Three Communist Party of India-Maoist (CPI-Maoist) cadres, surrendered before Superintendent of Police (SP) Mitrabhanu Mohapatra in Malkangiri District on August 4, reports The Hindu. The surrendered Maoists were identified as Arun Kumar Madhi alias Erra (35), Sina Madhi alias Dula (24) and Irma Madkamai (20). Arun and Sina, carrying INR 100,000 reward each on their heads announced by the State Government, were armed cadres, wanted in several incidents of Maoist violence including murders, while Irma Madkami was a Maoist militia. Arun was working under Podia Local Operating Squad (LOS) of Malkangiri division of CPI-Maoist, while the other two were part of Kalimela LOS of the CPI-Maoist.

The Director General (DG) of Central Reserve Police Force (CRPF) Prakash Mishra, who visited Sambalpur District on August 5, reaffirmed that local Police and CRPF will work with full coordination to combat Communist Party of India-Maoist (CPI-Maoist) problem in the state and also in SDS (Sundargarh-Deogarh-Sambalpur) corridor, reports The Statesman. DG Mishra also admitted the growing activities of the Maoists in the region. “But we are ready to face any challenge,” he said. “Very strong operation against them will be initiated to stop their new venture here,” the DG said further. Prior to visiting Sambalpur, Mishra visited the Gandhamardan hill area spread across Bargarh and Balangir Districts. “My intention was to see the forces deployed in this area in hospitable situation and morally boost them up,” DG Mishra said. More forces from Keonjhar and Mayurbhanj Districts will be mobilized to Gandhamardan area to meet the requirement here, he informed. Meanwhile, a group centre of CRPF would be established at Basantpur on the outskirts of Sambalpur city, DG Mishra said, reports New Indian Express. Informing this to media persons at Burla after going round the proposed site, Mishra said this will be the second CRPF group centre in the State after Bhubaneswar. The group centre in Sambalpur will be simultaneously developed along with the one at Raipur in neighbouring Chhattisgarh.

The Rayagada District administration of Odisha has decided to continue with development works in villages where the Dongria Kondhs, a Particularly Vulnerable Tribal Group (PVTG), reside even though the Communist Party of India-Maoist (CPI-Maoist) has alleged that the officials are working as agents of Vedanta Aluminium Limited (Sesa Sterlite Group), reports The Times of India. "The Dongria Kondh villages are underdeveloped and we want to ensure that all government schemes reach them. The administration will do whatever is required for the development of the tribals and no Maoist threat can prevent us from doing it," said District Collector, Rayagada, Jagannath Mohanty. Recently, Maoist leader Umakant of the Bansadhara-Ghumusara-Nagabali division through posters pasted in several areas under Muniguda block had charged the Collector of working as an agent of Vedanta and misguiding villagers for the company's benefit. "Why is the administration only interested in constructing roads in villages situated on the Niyamgiri hill. Construction of road will only benefit the company officials. The administration should consider providing other facilities to tribals rather than constructing roads. The District Collector has become an agent of the State Government to help Vedanta," stated one of the posters pasted at Parsali.

A tribal woman sustained bullet injury on August 7 during a gunbattle between Communist Party of India-Maoist (CPI-Maoist) cadres and security personnel at Kadambo forest in Koraput District, reports The Statesman. "The woman was passing through the forest at the time of the gunbattle and got caught in the crossfire on Friday evening. Her condition is now stable. She is under treatment at Koraput hospital," Koraput Superintendent of Police (SP) Charan Singh Meena said. He further said, "There were around 10 Maoists in the camp at the time of the firing. Seeing our men the Naxals fired to which we retaliated. The woman, who was passing through the forest at the time of exchange of fire, got injured. The firing continued, but the Maoists fled from the spot under the cover of darkness."

The Communist Party of India-Maoist (CPI-Maoist) on August 10 urged the people of Koraput, Rayagada and Malkangiri Districts to observe the upcoming Independence Day on August 15 as a 'Black Day', reports The Times of India. The Maoists also demanded to stop combing operations in Koraput, Rayagada and Malkangiri Districts. ‘Secretary’ of Bansadhara-Ghumusara-Nabagali Division of the CPI-Maoist, through letters sent to a few media persons in Rayagada, charged the Security Forces (SFs) with harassing and arresting tribals in false cases. "Scores of tribals are being implicated in false cases. Police are killing many tribals in fake encounters and labelling them as Maoists. We appeal to all to observe Black Day on August 15," the letter stated.

