Seven Communist Party of India-Maoist (CPI-Maoist) cadres were arrested in Odisha's Koraput District, on January 3 ( Feb 3), reports The Times of India. Koraput Superintendent of Police (SP), Avinash Kumar, said that the Maoists, belonging to Srikakulam-Koraput Division were arrested during a joint combing operation by the Border Security Force (BSF) and District Voluntary Force (DVF) in the forests near Murlaput, under Laxmipur Police Station. Two country-made guns, a camera flash, over 100 meters of wire, adopters, gunpowder and some Maoist literature were seized from them. The arrested cadres were identified as Sarbu Muniata, Suna alias Sona Wareta, Lati Hikoka, Jugal Mandingi, Iswar Hikoka, Deudu Hiniaka and Hari Miniaka.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sishu Mallick, and a close associate of Odisha Maobadi Party (OMP) chief, Sabyasachi Panda, surrendered before the Kandhamal Superintendent of Police (SP), JN Pankaj, at Phulbani, on February 5, reports The Times of India. The Maoist joined the outfit four years ago and was treating cadres suffering from different diseases. He was also acting as the link between Panda and Chasi Mulia Adivasi Sangh (CMAS) chief Nachika Linga. He was trained in a camp at Badabanga forest along Ganjam-Kandhamal border. Police, however, said he is not involved in any Maoist-related violence.

Forty-seven more members of the Chasi Mulia Adivasi Sangh (CMAS), a Communist Party of India-Maoist (CPI-Maoist)-backed tribal organization based in Narayanpatna block of Koraput District of Odisha surrendered before the Police on February 6, reports The Hindu. The activists were from remote Hurlikota and Laumala villages in Narayanpatna Police Station limits. The 47 CMAS members reached Narayanpatna Police Station and pledged that they would no more get involved in violent activities of the CMAS and Maoists. They expressed their desire to lead a normal life. Police officials promised to make all possible efforts so that developmental schemes of government could be availed by them and their families. It may be noted that due to pressure of CMAS leadership most activists did not avail benefits of developmental schemes of the Government for the poor. Exodus of CMAS members continued since January. Sixty-eight CMAS activists from Upper Renga and Bhaliaput villages in Narayanpatna Police Station limits surrendered on January 13. On January 12, fifteen CMAS activists of Bhaliaput village surrendered before the Police. Thirty-eight other CMAS members from Bhaliaput village surrendered on January 11.

Dandapani Mohanty, who acted as an interlocutor between the Communist Party of India-Maoist (CPI-Maoist) and the State Government during the high profile abductions of the then Malkangiri collector R Vineel Krishna in 2011 and Italians Paulo Bosusco and Claudio Colangelo in 2012, was arrested by Police from his residence at Shanti Nagar in Berhampur in Ganjam District on February 8 on charges of being involved in extremist activities, reports The Times of India. "Mohanty was a logistics provider to Maoists," Director General of Police (DGP) Prakash Mishra told The Times of India hours after police took the convener of Jana Adhikar Manch (JAM) in custody. It may be mentioned that, in 2006, the state Government had outlawed Daman Pratirodh Manch headed by Mohanty on grounds that it was serving as a front organization of the CPI-Maoist. Justifying Mohanty's arrest, Deputy Inspector General (DIG) (southern range) Amitabh Thakur said, "He was involved in at least 15 Maoist-related cases in Gajapati district. Of these, non-bailable warrants were pending against him in six cases."

These villagers have now taken shelter at Bandhugaon. Administration has arranged shelter for them and they would be provided relief for seven days. Sources said that CMAS was trying hard to garner new supporters as it has started to lose supporters and members in Narayanpatna block.

A Communist Party of India-Maoist (CPI-Maoist) poster was found pasted on a hume pipe along the NH-57 near Sahajpal village under Baunsini Police Station limits in Boudh District of Odisha, on February 10, reports The Indian Express. In the handwritten poster in red, the Maoists threatened death penalty for corrupt officials and urged people to help identify them. The poster has been signed by one Arjun Singh who has identified himself as area commander of the Maoists. Reports of Maoists trying to regroup in the district have also been received. With Boudh strategically located with connectivity to Sambalpur, Angul, Phulbani, Nayagarh, Balangir and Sonepur, Maoists have long been planning to set up a base in the District. Boudh Superintendent of Police (SP), P Bhawani Shankar Mishra, said the poster is the handiwork of some mischievous elements.

