Puspa, wife of top Maoist leader Chandra Bhusanam alias Ghasi, had laid down arms before Koraput Police on April 26. Ghasi had been arrested on April 6. The Andhra Pradesh Government had announced a cash award of INR one million and INR 200,000 on Ghasi and Puspa respectively.

Maoist leadership has been expanding the Dandakaranya Special Zonal Committee's (DKSZC) role to Andhra-Orissa Border (AOB) zone. If sources are to be believed, the Maoist central leadership brought a new division in AOB, which was formed a year ago, under the ambit of DKSZC. With the entry of Bonda Gupteswar or Bonda Ghati group, DKSZC has at present 10 divisions. The sources said Maoists are adopting new strategies and restructuring organisational ranks in AOB to gain an upper hand in their fight against security forces. "Bonda Ghati was brought under DKSZC to strengthen military formations and seek area domination in AOB and the adjacent areas of Chhattisgarh border," they said.

Chidambaram on August 3 defended the use of Special Police Officers (SPOs) saying their “special skills” were needed in fighting the Communist Party of India-Maoist (CPI-Maoist) as Government sources indicated they would seek a review of the recent Supreme Court order banning such recruits, reports Telegraph. “In Chhattisgarh and Orissa, the SPOs have been engaged for certain very limited tasks in the conflict with the Left-wing extremists. That is because the SPOs bring to the task certain special skills and knowledge which are otherwise not available to the paramilitary force personnel. This (apex court) judgment, indeed, has far-reaching implications,” Chidambaram said in the Rajya Sabha (Upper House of the Parliament). He further informed that within next few days the Government would take a decision on whether to seek a review of Supreme Court order on SPOs

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed two persons in Jubaguda village under Kotagada Police Station in Kandhamal District late in the night of August 4 suspecting them to be Police informers, reports IBN Live. The victims were identified as Peter Mallick (38) and Sitaram Uthansingh. According to Police, a large number of armed Maoists, including women, stormed into the village and called out the duo from their houses. The duo was then killed on the outskirt of the village. While the body of Peter was found with his throat slit, that of Sitaram had gunshot mark.

Five cadres of the Communist Party of India-Maoist (CPI-Maoist), including two women, were arrested by Security Forces (SFs) from Madikeda village under Kotagad Police Station limits in Kandhamal District on August 8, reports Times of India. According to Kandhamal Superintendent of Police Jayanarayan Pankaj, the arrested persons were involved in the murder of Sitaram Uthansingh and Peter Sunamajhi at Jubaguda village on August 4. They were tracked down as per the statement of an eyewitness of the murders. The arrested persons were identified as Tripati Kapat Majhi (23), Andrew Mallik (24), Sebastian Mallik (45) and two women Radhika Mallik (19) and Lurdu Patamajhi (19). Security forces seized a large amount of explosive material, battery and wire used to detonate landmines, Maoist banners and posters from their possession.

Patnaik said that Special Police Officers (SPOs) appointed in the State would be recruited as Police constables after completing three years of service, for which amendments in recruitment rules would be made, reports Zee News. The State Government had initially appointed tribal youths as SPOs to give them an opportunity to remain in the mainstream instead of joining the Maoist brigade, he said. The Force, which has deployed almost 60,000 personnel for counter-Naxal [Left Wing Extremism (LWE)] operations, has trained handpicked commandos to be deployed in the special tasks units of the Commando Battalion for Resolute Action (CoBRA). "The snipers will act as the main assault weapon and cover for a raid unit which is on foot. Some of the best forces in the world undertaking jungle warfare tasks deploy snipers for operational success," a top security officer said, deployed in the Naxal grid of Chhattisgarh and Odisha. The marksmen have been trained on the SSG-69 sniper weapon and have been deployed alongside the CoBRA, which undertake specific and special operations in Naxal terrain. The snipers take the hide of a suitable geographical feature in the jungles and can aim for more than the usual range covered by the standard weapons of the personnel. This is the first time that a security force has deployed snipers for anti-naxal operations.

The encounter occurred following intelligence inputs that a group of Maoists have assembled at Kanchanpadu forests in Narayanpatna block. No casualty was reported. If the claims of the Police are to be believed, then for the first time, Security Forces (SFs) have reined in the Communist Party of India-Maoist (CPI-Maoist) who had gained control of the near 700 hills in the dense forests of Saranda, in the longest ever anti-Naxal [Left Wing Extremism (LWE)] operation called ‘Operation Monsoon’. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. This gave the Maoists the liberty to run the area from over a dozen camps, including their Eastern Regional Bureau headquarters.
