Jharkhand is set to erect camps for Central Armed Police Forces (CAPFs) in 10 Communist Party of India-Maoist (CPI-Maoist) strongholds by the end of September, reports The Times of India. Five battalions of CAPFs – three Central Reserve Police Force (CRPF) and two Sashastra Seema Bal (SSB) - who have recently completed their jungle warfare training in Jharkhand, are ready to spread out into the forests. The camps would come up once the rainy season is over. The security personnel would be deployed at these camps 24X7. A source said that the camps would come up in Giridih, Lohardaga, Gumla, Khunti, and East Singhbhum Districts where Maoist attacks are pretty frequent.

A Central Reserve Police Force (CRPF) trooper was killed in an encounter with the Communist Party of India-Maoist (CPI-Maoists) in Tebo Valley in West Singhbhum District on September 3, reports The Hindu. Santosh Kumar Singh of 209 Battalion of Commando Battalion for Resolute Action (CoBRA) suffered splinter injuries on his chest and was airlifted to Ranchi where he died. “The encounter may continue for another two to three days,” said Jharkhand Director General of Police (DGP) Rajeev Kumar.

Security Forces (SFs) engaged in anti-insurgency operation in the remote hilly terrain of Porahat forest in West Singhbhum District on September 4 recovered eight powerful landmines and defused them, reports The Times of India. The bombs were allegedly laid by Communist Party of India-Maoist (CPI-Maoist) cadres to blow up SFs engaged in combing operations in the area. Police also destroyed the makeshift training camp of Maoists built in the forest cover. The Shankara village under Tebo Police Station area of the District, which was the centre of the gunbattle between the Forces and Maoists on September 3, in which a commando was killed, remained the operating area of the Forces on the second consecutive day.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted and killed a "police informer” in Bishunpur Police Station area in Gumla District late on September 4, reports The Times of India. The deceased has been identified as Vijay Verma of Hakajang village, 70km from Gumla town. But he used to stay in the Maoist-affected Lohardaga. The Maoists also left a pamphlet behind in which they have claimed the responsibility of killing Verma whom they accused of being an informer and was extorting money pretending to be Maoists.

Union Minister of Home Affairs (UMHA) Sushilkumar Shinde will meet top officials of the nine Communist Party of India-Maoist (CPI-Maoist)-affected States this month-end to review counter-Maoist operations and development initiatives on the ground, reports The Times of India on September 5. The chief secretaries and DGPs of Chhattisgarh, Odisha, Jharkhand, Bihar, West Bengal, Maharashtra, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh will brief the Ministry of Home Affairs on the Maoist situation in their respective States and discuss the need to revisit operational strategies. The progress of ongoing development works in the Maoist-infested areas will also be reviewed. Shinde is also expected to take stock of the Centrally-sponsored special schemes, including Integrated Action Plan (IAP), being implemented in most backward regions of the nine States. The Government had recently admitted that the some of the attacks carried out by Maoists in the past were successful due to security forces' failure to adhere to basic policing tactics. "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic policing tactics and practices by some of the state police forces," Union Minister of State for Home Affairs R P N Singh had told Parliament. There were 285 incidents of Naxal violence between May and July, in which 117 people lost their lives. Of the deceased, 47 were killed in Chhattisgarh, Jharkhand (37) and Bihar (15).

Nearly 10,000 children, including girls, have been "recruited" by Communist Party of India-Maoist (CPI-Maoist) across Chhattisgarh, Odisha, Bihar and Jharkhand to serve as intelligence gatherers or perform chores as cooks and couriers, reports The Times of India. Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Usually, the villagers have little choice but to oblige. Not only this, if the children stage an escape back to their homes, their families face a violent reprisal from the Maoists. Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. In Jharkhand, the recruitment of children has been reported from Palamu, Chatra, Lohardagga and Latehar Districts.

Suspected Naxalites [Left-Wing Extremists (LWEs)] have forcibly stopped the supply of bauxite from Latehar District in Jharkhand to Hindalco Industries' Renukut (Sonbhadra District) plant in Uttar Pradesh, considered one of the biggest aluminium factories in Asia, reports The Times of India on September 9. A group of LWEs attacked a railway sliding site in Richughuta locality under Latehar Police Station on September 7 and asked workers to immediately stop bauxite supply. Sub-Divisional Police Officer (SDPO) Latehar, Alok Kumar said the Maoists damaged five trucks, including loading machines, and also assaulted several workers present at the site. Though police have no confirmed reports, they suspect that LWEs belonging to Tritiya Prastuti Committee (TPC) had attacked the site to seek levy from the contractors engaged in work at the site.

Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

Two days after the Jharkhand Police said they had recovered pamphlets that allegedly dwelt on a plan by the CPI-Maoist to abduct Latehar District Collector Aradhana Patnaik, the Msoists, in an audio-statement to The Hindu, rubbished what they said was a “police conspiracy”, reports The Hindu. The Palamu Police had on September 13 claimed to have recovered a country-made revolver, pamphlets and other Maoist literature from a room during a raid on a hotel in Medininagar, following a tip-off. No one was arrested. A senior Police official, however, said on September 14 that the State Police were yet to establish the authenticity of the pamphlets that described the abduction plan. In his denial on September 15, Maoist spokesperson Gopal said the Police were “spreading rumours to turn ordinary people and intellectuals against Maoists” by claiming that they had planned to abduct a woman official.

Maoists in Jharkhand are kidnapping children in the 10-16 age groups and teaching them how to plant bombs. Lohra was among seven-eight children forcibly taken from their homes in Latehar District by Maoists a few of days ago. The other children are still in captivity. Such liquid form of chemical weapons are hung on trees or thrown on Security Forces, and they set off a fire." The UMHA, which may offer a subsidy and wage component to the farmers under the Central Forces' Civic Action Programme or other existing schemes, has arranged for a presentation by the Commerce Ministry titled "Rubber Plantations in LWE-affected Areas" during a meeting of Chief Secretaries and Director General of Police (DGP) of nine LWE-hit States in New Delhi on September 25.
