Divya alias Santhi alias Wallasi (26), a Communist Party of India-Maoist (CPI-Maoist) ‘commander’ was arrested by Border Security Force (BSF) troopers from near Chitrakonda in Janbai area of Malkangiri District on April 1, reported The Times of India. A laptop, believed to contain information on the movements of Maoists, a diary containing phone numbers of various leaders and a 9mm pistol were recovered from Divya who was a member of the women's organisational team, later serving as a member of the local organisation squad (LOS). Divya belongs to Tokalla in Koyyuru mandal (administrative unit) of Visakhapatnam District. She was assigned to provide security to Andhra Odisha Border AOB special zonal secretary Modem Balakrishna alias Bhaskar. Later, she was made member of the Galikonda 'area committee, one of the strongest committees in east division. Divya was allegedly involved in the abduction of former Malkangiri District collector R. Vineel Krishna in February 2011 and was also allegedly involved in the killing of 38 Police personnel [including 36 Greyhounds personnel of Andhra Pradesh] on a motorised vessel in the Balimela reservoir June 29, 2008. Divya is married to ‘area committee member’ Julumuri Chinnayya alias Anand.

Barely an hour after Communist Party of India-Maoist (CPI-Maoist) released an audio-tape saying hostage Italian national Paolo Bosusco would not be released till their demands are met, the State Government and Maoist-nominated mediators resumed negotiations on April 2, reports The Indian Express. Earlier in the day, the new audio-tape released by Sabyasachi Panda, secretary of the CPI-Maoist Odisha State Organising Committee, demanded that the 36 people whose names have been given to the Government should be released forthwith. “We need a signed declaration from the government regarding the acceptance of our demands. Only then we will release the hostage,” he said. Panda said the Government was dragging its feet and planning to send Security Forces to Kandhamal. “If that happens, the government would be responsible for the consequences,” he warned.

Separately, the Maoist-affected tribal Districts of Koraput and Rayagada have imposed a ban on the entry of foreign nationals into the Districts, reports Indian Express. On April 2, the Koraput administration imposed a ban on the entry of foreigners to the District. Koraput District Collector Sachin Jadhav in a letter to all tour operators said the administration “consciously decided to stop all movements of foreign nationals in the District, particularly the primitive tribal group areas in the light of the recent unfortunate events of abduction of foreign nationals in our State, for an indefinite period of time”. Last week, the Rayagada administration imposed similar restrictions on the entry of foreign tourists into the tribal-dominated District. Jadhav in his letter said the administration would reassess the security situation and take a call on the issue of regulating the movement of foreign nationals.

Pujari was one of the bodyguards of former Andhra Odisha Border Special Zone Committee (AOBSZC) ‘secretary’ Modem Balakrishna alias Bhaskar. Pujari was part of the Papuluru Dalam (squad) of the CPI-Maoist since past six years which is active in the cut-off area of Chitrakonda reservoir and orchestrated the Kalimela Police Station attack in 2001, killing of one Sub Inspector of Police in Chopdola in Andhra Pradesh and Tekguda encounter. Pujari hails from Doliput village of Ralegada panchayat (village level local self-Government institution) under Chitrakonda Police Station limits and had joined the Maoists more than a decade ago.

Meanwhile, the Maoists fixed April 5 as the deadline for the Naveen Patnaik Government to fulfil their demands to secure the release of ruling Biju Janata Dal legislator Jhina Hikaka who was abducted on March 24, reports The Hindu. Further, in another letter that was received by media in Koraput along with a letter from the Maoists, Hikaka reiterated his appeal to the Chief Minister (CM) to fulfil the Maoists' demands to release the innocent tribals for his safe release. In a hand written letter, Hikaka said that the Government was not concerned about his life as he was a tribal. Urging the CM to resolve the issue immediately to enable him work for the welfare of the people of his constituency, Hikaka said that if needed he would resign from his post as legislator. Daily Pioneer adds that the Andhra-Odisha border Maoists who abducted Hikaka issued a audio tape declaring April 5 as deadline for release of the Chasi Mulia Adivasi Sangh (CMAS) leaders and members incarcerated in jails under fabricated charges in lieu of Hikaka's safe release. In audio tape Andhra-Odisha Border Special Zonal Committee ‘secretary’ Chandra Mauli said the Maoists have announced a unilateral ceasefire and urged the Government to call a halt to all operations against the Maoists. The tape said, "We will release the MLA in our custody if the false cases slapped against leaders of Chasi Mulia Adivasi Sangh (CMAS) in Koraput and Malkangiri districts are withdrawn and they are released. This demand must be met by April 5. We assure the Government, our friends will not cause any law and order situation once they are released. We hope the Government will treat the matter with sympathy." On appointment of mediators, the tape said, "There have been proposals of appointment of mediators. We have already made it clear that we will not involve any mediators." On the other hand, the negotiation for the release of Italian tour operator Bosusco Paolo was scheduled to continue on April 4 (today). Paolo has been in the hands of a different group of Maoists since March 14.

