A quarterly paper issued by the Delhi-based Asian Centre for Human Rights (ACHR) on October 3 states that 384 people were killed in India in Maoist violence between January and September 2007, reports United Press International. The figure includes 129 civilians, 162 security force personnel and 93 Maoists. The highest number of killings were reported from Chhattisgarh (208), followed by Andhra Pradesh (59), Jharkhand (44) and Bihar (28). “Chhattisgarh accounted for 54 percent of the total killings as a direct consequence of the Salwa Judum campaign, which made Chhattisgarh the epicenter of the Naxal conflict,” claimed Suhas Chakma, director of ACHR.

According to Times of India, normal life across the State was partially affected by the State-wide strike called by the CPI-Maoist on October 6 to protest the alleged anti-people policies of the State government. Several passenger trains passing through Maoist pockets in Barakakhana-Garwah Road under Dhanbad division of East Central railway were either cancelled or diverted. Also, vehicular movement was disrupted as transporters kept their commercial vehicles and long-distance buses off the road anticipating violence in the Maoist strongholds. However, other than the Maoists strongholds in Palamu, Chatra, Latehar, Garwah, East and West Singhbhum districts, where shops also downed their shutters, normal life in other areas of the State remained largely unaffected.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) on October 9-morning attacked Shailen Baske, member of the Nagrik Suraksha Samittee (NSS), near Kasiabeda village in the Jamshedpur district in which he sustained injuries and his security guard, Jogeshwar Murmu was killed, reports IANS. The NSS was floated by villagers five years ago with the support of the district police to fight Maoists. Since then the Maoists have been targeting NSS leaders and in March 2007, they killed Jharkhand Mukti Morcha Member of Parliament, Sunil Mahto, as he was also a supporter of the NSS.

Police is verifying the identities of some of the arrested Maoist for alleged involvement in murder of Jamshedpur Member of Parliament, Sunil Mahto. "We are interrogating them for involvement in assassination of Sunil Mahto," said East Singhbhum Superintendent of Police, Navin Kumar Singh. He added that the arrested include Saratji alias Mansaji, Isha alias Jayanti, Binay alias Pradeep alias Rahulji, Bappa Devnath, Bijay alias Nishikant and Sureshji, all residents of West Bengal.

The State will soon raise a special force on the lines of the one in Andhra Pradesh to fight Maoists in the state. "The special task force will be raised on the lines of the Grey Hound force presently in operation in Andhra Pradesh. The Special Task Force (STF) personnel of Grey Hound will be used exclusively for the purpose of tackling Maoist rebels," an unnamed police official said. In the first phase, a platoon of 1,250 commandos will be raised and selected from the Jharkhand Armed Police. "These forces will be trained professionally so that they can fight in any circumstances. These commandos will be used in guerrilla warfare and will challenge Maoist rebels in their den by launching surprise attacks on their bunkers, training camps and other hiding places," the police official added.

"Two of the can bombs weighed 10kg, whereas the remaining seven bombs were of comparatively lesser power, ranging from 2kg to 3kg," said the East Singhbhum Superintendent of Police, Navin Kumar Singh. Police personnel recovered explosives, including two powerful can-bombs and a cylinder bomb, from the Naxalite (Left-wing extremist)-affected Chatra district on October 17, reports The Hindu. The explosives were planted in the middle of the Sikid-Potap Road near Kanhachatti village. At least 17 people, including the son of former Jharkhand Chief Minister, Babulal Marandi, were killed by armed cadres of the Communist Party of India-Maoist (CPI-Maoist) at Chilkhadia village in Giridih district around 1 am (IST) on October 27 (today), reports The Hindu. According to the Additional Superintendent of Police (ASP), Arun Kumar Singh, around 25-30 Maoists mingled with the crowd at a cultural programme in the village and later around 1 am, they suddenly opened indiscriminate fire and exploded bombs killing 14 people on the spot, while three others succumbed to their injuries later. Four people were wounded in the attack. Babulal Marandi disclosed that his son, Anup, was among those killed but his brother had escaped the attack. He stated: "My family has been a target of the naxals... they should be more careful. As per my information the Maoists were in CRPF uniform, sat with the crowd watching the cultural programme and attacked during the closing part."

According to police, the five people were abducted from their villages and subsequently killed in the nearby forest. Lathehar Superintendent of Police, Ravikant Dhan, said that the bullet-ridden bodies of the four persons were recovered near a culvert at Boda village. The whereabouts of the fifth one is yet to be ascertained. A hand written note reportedly found near the bodies accused that the victims are supporters of Trititya Prastuti Samiti (TPC), a breakaway Maoist group, the police said.
