a company of CRPF personnel. After the explosion, the personnel were engaged in an encounter with the rebels, who escaped taking advantage of the nearby dense forests. There was no casualty on either side. The driver is also safe.”

The Pioneer reports that the Police on November 20 arrested seven people for the killing of nun, Sister John Valsa at Pachuara village under Amrapara Police Station jurisdiction in Pakur District. The arrested persons were identified as Advin Murmu, Ranjan Marandi, Pradhan Hembram, Rakesh Turi, all hailing from Aloobera village, and Paisal Hembram, Prem Turi, Tala Hembram, all from Pachura village. Though they were responsible for thrashing and hacking Sister Valsa to death, the villagers claimed that the cadres of the Communist Party of India-Maoist (CPI-Maoist) were the main conspirators in the incident. A total of 30 armed Maoists escorted 15 villagers of Meral Tola, Aloobera and Pachuara villages to the house of Sonaram Hembram at Pachuara village on November 15 to kill Sister Valsa, where she was staying on rent. The Times of India adds that among those arrested is Ranjan Marandi, with known links to Maoists. "The Maoists are trying to make inroads into Pakur to extort money from a mining company. The rebels, however, did not use firearms to kill her. They let the villagers do that so that they could convey a message that even an influential person like Valsa could be killed if Maoists did not approve of that person," said Dumka inspector-general Arun Oraon.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, Gulshan Ganjhu alias Govind and Choti Thakur, were arrested along with arms and Maoist literature in Churchu and Bishnugarh areas of Hazaribagh District on November 21, reports The Times of India. Markets and normal life in rural areas was disrupted while coal loading work was disrupted in Latehar, Ranchi, Ramgarh, Hazaribagh, Chatra and bauxite loading work was hampered in Lohardaga District. Iron ore loading was completely disrupted in West Singhbhum and goods train remained stranded at different stations under Chakradharpur rail division. Three permanent joint camps have been set up by the Central Reserve Police Force (CRPF) and Police in the CPI-Maoist strong-holds of Koney, Orya and Saryu in Latehar District, reports The Times of India. A tractor -trolley laden with dry-ration for troopers was exploded by a landmine in Saryu area by the Maoists recently to cut off food- supplies to the troopers there. As a consequence of the incident, the CRPF recently took a helicopter to provide food provisions to the Security Forces (SF) stationed in such camps.