The Union Government on April 3 released an additional amount of INR 11.23 billion for constructing roads under a central scheme in Naxal [Left Wing Extremism (LWE)]-affected Districts in six States including West Bengal, Odisha, Chhattisgarh, Jharkhand and Andhra Pradesh, reports IBN Live. Rural Development Minister Jairam Ramesh has written to Chief Ministers of these States informing them about the allocation of additional amount under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for constructing roads in rural areas of Naxal-hit Districts. Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

"The Centre has recently sent us a communique stating that the four districts would be covered under SRE," an unnamed official source said. In the wee hours of April 20, cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked a site where works were being undertaken under Pradhan Mantri Gram Sadak Yojana (PMGSY) near Pendajam under Semiliguda Police Station limits in Koraput District, reports The Hindu. According to sources, the Maoists set ablaze and damaged two road rollers, one tipper, one excavator and a motorcycle. Earlier in the night, they had blocked several roads connecting Narayanpatna block with the outside world. The roads had not been cleared till evening. The Narayanpatna-Laxmipur road was blocked at several places by the Maoists by felling trees and digging up the road. The Narayanpatna-Bandhugaon-Parvatipuram road was blocked near Bagam square. The Narayanpatna-Podapadar road was blocked near Podapadar. The security forces, fearing an ambush, are treading warily. Local people, afraid of inviting the wrath of the Maoists, are not coming forward to clear road blockades.

In a communication issued to the media, the Maoists rejected the Naveen Patnaik Government's decision to withdraw cases against 13 persons and facilitate the release of another 12 persons on bail. The Maoists insisted that the Government accept their demand for withdrawal of cases against 29 persons. They also reiterated their demand for halt to ‘Operation Green Hunt’, withdrawal of Security Forces from tribal areas and release of tribals who had been jailed for alleged links with Maoists.

The Hindu reports that the Gajapati District and Session Court in Paralakhemundi on April 23 granted bail to eight Communist Party of India-Maoist (CPI-Maoist) cadres, including Arati Majhi (22), in the two cases related to burning of Odisha State Road Transport Corporation bus and damaging a mobile communication tower at Raipanka in Gajapati District in 2009. Arati was one of the Maoists whose release was demanded in exchange of abducted (now released) Italian Paolo Bosusco. Arati was arrested on February 10, 2010. She is now lodged in Berhampur circle jail. Bosusco was abducted on March 14, 2012 and later released on April 12, 2012. The others who got the bail were Jacob Majhi, Shyam Majhi, L. Majhi, Babula Behera Dalai, Patra Majhi, Manu Majhi and Gisya Pradhan. But none of them would get released from jail. “Arati still has six more cases pending against her in which she has not received bail. Similarly the other seven also have several more cases pending against them”, Upendra Nayak, the legal counsel of Arati and the other seven said.

Security Forces (SFs) raided a Communist Party of India-Maoist (CPI-Maoist) camp near Paniamba in Asurabandha panchayat (village level local self-Government institution) under Sorada Police Station in Ganjam District and recovered arms and ammunition, reports The Hindu. According to Ganjam Superintendent of Police (SP) Rajesh Pandit, a team of Central Reserve Police Force (CRPF) and Special Operation Group (SOG) personnel located the Maoist camp in the morning of April 27, when they could find a ‘sentry’ of Maoists sitting on a hillock in the area. The items recovered from the spot included a generator, Maoist propaganda material, clothing handbook of Maoists, bullet proof jacket, food materials like rice, dal stored in drums, water jerkins, anti-malaria medicines, intravenous fluids like glucose saline, petrol, blood testing kits etc. Presence of generator and laptop hinted that Sabyasachi Panda, the secretary of Odisha State Organising Committee (OSOC) of the CPI-Maoist was present at the spot. Pornographic CDs, contraceptives, and pregnancy test kits were among the items recovered.

Zee News reports that normal life was partially hit in Vizianagaram District on April 29 the first day of two-day bandh (shutdown strike), April 29-30, called by the Korukonda area committee of the Communist Party of India-Maoist (CPI-Maoist) in the Andhra-Odisha Border Special Zonal Committee (AOBSZC) area. The committee had given a call for the bandh demanding suspension of the Operation Green Hunt. RTC buses remained off the road in Maoist-infested areas like GK Veedhi, Paderu, Munchingput, Chintapalli, G Madugula and Koyyuru in Visakhapatnam in Andhra Pradesh and parts of Koraput and Malkangiri Districts in Odisha. Transport services were suspended during night and all the shops and private offices remained closed. The bandh had no impact in Vizianagaram and Srikakulam Districts. Paderu was the worst-affected as the area observed bandh on April 27 and April 28 also.