Ahead of the visit of Union Rural Development Minister Jairam Ramesh to Nuapada District of Odisha on February 16, Police on February 13 unearthed four landmines at Barkot, where he is expected to interact with tribals, reports The Times of India. The landmines, found close to Sunabeda sanctuary, are suspected to have been planted by the Communist Party of India-Maoist (CPI-Maoist) cadres. Two hours before the landmines were discovered, several posters put up by the Nuapada division of CPI-Maoist were found in the area, warning people against allowing the minister from entering Nuapada. "We had gone to seize the posters and wanted to know what was written on them. Then some of our men saw wires, which upon scrutiny were found to be connected to landmines. We are yet to recover them as it was difficult to do so in the absence of appropriate devices," said Nuapada Sub Divisional Police Officer (SDPO) Ashis Singh. Yet more landmines are suspected to have been planted by Maoists in the area, he said.

Chief Secretaries and Director Generals of Police of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh, Madhya Pradesh and Uttar Pradesh will take part in the meeting during which in-depth deliberations will be held on the security situation in the 'Red Corridor'. Sources said the meeting would deliberate on the issue of coordination among State Police and Central Police Forces and decide on a strategy to tackle Maoists who are known to flee from one state to another after committing a crime. The meeting will also review the development programmes being carried out in Maoist-hit Districts and ways to speed them up to reach the maximum number of people.

"Modernisaiton of the remaining three police stations will also be made soon," Superintendent of Police (Malkangiri) Akhileswar Singh said. Each Police Station is being constructed at an estimated cost of INR 20 million. According to officials, the ground floor of the buildings will be used as general Police Station and it will have a state-of-the-art conference hall and women and children's desk. The first floor will have boarding and refreshment facilities for officers engaged in counter insurgency operations and a barrack to accommodate at least two platoons of Security Force personnel engaged in anti-Communist Party of India-Maoist (CPI-Maoist) operations.

While 111 villagers from Jakapani, Mankidi and Pachingi quit the organization on February 19, 113 from Podapadar, including four persons wanted for their involvement in Maoist offensives, followed suit on February 20. A CMAS activist, Subana Nachika of Jokopani, said "We got nothing as CMAS activists. Development of the village took a backseat and we were under Police scanner on the suspicion of being Maoist supporters." He along with other villagers met Deputy Inspector General of Police (DIG) GS Dev Dutta Singh and Koraput Superintendent of Police (SP) Avinash Kumar, on February 19. Commenting on the matter, the SP said "We will ensure that the villagers who have quit CMAS live with dignity and development activities reach the villages." The DIG refuting the allegations that the villagers are being pressurized by Police to snap ties with CMAS, said "Tribals deserting the CMAS has now become a movement in the area. They are voluntarily approaching the administration and will be helped in every manner." Over 500 villagers have deserted CMAS since January 11, which had unleashed a reign of terror in Narayanpatna block by forcibly occupying over 3,000 acre of non-tribal land.

Commenting on the matter, Kandhamal Superintendent of Police (SP), J N Pankaj said "No Maoist was, however, nabbed during the combing operation by the Central Reserve Police Force (CRPF), District Voluntary Force (DVF) and Special Operations Group (SOG)." The seizure includes 50 CDs, a 20-kg empty steel container, computer mouse, red banners, ladies garments, uniforms, bed-sheets, belts, polythene sheets, bundles of nylon rope, a musical instrument, marker pens, ink bottles, saline pipes, syringes and Maoist literature. A notorious Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Kastu Tadingi, wanted in three murder cases, was arrested by the Border Security Forces (BSF) personnel on the outskirts of Dumshil village in a forested area under Narayanpatna Police Station limits in Koraput District of Odisha, on February 22, reports The Times of India. Commenting on the arrest, District Superintendent of Police (SP), Avinash Kumar said "The arrested Maoist leader was in our wanted list for his involvement in 10 Maoist offensives, including three murders. We launched an operation following intelligence inputs of his presence in the area".