According to Police sources, the deceased was identified as Gurumurthy Madhi, a resident of Telarai village. The Maoists had left behind handwritten posters near the body stating that Gurumurthy was a ‘Police informer’ and was involved in motivating Maoist supporters of his area to renounce violence and return to mainstream.

Two militia members of Communist Party of India-Maoist (CPI-Maoist) surrendered before Superintendent of Police (SP) K. Siva Subramani in Rayagada District on August 18, reports The Hindu. The surrendered Maoists are identified as Rahul Gagaranga (25) and Sunil Gagaranga (26), belonging to Tangadappa village under Chandragiri block of Rayagada District. They have been providing shelter, protection, food and logistics to the Maoists operating in Chandragiri area apart from getting involved in acts of violence. According to Police sources, Rahul was involved in blast at Dangasorada Police outpost under Muniguda Police Station limits in Rayagada District in December 2008. Rahul and Sunil were part of the Bansadhara division of the CPI-Maoist. Both had worked under Maoist leaders like Sabyasachi Panda, Uday and Azad.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Sunita Wonchemi, Kushi Kuthami, Iti Kunjami and Ganga Karatapi, surrendered before Superintendent of Police (SP) Mitrabhanu Mohapatra, in Malkangiri District on August 21, reports The Hindu. According to Police, all four were armed cadres of the Padia dalam (squad) of the CPI-Maoist, and were involved in many incidents of violence reported from the State. They decided to surrender, as they were not happy with the goals of the Maoists and the way of functioning, such as exploitation and torture of tribal people in Maoist camps and relentless attack by Police.

At least three Border Security Force (BSF) troopers were killed and six others including an Assistant Commandant severely injured in a landmine blast in Malkangiri District on August 26, reports odishasuntimes.com. The incident occurred when the BSF troopers, in charge of security at the construction site of Gurupriya bridge, were returning to their base camp at Chitrakonda after a combing operation in Raleguda when they accidentally stumbled upon the landmine planted near Janbai ghat. While several troopers were injured, six of them including Assistant Commandant Ashok Kumar sustained severe injuries.

CM Patnaik said this while replying to a debate in the Assembly and claimed Communist Party of India-Maoist (CPI-Maoist) activities have gone down in the 11 districts of Jajpur, Dhenkanal, Gajapati, Ganjam, Nabarangpur, Keonjhar, Mayurbhanj, Sambalpur, Deogarh, Sundergarh and Nayagarh, despite the CPI-Maoist efforts to re-group in these areas. "The position continues to remain challenging in the districts of Malkangiri, Koraput and Nuapada," he added. He further said in order to improve mobile connectivity in the Maoist affected areas, 253 locations have been identified for setting up new mobile towers. "However, unless the Centre proactively spends from the USO (Universal Service Obligation) Fund, mobile operators will not set up these towers. This continues to be a matter of concern," Patnaik said. He said to provide road connectivity to the remote areas of Malkangiri District, construction work on the much awaited Gurupriya bridge has started, which would connect over 100 villages and help overall development.

Three Border Security Force (BSF) personnel and a civilian were killed in a Communist Party of India-Maoist (CPI-Maoist) ambush in Malkangiri District on August 26, reports The Hindu. Six BSF personnel were also seriously injured in the incident that occurred in the cut-off area of Balimela reservoir near Palangarai ghat under Chitrakonda Police Station limits at around 6.30 a.m. The patrol party that faced the Maoist ambush was part of the 104th battalion of BSF that has a base camp near Janabai. According to Inspector-in-Charge of Chitrakonda Police Station P. Durua, this team was returning by boat after area domination and patrolling in the cut-off area of the reservoir. While they were alighting from the boat, a landmine planted by the Maoists went off. It was followed by firing by the Maoists who were hiding nearby. The slain BSF personnel have been identified as Assistant Sub-Inspector R. Siddheye and Head Constables M. Ravichandran and G. Abhilash. The civilian killed was a tribal named Hari Khila.

Posters found near panchayat (local-self government institution offices) at Raipanka and Khariaguda said the praja court (people’s court) would decide their fate. "We have come to know about the posters and asked the local police to inquire into the matter," said Superintendent of Police (SP), Gajapati, Satyajit Nayak. He suspected it might be the handiwork of miscreants. "It will be known after the inquiry," he said.
