A three-member team of National Investigation Agency (NIA) from Delhi on September 2 visited Silodar forest located on the border of Barachatti Police Station of Gaya District (Bihar) and Chouparan Police Station in Hazaribag District (Jharkhand) from where foreign made weapons were recovered on August 29, reports The Times of India. Police had recovered US made Colt and Hart manufactured M-16 rifle, Italian pistol and UK manufactured bulletproof jacket from arms supplier Prafulla Malakar and Communist Party of India-Maoist (CPI-Maoist) ‘zonal commander’ Anil Yadav. Earlier, the duo - Malakar and Yadav - were remanded in seven-day judicial custody.

A Communist Party of India-Maoist (CPI-Maoist) cadre in Jamshedpur Jail, when interrogated by Jharkhand Police, confessed to handing over INR 200,000 to Choton Das, a human rights activist who was named by West Bengal chief minister Mamata Banerjee as one of six interlocutors in July 2011 and whose job in Kolkata Municipal Corporation (KMC) was also restored by her order, reports Hindustan Times. Das is also state secretary of the Bandi Mukti Committee in West Bengal, and the money Pradip Gayen handed over to him was extorted from a contractor working on a project on Subarnarekha River. Police maintain that Gayen alias Benoy Das was formerly a member of Bandi Mukti Committee. However, Das denied having taken any money from Gayen, whom he denied knowing, or any Maoist whatsoever. “I did not receive any money from Maoists. Our organisation, Bandi Mukti Committee, never collects money from any party, or other organisation. This is a false allegation framed by the police and the person concerned. A senior officer of the West Bengal police contacted me on the telephone and told me the name of the arrested Maoist. I do not know any such person,” Das told Hindustan Times.

Recovery of sophisticated M16 rifles, the primary weapon of U.S. armed forces, and other modern arms and ammunition from Maoists in Jharkhand a few days back has set the alarm bells ringing in the Union Ministry of Home Affairs (MHA) as it indicates the opening of “the northeast arms supply route” to left-wing extremists. Stating that soon a full-fledged inquiry would be initiated by the National Investigation Agency (NIA) into the inter-State nexus, and the international links, a senior MHA official said there were reports of Maoists approaching the Manipur-based People’s Liberation Army (PLA) for sourcing sophisticated arms and ammunition to take on the security forces that have been acquiring modern arms themselves.

Three Naxals (Left Wing Extremists), associated with two different organizations, were arrested from Khunti District, on September 5, reports The Indian Express. Sub-Divisional Police Officer of Khunti, Ashwini Kumar, informed that an extremist belonging to Village Republican Guard of India was arrested and one rifle, around 55 pieces of live ammunition, three mobile phones and some cash was recovered from his possession. Kumar further said that two other extremists belonging to Peoples Liberation Front of India (PLFI), named Harduban Hansoi and Mansid Hansoi, were also arrested.

As part of its drive against the Communist Party of India-Maoist (CPI-Maoist), the Jharkhand Police has replaced all the .303 rifles with INSAS for its combat forces, reports Business Standard. Informing that the State Police were being equipped with modern gadgets every month, Additional Director General of Police (Training & Modernisation) Bibhuti Bhusan Pradhan said recently a few new anti-landmine vehicles were added to the already over 100 such vehicles to scourge into the deep forests during anti-Maoist operations. Asserting that the Maoists were on back foot, Pradhan said Jharkhand has been the leading state in the fight against the left-wing guerrillas. "Even the MHA [Ministry of Home Affairs] has said that Jharkhand is the number one state fighting against the Maoists. Of course, we have suffered casualties, but we have pushed them on the back foot," he added.

Three extremists, who escaped from the Tritiya Prastuti Committee (TPC), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), were arrested on September 12 in Ganjhar under Giddi Police Station (PS) of Hazaribag District, reports The Times of India. They are Md Saddique of Padma PS in Hazaribag District, Sudarshan Ganjhu of Lawalong PS in Chatra District and Badal Manjhi of Barkakana PS in Ramgarh District. According the Police, They were planning to launch a new organization called Maowadi Communist Party (MWP) for gaining supremacy over Ramgarh-Hazaribag-Chatra coal belt primarily to extort money for buying uniforms, arms and ammunition so that they can terrorize people.

State Police are now working on the modalities to start using Central Reserve Police Force (CRPF) in operations against the People's Liberation Front of India (PLFI), a banned Left Wing Extremist (LWE) outfit, as they have been doing in case of the Communist Party of India-Maoist (CPI-Maoist). The use of CRPF has become necessary because the outfit has become powerful and started targeting people in the state capital and towns in neighbouring Districts. The outfit was involved in the killing of industrialist Sushil Kerijwal in heart of the state capital last week. The PLFI cadres also pasted poster on the walls of Ratu Police Station threatening corrupt Policemen and contractors. Police officials have even started admitting in their internal meetings that in Districts like Ranchi, Khunti and Simdega the PLFI has become stronger than the Maoists. More than 200 people have lost their lives, including around 150 in Khunti District, in the past one year because of clash between the Maoists and the PLFI.

