Odisha Chief Minister (CM) Naveen Patnaik has written to Union Home Minister (UHM) Rajnath Singh on February 2, urging him to provide two additional battalions of Central Reserve Police Force (CRPF) to contain Communist Party of India-Maoist (CPI-Maoist) in Nuapada and Malkangiri Districts of the State, reports The Hindu. CM Patnaik said that the proposed deployment of additional battalions of CRPF in neighbouring Chhattisgarh is likely to cause further cross-border movement of armed Maoist groups into Odisha. He said that the present deployment of forces in Nuapada is inadequate to dominate the area, conduct meaningful operations and restrict the movement of Maoists.

Villagers rounded up 16 of the 40 armed persons who had allegedly posed as Communist Party of India-Maoist (CPI-Maoist) supporters and attacked Tangapalli village of Odupa gram panchayat (village level local body) in Sadar block of Malkangiri District of Odisha on February 2, reports The Hindu. They were detained in the local school building by angry inhabitants of Tangapalli. Rest of the members of the group are said to have escaped. Villagers seized several traditional weapons from the attackers. Three attackers and a villager sustained injuries during the scuffle between the two groups. Bhagaban Padiami, the local nayab sarpanch (deputy head of gram panchayat), whose house was attacked by the armed group, said that the attackers had shouted ‘Lal Salam’ and claimed to be Maoists asking him to provide chicken and goats. “The 16 detained persons were rescued from the villagers by the Police and brought to Malkangiri Police Station on February 3. They are being interrogated to ascertain whether they had any links with Maoists or not,” said inspector in charge of Malkangiri police station Rajkishore Dash.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed a contractor, identified as Laxmi Patnaik (23), at a weekly market in Trilochanpur under Lanjigarh Police Station in Kalahandi District on February 3, reports The Pioneer. Some posters left by the killers claimed that Patnaik was a ‘Police Informer’. According to Kalahandi Superintendent of Police (SP) Brijesh Kumar Rai, two armed people in plain clothes reached the village market and searched for Patnaik, who was present there. Then, they threatened people not to oppose to their act. They dragged Patnaik away and shot at him from close rang killing him on the spot.

Koraput District of Odisha has failed to utilize funds under Integrated Action Plan (IAP) for developing infrastructure critical to fighting the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on February 7. Only 13 per cent of INR 300 million, sanctioned by the Centre for 2014-15, was put to use till December 31, 2014 official sources said. During the ongoing financial year, the administration took up 555 projects, including construction of roads, culverts, electrification, supply of drinking water and education, in the Maoist-affected blocks of the District. Till December-end, only 51 projects worth INR 30.88 million were completed. The remaining projects are in different stages of construction, according to data available with the District Planning And Monitoring Unit (DPMU).

The Supreme Court on February 6 ordered immediate release of Sangram Mohanty, son of Jana Adhikar Manch convenor Dandapani Mohanty and member of Odisha Jan Morcha (OJM), reports The Times of India. He was in jail since December 5, 2012, for his alleged links with the Communist Party of India (CPI-Maoist). Sangram's counsel Suresh Tripathy said a bench of Justices V Gopalgowda and R Banumathi also asked the chief secretary to file an affidavit, within four weeks, as why Sangram's case should not be transferred to the CBI.

A Communist Party of India-Maoist (CPI-Maoist) camp was destroyed and explosives seized from Semlabhata village under Lanjigarh Police limits of Kalahandi District on February 11, reports The New Indian Express. The seizure followed an encounter between Police and the Maoists. Giving details about the encounter, Rayagada Superintendent of Police (SP) K. Siva Subramani said on getting information about the movement of a group of armed Maoists at Balasaraj village in Niyamgiri area on the border of Rayagada and Kalahandi Districts, a joint combing operation was launched by the Police of both the Districts. During the combing operation, the Maoists suddenly opened fire at the Police forcing the security personnel to retaliate. And then unable to face the counter attack the Maoists fled. Police later seized a switch board for landmine, a tiffin bomb, four electric detonators, 30 metres electric wire, a walkie-talkie set, torch lights, Maoist literature and books from the spot. “The Maoist cadres belonged to Bansadhara-Ghumusar-Nagavali division of Maoists,” added SP.

Chief Minister Naveen Patnaik on February 11 urged the Union Home Minister (UHM) Rajnath Singh to waive off INR 14.5 billion charged for the deployment of Central Forces in Maoist-affected areas of Odisha, reports The Hindu. The claim of Union Government towards deployment of Central Forces appears to be unreasonable, the Chief Minister said in his letter to UHM Rajnath Singh. He mentioned in his letter that the State government had received a letter from the Directorate General, CRPF, claiming an amount of INR 14.5 billion as deployment charge of CRPF/Rapid Action Force (RAF) detachment up to September 30, 2014, and asking the State government for payment of the said amount. The Chief Minister pointed out that it is the responsibility of both the Union Government and the States to fight the Maoists.

The villagers said a group of armed Maoists stormed into Pattamundai village and took away Samuel Bhadra after locking his family members in a room. They then hacked Bhadra to death and fled to nearby forest. The Maoists left behind eight posters which stated that Bhadra was eliminated as he was a police informer. They claimed that one of their leaders was killed by police on information provided by Bhadra. Angul Superintendent of Police Rajesh Pandit Uttam Rao confirmed that Bhadra was not a police informer.

