A senior Communist Party of India-Maoist (CPI-Maoist) leader, identified as Sushil Ganju, self-styled ‘zonal commander’ involved in a deadly attack on Security Forces (SFs) in 2013, has been allegedly arrested by Jharkhand Police along with a woman companion in Gumla on November 1 but Police have denied arresting him, prompting the Maoists to call a state-wide shutdown on November 3 unless the authorities quickly produce him in public, reports The Hindustan Times. Sushil Ganju is said to have led the Karmatiya massacre in Latehar District in which 14 security personnel were killed. The government had announced a reward of INR 3 lakhs for his capture. Deenbandhu, the ‘secretary’ of the CPI-Maoists’ Koyal Sankh Zone said he feared the Police could kill the arrested leader in a staged shootout. While the Police did not officially confirm the arrest, sources in the department said Ganju was picked up following a joint operation by SFs.

Suspected cadres of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), gunned down seven persons, reportedly members of Shanti Sena, a local outfit formed to maintain peace and brotherhood in Gumla District, on November 3, reports The Times of India. Jharkhand Police spokesperson Anurag Gupta confirmed the deaths. Sources said PLFI cadres opened indiscriminate firing on a SUV carrying seven members of Shanti Sena between Harup and Rerwa villages under Kamdara Police Station area around 6.30pm. "The spot is surrounded with dense forests and the rebels were hiding," Police said. A police officer requesting anonymity said it appears that PLFI rebels were upset with the Shanti Sena, who used to speak against them and were championing a society free of crime and extremism.

"We have lodged an FIR against the rebels. Two of the seven persons killed were working as SPOs (special police officers) and were working to stop to PLFI activities," Gumla superintendent of Police (SP) Bheemsen Tuti said. The South Asia Terrorism Portal (SATP), has earlier, reported that seven persons, reportedly members of Shanti Sena, a local outfit formed to maintain peace and brotherhood, were killed in the incident.

A ‘platoon commander’ of the Communist Party of India-Maoist’s (CPI-Maoist) People’s Liberation Guerrilla Army (PLGA), identified as Jeevan Kandulna alias Gajendra Singh, in an interview in Porahat forest of West Singhbum District has confessed that the outfit is not in a healthy state in its former stronghold of Porahat ‘sub-zone’, blaming its absence at the grassroots level, reports The Indian Express on November 6. “We had to hurriedly celebrate the Martyrs’ Week (in July). The Foundation Week celebrations too were held hurriedly. Police were swarming here,” he said. He further said “When a schoolteacher was arrested for being a supporter of ours, we tried to conduct a mass agitation demanding that his replacement be posted immediately. People did not turn up.” Villagers have also remained cold to Maoist efforts to mobilise alleged victims of sexual harassment by Security Forces (SFs). He added “The party works through its committees. We don’t have the Nari (Mukti Sangh), and the (Krantikari) Kisan Committee is nonexistent. I am the only person running the party here; there should be at least three.” He however conceded “Recruitment is still healthy.”

Security Forces (SFs) seized 400 kg of local explosives and over 1,700 detonators during an anti-Communist Party of India-Maoist (CPI-Maoist) operation in Bokakhar-Ranidah area of Latehar District in poll-bound Jharkhand on November 10, reports The Hindu. The operation was carried out by Commando Battalion for Resolute Action (CoBRA) troops of Central Reserve Police Force (CRPF) along with Jharkhand ‘Jaguars’ Police unit. The seized items include 1,745 detonators, three gas cylinder based Improvised Explosive Devices (IEDs) of 50 kg each, a 5kg cane bomb, 400 kg of urea mixed with petrol, 10 kg of gun powder, nitro sulphide weighing approximately 1 kg, two large cutter machines, two drill machines, 400 syringes, tool boxes, electronic gadgets and 200 pressure cookers used to prepare IEDs.

Days after Union Home Minister Rajnath Singh cautioned that the Communist Party of India-Maoist (CPI-Maoist) is down but not out, the Maoists have claimed that what he said was right, reports The Times of India. CPI-Maoist's Bihar-Jharkhand Special Area Committee (BJSAC) general secretary Rupeshji said their silence should not be mistaken for disenchantment of the militia with its ideology. "It could be a part of our strategy that we are not willing to waste our energy, forces and weapons, but an appropriate response will be given to the security forces if they continue with their repression," he said. Talking exclusively to Times of India on November 15, Rupeshji said though they have been facing difficulties in terms of repression by security forces and covert action of the state-sponsored armed intelligence groups, such actions have made the outfit even more determined. Citing a recent example of villagers in Madanpur area under Aurangabad district of Bihar, who blocked the National Highway (GT road) to protest against atrocities by CRPF personnel, the BJSAC chief said that such protests are going to be commonplace all over Jharkhand and Bihar. "Martyrdom of Kalawati Devi and Ramadhan Bhuinya, killed in police firing during the protest, will not be allowed to go waste and villagers are being trained to rise against the repression of security forces," he said, indicating towards Saranda, where a mass movement is being planned against the forceful eviction of villages to give mining rights to 19 private companies. "How long can the government succeed if the villagers themselves rise against them?" he argued.

According to eyewitnesses, Bodra, a resident of Ramaitand village in Ghurabandha, was buying goods at Narsingarh weekly market, when someone asked him to accompany him to the corner of the haat. “Soon, two more men appeared in the scene. Their faces were covered. They dragged Bodra for about 100 metres to a secluded place and pumped three bullets into his body. He died on the spot,” said the eyewitness. However, Superintendent of Police (SP) (rural) Shailendra Kumar Sinha did not confirm involvement of Maoists in the broad daylight murder. “We cannot conclusively say that it was a Maoist-sponsored killing. The murder of Bodra might also be an outcome of a gang rivalry or an old enmity with someone in his village. We are probing the case from all possible angles,” the SP said.

Police had picked up Bhagat, a resident of Girishbasa village in Mosabani in East Singhbhum District on November 17, for questioning after his cellphone details reportedly revealed that he had spoken to Rahulji for extending support to BJP’s Ghatshila candidate Laxman Tuddu. However, Bhagat was released on personal bond on November 19. East Singhbhum Senior Superintendent of Police (SSP) Amol V. Homkar said: “Though we have released Bhagat on a personal bond, he is still under our scanner. Security forces had their items of daily use such as blankets, folding chairs, tents, and others on eight tractors. Though roughly over 5,000 rounds of fire were exchanged between the Maoists and a joint team of CRPF and Jharkhand Jaguars, no casualties have been reported. According to reports, around 9.30am, Maoists sprayed bullets on Security Force (SF) personnel returning to the Saryu picket from poll clusters Kabri, Kotam, Rai and Chora, where they had dispatched EVMs. The first encounter lasted till 11am. According to local sources, SF personnel then caught four “innocent villagers” and thrashed them. In retaliation, Maoists started the second round of attacks at 2pm. After an hour of gun battle, as the security forces gained ground, rebels set ablaze the tractors and fled. Latehar Superintendent of Police SP Michael S. Raj confirmed the incident. “Tractors were set on fire after two encounters. There is no report of casualty from any side,” he said. On the detention angle, he said: “Some people have been detained on suspicion. Can’t give details now”