The Police foiled a major plot by the Communist Party of India-Maoist (CPI-Maoist) cadres to target Security Forces by recovering 125 inter-connected Improvised Explosive Devices (IEDs) in Khunti District in Jharkhand on September 17, reports twocircles.net quoting IANS. The IEDs were recovered after inputs were provided by Sunil Kerketa, a Maoist arrested in the morning of the same day at Bano in the neighbouring Simdega District. According to Police, the IEDs connected by a network of wires, were recovered near Bandu road situated under the Rania Police Station of Khunti District, which is around 70 kilometres from Ranchi. "The IEDs were connected through wire in a series," Khunti Superintendent of Police Amarnath Mishra said.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed and three Security Force (SF) personnel were injured during a gun battle at a forest in Chatra District of Jharkhand on September 18, reports The Telegraph. Deputy Inspector-General (North Chhotanagpur) Suman Gupta said the gun battle was not over yet, saying that the deceased Maoist had been identified as Jeetendra and was the brother of a ‘zonal commander’. Sources said, acting on a tip off that a 30-member squad of Banarasi Yadav alias Raghuvanshi had taken shelter in Judigaon village under Pratappur Police Station area, a joint team of around 70-80 Jharkhand Armed Police (JAP) personnel and Commando Battalion for Resolute Action (CoBRA) troopers rushed to the spot, where the Maoists opened indiscriminate fire. In the ensuing encounter, deputy commandant of CoBRA battalion P.R. Mishra, trooper Mukesh Bunker and a Policeman, Sanjay Yadav suffered injuries and were admitted to a hospital. Chatra Superintendent of Police (SP) Anup Birtheray said his team later recovered an AK-47 rifle, two country made rifles, one pistol, 200 live cartridges, Rs 40,000 in cash, Maoist literature and four cell phones.

On a tip-off that self-styled Maoist area commander Ganjhu had opened a ration shop at Ladgaon under Sikidri Police Station of Ranchi District, the Police of the two Districts arrested him, Hazaribagh Superintendent of Police (SP) Manoj Kaushik said. Ganjhu was wanted in 35 cases, including killing over a dozen villagers and Police personnel in Hazaribagh and Chatra Districts since 2005 and carrying a reward of INR 50,000 on his head.

Acting on a tip-off that some extremists had assembled near the village, Central Reserve Police Force (CRPF) personnel and the District Police cornered them and in the ensuring encounter four of them were killed, Latehar Superintendent of Police (SP) Kranti Kumar told the media. Three rifles, 33 cartridges, INR 2,500 and some other materials were recovered from the encounter spot, the Police Officer said.

Senior Police officers of West Bengal, Jharkhand and Odisha held a meeting in West Bengal’s Purulia District on September 25 to discuss a joint mechanism against the Communist Party of India-Maoist (CPI-Maoist) operating in the three neighbouring States, reports The Hindu. “This is the first time that a meeting involving senior Police officers and para-military forces of the three States has been held since Maoist activities were reported in West Bengal,” Gangeshwar Singh, Inspector General of State Police (Western Range) told The Hindu on the telephone. According to senior Police officers, the “tactics and strategy” of the Maoists operating in the border areas of the States, along with specific intelligence inputs on their number and location, were shared in the meeting. Joint operations involving Security Forces, against the Maoists operating in areas where the three States share common borders, would be stepped up after the meeting, a senior police officer said. The West Bengal Government had announced that a joint operation with the Police of Jharkhand and Odisha would be undertaken to make sure that the Maoists did not gain any ground in the State.

Two persons identified as Enu Ohdar (16) and Rajendra Singh (18), were killed allegedly by the cadres of People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), in Khunti District in Jharkhand on September 26, reports The Times of India. The PLFI cadres reportedly dragged out the duo from their homes at gunpoint and killed them at the village chowk in Gadsitam in the District. The cadres slit the throat of Ohdar and shot dead Singh. Khunti Superintendent of Police (SP) Amarnath Mishra confirmed the incident. "Enu Ohdar is the son of former PLFI member Manager Ohdar, who was recently released on bail and now lives in the village," he said. Sources, however, said the boys were killed because they had refused to join the PLFI. "The rank and file of the PLFI was upset as Manager Ohdar had disassociated himself from all rebel activities," said a source.

Kalawati Devi (39), zilla parishad (district level local self-Government institution) member and vice-president of the District Bharatiya Janata Party (BJP)’s women’s wing was abducted from her home apparently for refusing to pay levy, and was subsequently killed by the cadres of the People’s Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist) in Gumla District on September 29, reported The Telegraph. The dead body of Kalawati was recovered from the roadside linking Naspura village with Palkot Police Station in the District. Sources in the Police said that a few weeks ago, the family refused to pay levy to the tune of INR 30,000 demanded by one Parmeshwar Gope, who had been sent to jail two years ago for alleged links with the PLFI.
