Allegedly pressurised by the Communist Party of India-Maoist (CPI-Maoist), elected panchayat (local self-government institution) body members of Kalimela block in Malkangiri District have stated that they would resign if some long-standing demands of their area were not fulfilled, reports The Hindu. According to sources Maoists had called up a meeting inside Gomphagunda forest on July 4 which was attended by a large number of elected members of panchayat bodies of Kalimela block. Around 1,000 Maoist sympathisers were said to be present at the meeting. One Zilla Parishad (ZP) member, 18 sarpanches and 15 panchayat samiti members were present at this meeting. According to a sarpanch around seven Maoist cadres were present there. But they were in plain dresses without any arms. The Maoists ordered the elected panchayat body members to resign if administration and Government did not take steps to fulfil a promise related to extension of an irrigation canal. The elected panchayat body members eventually provided a statement to the local media claiming that they would resign if the demand related to the canal did not show any positive sign within 15 days.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed one Gangadhar Chalan, former deputy Sarpanch (head of Panchayat, the village level local-self government institution) of Madulipada panchayat in Malkangiri District of Odisha in the night of July 6, reports The Hindu. His bullet ridden body was found in a forest near Atalaguda under Mudulipada Police Station limits. Two cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Setu Kendruka of Dandabadi village and Naga Kendruka of Chintaguda village, were arrested by personnel of Special Operation Group (SOG) in Maoist-affected Narayanpatna block of Koraput District on July 6, reports The Hindu. According to Police, the arrested Maoists have more than eight major cases related to murder, attempted murder and other incidents of Maoist violence pending against them. They were allegedly involved in the attack on Narayanpatna Police Station in November 2009. This attack had occurred during a protest demonstration of Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) in front of the police station. Police firing during the incident had claimed lives of two CMAS activists. Police sources feel presence of Maoist elements like Setu and Naga during this Police attack hints at the close links between the Maoists and CMAS.

While one PLFI cadre was killed, four others of the group, including their leader, Dilip Singh, were injured. Another cadre was detained for interrogation. Police recovered several weapons, including an AK-47, one self-loading rifle and pistol and about 126 bullets.

The Communist Party of India-Maoist (CPI-Maoist) cadres allegedly abducted two persons in Bandhugaon block in Koraput District of Odisha on July 8 night, for being Police informers, reports The Times of India. This follows the arrest of one of their sympathizers. While the arrested Maoist sympathizer is Kadraka Puala of Elangawalsa village, the two abducted fellow villagers are Kadraka Lachana and Kadraka Mali. "As no police complaint was lodged by the family of the kidnapped duo, we are yet to ascertain the incident. We are gathering intelligence inputs about it," said Inspector-in-Charge (IIC) of Bandhugaon Police Station, Abhay Behera. Sources said after Police arrested Puala on July 8, for his involvement in the killing of Enkana Naidu of Elangawalsa in January, for allegedly being a Police informer. Over three dozen villagers, including women, had gheraoed the Bandhugaon Police Station demanding Puala's release. Though the Police managed to pacify the agitating villagers, in the evening a group of Maoists swooped down on Elangawalsa and abducted five villagers but later freed three of them. Admitting that, Puala was arrested for his involvement in the murder and few other Maoist offensives, the Police officer said, "Puala was working as an over-ground element of the Maoists, He has confessed to his involvement in the Naidu murder case. The abducted villagers are not our informers."

Before leaving the area, Maoists pasted posters and warned the contractor of dire consequences if the road works were not stalled. No injury or casualty has been reported in the incident, said Police.

The Police said about 30 armed Maoists went to the house of Ganeshram Bhoi, looking for his son Sashiram (42). On being told that Sashiram was not home, the Maoists left but returned later and forced Sashiram to accompany them. They tied Sashiram to a pole and assaulted him before killing him with a bayonet, as his family, including his father, watched helplessly. They were identified as Dasaratha, Kamburu and Chintamani, in the age group of 30 to 40 years. Dasarath has about 13 criminal cases were pending against him. According to the District Police, the dump was located inside Sapalguda forest under Chandrapur Police Station limits in the border of Rayagada and Gajapati Districts, following information given by ‘deputy commander’ of CPI-Maoist, Ramesh Tama alias Dasarath, who was arrested along with two other Maoists in Koraput District on July 11. Police sources said that the hidden explosives and arms were intended to target the SFs in future. The recovery came before the Maoist’s call for martyrs’ week from July 28. Usually the Maoists resort to blasts and other acts of violence during the period. The arms and explosives seized from the spot included six landmines, one country made revolver, 10 rounds of 8mm ammunitions, and electronic detonators.

Police said while Boder Security Force (BSF) troopers arrested two Maoists identified as Allaya Musika and Kumbha Mandangi, Special Operations Group (SOG) personnel arrested another Maoist identified as Mangra Sirika. "We were tipped-off about the whereabouts of the Maoists and accordingly operations were launched to catch them. Mangra, who has a long association with the Maoists, was arrested from his home in Jhadupadar village in Narayanpatna Police Station area, and the other two were rounded up while sleeping in a hut at Gotiput," said Koraput Superintendent of Police (SP) Awinash Kumar. A country-made gun was seized from Mangra, the SP said. "The other two have been with the rebels for the last five years. Allaya and Kumbha were involved in several Maoist offensives and were on our wanted list," the SP added.

Posters were found at Lamataput, Onakadelli, Narayanpatna, Bandhugaon, Laxmipur and Pottangi areas in Koraput District. "The government has done nothing for the development of the tribals. Police said a group of Maoists fired at the two SPOs while they were on patrolling duty at a local market at Padia under Kalimela Police Station, about 70 kilometres from Malkangiri town on the second of the Martyrs’ Week [July 28-August 3] being observed by the Maoists. The SPOs retaliated, leading to an exchange of fire in which SPO Ajit Sodi (22) was killed while his colleague Lachhman Madkami was critically injured. Both these SPOs were from villages near Padia.

In a Communist Party of India-Maoist (CPI-Maoist) poster found pasted in Hanumanthpur area of Rayagada District on July 30, one Pradeep, who has got the backing of Odia Maoist leader Sabyasachi Panda, claiming to be the secretary of Bansadhara division of the CPI-Maoist has alleged that Nikhil, who earlier claimed to be leader of Bansadhara Division, was involved in extortion, exploitation of women and activities contrary to principles of Maoist organisation, reports The Hindu. As per the posters fate of Nikhil would be decided in a praja court. Bansadhara division of the CPI-Maoist is active in Rayagada, Gajapati, Kandhamal and Ganjam Districts of south Odisha. Earlier, on July 28, Nikhil had come up with a statement in which he had openly criticised Odia Maoist leader Sabyasachi Panda and Pradeep. In his statement sent through audio tape, Nikhil had claimed that while he was away on some organisational work, Sabyasachi had whimsically declared Pradeep as the secretary of Bansadhara Division.