In a press release, the Maoists' Central Regional Bureau (CRB) ‘spokesperson’ Pratap accused Prime Minister Narendra Modi, Andhra Pradesh Chief Minister (CM) N. Chandrababu Naidu, Telangana CM K. Chandrasekhar Rao as well as the CMs of Chhattisgarh, Odisha and Maharashtra of implementing destructive and anti-people policies. He said the bandh would be observed for 24 hours but emergency services would be exempted. "Water projects, eight-lane roads, plantations, SEZs, industrial corridors, nuclear plants and others are nothing but destructive policies. Though the people are agitating for basic needs, the governments are only concentrating on the corporate sector in the name of 'development'," the note stated. The Maoist leader accused CM Naidu of encouraging realtors by planning to grab nearly 30,000 acres of farm lands in the guise of a new capital for Andhra Pradesh, and Telangana CM of planning to hand over around 35,000 acres on the outskirts of Hyderabad to multinational companies in the name of Bangaru Telangana. "The Naidu government has been violating forest, environment and tribal Acts like Pesa (Panchayati Raj to the Scheduled Areas), 1/70, V and VI Schedules to mine bauxite reserves in the state by amending laws without the consent of the people. Naidu is trying to divide the people by setting up pro-government Pesa committees," he alleged. He also slammed Telangana CM for his plans to take up mining in the Singareni open cast mines, excavate dolomite at Eturunagaram and set up a tiger project at Kavvala in Adilabad, terming them as anti-people policies. The Polavaram project too came in for criticism from the CRB spokesperson who slammed the state and central governments for going through with the project though it was a threat to the environment and lakhs of people in 480 villages would lose their livelihood. He also alleged that the main objective behind the project was to supply water to the Srikakulam-Kakinada industrial corridor and to water a third crop in the Krishna delta.

It may be mentioned that the Narayanpatna Police, during the anti-Maoist operation, had seized a huge cache of arms and explosives from Kanchanpadu village on May 15, 2011 and registered cases against 35 persons, including Nachika on treason charges and the Arms Act. Terming the cases registered against the accused as baseless, Nachika’s counsel Manoranjan Routray had moved the court. Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said the arrested Maoists included Irma Kabasi (35), who had a reward of INR 100000 on his head. Kabasi was an armed cadre and ‘member’ of Kalimela ‘area committee’ of the CPI-Maoist. Another prize catch was Bandi Madhi (30), who was involved in the Alampaka ambush in Balimela reservoir on June 29, 2008, in which 38 security personnel, including 36 greyhound commandos from Andhra Pradesh, had been killed. The Communist Party of India-Maoist (CPI-Maoist) would continue its armed fight against Police for the rights of poor in tribal areas, stated ‘secretary’ of Koraput-Srikakulam Divisional Committee of CPI-Maoist in a press release on February 23, reports The New Indian Express. “Maoist outfits in Narayanpatna have been working since long for tribal rights and have been successful in ending the harassment by landlords. The liquor trade has been stopped and the land of tribals returned to them through revolutionary means,” it stated. Opposing the Green Hunt operation of Police in the region, Daya stated in the release that the efforts of the State and the Centre to stop Maoist movement in Narayanpatna would fail as they would continue their revolution. “The police operation has motivated the landlords to exploit the tribals again. In a crucial meeting to combat Communist Party of India-Maoist (CPI-Maoist) menace, Police, Central Reserve Police Force (CRPF) and intelligence officials of five States have decided to launch an intensified joint operation on the border areas of Chhattisgarh, Odisha, Telangana, Andhra Pradesh and Maharashtra, reports The Times of India on February 25. Official sources said the meeting held at Jagdalpur, the divisional headquarters of Bastar on February 23, reviewed and analyzed incidents and Maoist strategies and decided to make smooth and well connected co-ordination between inter-state Police and Security Forces, State Police and para-military forces against Maoist operations. It was indicated that anti-Maoist operations would begin on bordering regions targeting Khammam at Telangana, Koraput at Odisha, East Godavari region in Andhra Pradesh, Gadchiroli in Maharashtra and Chhattisgarh's areas of Kanker, Bijapur, Sukma and Dantewada and those connecting to Abujhmad in Narayanpur region.

Odisha Chief Minister Naveen Patnaik on February 24 flagged off a fleet of 32 new buses for Left Wing Extremism (LWE)-affected areas of the State. “The State government has launched Biju Gaon Gadi Yojna [Biju village bus service plan] for improvement in transportation in left wing extremists affected districts. Twenty-five small buses are already in service in these areas. In the second phase, 32 more buses would start operating in undivided Koraput, Ganjam and Kandhamal districts,” said Patnaik. Bus services will certainly be a great help for people of these areas, he maintained. Under Biju Gaon Gadi Yojna, the State Government had announced to operate 100 buses in 71 identified routes in LWE-affected districts. Speaking on the occasion, State Transport Minister Ramesh Majhi said: “The government has already launched 57 buses. We will very soon purchase rest 43 buses in 2015-16 financial year.”

Three women Communist Party of India-Maoist (CPI-Maoist) cadres were arrested in Malkangiri District of Odisha during two joint operations by the Special Operation Group (SOG) and the Border Security Force (BSF) since the evening of February 25, reports The Hindu. Two of them were arrested from Kamarpalli village under Mathili Police Station and another from Marigeta area of Kalimela Police Station. All of them were active members of Malkangiri division of CPI-Maoist. According to Malkangiri anti-naxalite cell, those arrested at Kamarpalli were Sambari Madkami (26) and Parvati Padiami (21). Sambari was providing logistic support to the Maoists, and Parvati was part of the local organizing squad in Mohupadar area. Debe Urmami (28), arrested from Marigeta, was the president of local unit of Mahila Sangham, a frontal organization of the Maoists in Kalimela Police Station area.
