Acting on a tip off, Police and District Voluntary Force personnel neutralized a Peoples Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), camp after an exchange of fire with the extremists at Demuljharan forest near Chandiposh village in the Rajgangpur block area of Sundergarh District on August 2, reports The New Indian Express. More than seven PLFI cadres, led by their leaders Arjun Gope and Raja, opened fire at the Police party. When Police retaliated they escaped into the forest under the cover of darkness. Thirty-five more Communist Party of India-Maoist (CPI-Maoist)-affected Districts will now be able to divert forest land for creation of critical public utility infrastructure like schools, hospitals, Police Stations and rural roads without having to seek mandatory forest clearance, reports The Times of India on August 5. The Ministry of Environment and Forests (MoEF) recently extended the 'relaxed' norms to these Districts, taking the tally of such districts availing the concession to 117. The maximum 11 Districts out of the 35 are in Bihar followed by eight Districts in Andhra Pradesh, seven in Chhattisgarh, four in Jharkhand, two each in Maharashtra and Odisha and one in West Bengal.

The Central Government launched a scheme on August 6 to strengthen women's Self-Help Groups (SHGs) in districts across the country to provide more livelihood opportunities where Communist Party of India-Maoist (CPI-Maoist) is active, reports Zee News. A Memorandum of Understanding (MoU) was signed between the Union Ministry of Rural Development (UMRD) and Non-Governmental Organisation (NGO) 'Pradan' to undertake developmental and training activities in "hardcore Naxal-[Left-Wing Extremism (LWE)] - affected districts". "The scheme will be implemented in some of the districts of Chhattisgarh, Bihar, Jharkhand and Odisha in the first phase," the Minister of Rural Development Jairam Ramesh said.

Eight Communist Party of India-Maoist (CPI-Maoist) cadres including three area commanders surrendered in Malkangiri District on August 14, reports The Hindu. All of them reached Malkangiri town to surrender before the Malkangiri Superintendent of Police (SP), Akhileswar Singh. Out of them Raghu Hantal (24), his brother Inswar Hantal (23) and Patra Hantal (28) were area commanders. The other five surrendered Maoists were Gangadhar Khara (29), Sarathi Hantal (27), Gobi Khila (32), Chandra Khara (28) and Trinath Hantal (24). These surrenders occurred a day before celebration of Independence Day. The surrender came at time when motorboat service to villages of cut off area has remained snapped since March 21 due to threat of Maoists. The four Maoists who surrendered were tribals from Gajalmundi village near Jodamba under Chitrakonda police station limits. They were Muli Golari (32), Tilsu Khilo (31), Kamulu Badanayak (28) and Damburu Khilo (30). According to sources, these Maoists were working under Golla Ramullu alias Madhav, and Chenti of Guma-Poplur dalam (squad) of Maoists. It may be noted that Madhav had been killed in an encounter with police in Machkund Police Station area on Aug 23.

Four personnel of the Border Security Force (BSF) were killed on the spot and three injured in a landmine blast by the Communist Party of India-Maoist (CPI-Maoist) cadres in Koraput District of Odisha on August 27, reports The Hindu. According to the Police, the blast occurred on National Highway (NH) 26 at a culvert between Sakirai and Kauguntha villages near Ralegada in Sunki ghat area under Pottangi Police Station limits around 9 a.m. The BSF personnel were on leave and on their way in three vehicles to Visakhapatnam from Balimela area of Malkangiri District to board trains. Each vehicle was carrying seven BSF personnel. A man, who escaped unhurt, said their vehicles were first fired at by Maoists hiding on a nearby hill. The BSF personnel fired back. However, their third vehicle was blasted while crossing the culvert. The vehicle was thrown off the road and was destroyed. Two of the injured were in a serious condition and they were being shifted to Visakhapatnam for treatment. Koraput Superintendent of Police Avinash Kumar rushed to the spot with extra force, who were also fired at by the Maoists. Kumar narrowly escaped a bullet. Security Force (SF) personnel have cordoned off the hill and rounded up some suspicious persons from the area, who are being interrogated at Pottangi Police Station. SFs seized a grenade and wire used to detonate the landmine from the hill. Some food stuff were also found at the spot, hinting that it was an ambush.

Meanwhile, Police and intelligence sleuths believe the Srikakulam-Koraput division of the Communist Party of India-Maoist (CPI-Maoist) carried out the August 27 ambush, even as they begun quizzing at least five local sympathizers of the extremists, reports The Times of India. BSF director general Subhash Joshi visited the area and gave a pep talk to his personnel there. Police sources said they suspect that it could be either the third company of the central regional committee (CRC) of the CPI-Maoist that operates under the Andhra-Odisha Border Special Zonal Committee's (AOBSZC) jurisdiction, the Nandapur local operating squad (LOS) or the Narayanpatna group that blasted the landmine.
