Speaking to media persons while returning from Hazaribagh, Jharkhand, Deputy Prime Minister LK Advani said Nepal’s Maoist insurgents have lately been attempting to step up Naxal violence in some Indian States close to Nepal. He said, "Following political instability in Nepal lately, Maoists of that country have started trying to infiltrate into India to increase Naxal violence in Bihar, Jharkhand and other States close to that country". The Maoists are propagating to create a belt from Nepal to Andhra Pradesh, he added. He said a Coordination Committee headed by the Union Home Secretary was working with Naxal-affected States––Bihar, Jharkhand, Orissa, Maharashtra, Madhya Pradesh, Chhatisgarh and Andhra Pradesh––to curb the menace. Denying that Naxal violence was on the rise, Advani said an end could be put to the menace through rapid development and spread of education along with security measures.

There was no report of any casualty on either side, but the group of approximately 15 MCC Naxalites managed to escape into the deep forests.

According to media reports, a police driver was killed and five security force personnel injured when suspected left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) triggered a landmine blast near Kasmar village, Palamu district, on January 8. Reports said the Naxalites triggered the landmine as soon as the vehicle of a police party approached the village. The Naxalites who tried to snatch the weapons of injured security force personnel also fired at them. However, SFs retaliated till the Naxalites fled the scene. The borders of the district have been sealed and an intensive combing operation has been launched to track down the Naxalites.

Suspected left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) exchanged heavy fire with security forces in Palamu district, on January 9. Official sources said no security force personnel was, however, either killed or injured in the encounter, which occurred when the Naxalites fired on Central Reserve Police Force (CRPF) and Jharkhand Armed Police (JAP) personnel. During the encounter, the Naxalites hurled 13 country-made bombs and 1300 rounds were fired at the forces who had gone to arrest the Naxalites behind the January 8-landmine blast in the same district. Security force personnel retaliated with light machine guns, sten guns and self loading rifles and forced the Naxalites to flee into deep forests towards Chatra district.

Left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) abducted four businessmen in Hussainabad block, Palamu district, on January 13. Media reports said an estimated 150 MCC Naxalites, dressed in police uniforms, stormed Hussainabad and abducted businessmen from different places. According to police sources, the abductions were very planned. They entered the district in separate groups armed with sophisticated weapons. Police have no information on whereabouts of the captives, thus far. Speaking to the media, a senior police officer said, "Extortion may be the reason for the abduction. They might have failed to pay the money asked by the MCC".

According to media reports of January 14, the Jharkhand government’s request for more paramilitary forces from the Union government to combat left-wing extremist—Naxalite—groups active in the State has been turned down. Quoting official sources, reports said large contingents of paramilitary forces withdrawn from Jharkhand during elections in several States in 2002, are unlikely to be sent back. The Union government has demanded from the States a utilization list of paramilitary forces. It will provide these forces for a certain period when a State plans an anti-extremist operation. Jharkhand police chief RR Prasad reportedly raised the issue with the Union government at a meeting of State police chiefs in New Delhi recently.

The State Cabinet, on January 15, cleared a package of rewards to people who will inform police about the activities of left-wing extremists—Naxalites. Speaking to media persons in Ranchi, a senior government official, Aditya Swarup, said, "The money will be given to people who will inform the police about the activities of extremist. The amount will be decided based on the report of the state intelligence department and the police." While a Superintendent of Police (SP) can give away Rs.20, 000 in reward for information on Naxalites, a Deputy Inspector General (DIG) can give Rs.30, 000, an Inspector General (IG) Rs.40, 000, the Director General of Police Rs.50,000, the Home Secretary Rs.50,000-100,000 and the Home Minister Rs.100,000-500,000. Commenting of the latest move to counter Naxalite, Inspector General of Police R.C. Kaithal said, "We hope the reward policy will work in rural areas, where extremists take the help of local people to expand their base." He said the scheme would be advertised to get villagers to shed their fear and help police.

The meetings to be convened every month at block offices or police stations would be attended by Block Development Officer (BDO), Circle Officer (CO), Deputy Superintendent of Police (DSP) and Officer in charge of local police station. The meetings would discuss problem faced by the local people in day-to-day activities, review development works being carried out in the area and seek suggestions of the local people in expediting pending works.
