Director General of Police (DGP) Prakash Mishra has said that there has been a fall in Communist Party of India-Maoist (CPI-Maoist)-related violence in the state, The Times of India reported on June 4. "There has been a fall in Maoist violence in the state. Till June this year 28 incidents have been recorded with six casualties. We have curbed the extremists' activities to a large extent. We want to strengthen security measures further to curb their activities. We will be seeking two more battalions of central security forces and a dedicated helicopter. We had hired one helicopter, but it is not giving good service," said the DGP.

Chhattisgarh and Jharkhand Governments have asked the road transport and highways ministry, on June 5, to allow splitting of project in the worst Naxal [Left Wing Extremism (LWE)]-hit Districts to get takers for building roads, reports The Times of India. Representatives from the two States also suggested that the ministry should allow contractors to give over 50% of the work to subcontractors. Government sources said these are the two main States where the road ministry is finding it impossible to get contractors due to fear of Maoists, particularly in Bastar region in Chhattisgarh and Palamu/Garwa districts in Jharkhand. The situation is equally critical in Garhchiroli District in Maharashtra and Malkangiri in Odisha. "We have already allowed subcontracting of 50% of work to local players. Now these states and their PWDs [Public Works Departments] want us to relax the norm further. They have also asked us to find new ways to push awarding of works in these districts. We have also sought their suggestions to push the remaining works in first phase of road development in the red zone," a road ministry official said.

Noting that heavy deployment of Security Forces in neighbouring Chhattisgarh was driving Communist Party of India-Maoist (CPI-Maoist) cadres to his state, Odisha Chief Minister Naveen Patnaik on June 5 demanded two additional Central Reserve Police force (CRPF) battalions and a military chopper to “effectively” tackle the Maoists, reports The Hindu. Participating in a conference of Chief Ministers on internal security, Patnaik said two additional battalions should be provided to match the deployment in Nuapada, Baragarh and Balangir Districts. Besides, he demanded a one-time assistance from the Centre for strengthening the security infrastructure in the western Districts in view of the present level of Maoist build up in these places.

Central Reserve Police Force (CRPF) personnel busted a Communist Party of India-Maoist (CPI-Maoist) camp along Balangir-Nuapada border in Nuapada District during combing operations on June 8, reports The Times of India. They seized two detonators, five-kilogram of explosives, food items, groceries, clothes and Maoist posters. "The camp was found at a location between Pathpani in Nuapada and Kusapali in Balangir district. Around 20 Maoist cadres are suspected to be moving in the area," CRPF assistant commandant Amit Pal Singh told the media. Maoists had killed a teacher at Pathpani village in February.

A Communist Party of India-Maoist (CPI-Maoist) cadre was injured and arrested during an exchange of fire between Security Forces (SFs) and Maoists in the Kalyansinghpur Police Station area of Rayagada District in the wee hours June 11, reports The Hindu. The search operation that followed led to unearthing of a Maoist camp at a distance of 1 km from the spot of encounter. Two gelatin sticks and a landmine with detonator were seized from the camp. The arrested person revealed his identity as Paraya Kutruka (34) of Toyaput village. He was in possession of SBML gun. Special Operation Group (SOG) personnel involved in the anti-Maoist operation in the area were taking rest when the Maoists started firing at around 2 am.

Meanwhile, a secret Maoist camp was unearthed by SFs in the Kotgarh Police Station area of Kandhamal District. A large number of live ammunition and an Improvised Explosive Device (IED) was seized from the camp located in the jungles of the Srirampur area. A joint operation by personnel of the Central Reserve Police Force (CRPF), District Voluntary Force (DVF), Special Police Officers (SPOs), and the local Police led to the finding of the camp. The seized ammunition included 43 live bullets of 9 mm firearms and 70 live ammunition of .315 firearms. This apart, one IED containing 10 kg of explosive material was also seized from the spot. According to Police sources, the ammunition and IED were of Bansadhara division of the CPI-Maoist.

Andhra Pradesh and Odisha Police have come up with a joint strategy to increase surveillance on borders to check the movement of the Maoists, reports The Times of India on June 12. As part of the strategy, the Border Security Force (BSF) would support the Police of the two States by setting up base camps in Naxalite [Left Wing Extremism (LWE)] stronghold areas. The BSF, which was asked to eliminate the Maoists in Koraput and Malkangiri in Odisha, has been in the forefront of combing activities in Odisha. BSF troopers have discovered more than 20 Maoist dumps in both Malkangiri and Koraput Districts in the past one-and-half years. The BSF would now focus entirely on nipping the Maoist squads to restrict their movement. It has already established camps, with at least 100 troopers (an entire company) in each camp, in the region. There are a total of 30 such camps in some of the sensitive areas in Malkangiri alone with 20 more in Koraput. Now, the Sarukubanda and Nakkamamidi camps in Malkangiri have joined the list. The Odisha authorities set up the Nakkamamidi camp three weeks ago while Sarukubanda camp was set up a week ago.

Meanwhile, 782 mobile phone towers will be set up across Jharkhand after the Union Cabinet gave its approval, on June 4, for 2,199 locations across nine States affected by Left Wing Extremism (LWE), reports The Pioneer. Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. With Left Wing extremists [LWEs] steadily turning Sunabeda sanctuary area in Nuapada District into their safe haven, the State Government has decided to form ‘Sunabeda Area Development Agency (SADA)” by converging welfare schemes being implemented under various departments, reports The Hindu. The agency to be manned by professional manpower for effective planning, implementation and monitoring will be headquartered at Komna. Its activities will cover four blocks, 12 Gram Panchayats and 86 villages. The agency having greater autonomy would act as the single window service delivery institution for different line departments. An estimate INR 2.3929 billion including the project management cost is forecast for duration of five years. It was decided to explore the possibility of setting up solar energy based power supply projects in remote and far-flung villages in the project area. The centre has sanctioned INR 1.1 billion for the development of Sunabeda area.

Four Communist Party of India-Maoist (CPI-Maoist) cadres were arrested by Security Forces from Kalimela Police Station area in Malkangiri District of Odisha in the night of June 22, reports The Hindu. They were arrested during a joint operation by personnel of Special Operations Group (SOG) and District Voluntary Force. They were identified as Padia, Ganga, Pandra and Rama. Three of them were residents of Tumkimetla village while the other was from Patagonda. They were members of Kalimela dalam (squad) of Malkangiri division of the CPI-Maoist. Two of them were involved in the murder of a Special Police Officer (SPO) Kundu Majhi at Tatakonda village under Kalimela police station limits in the night of May 24, said Malkangiri Superintendent of Police (SP) Akhileswar Singh. Five Improvised Explosive Devices (IEDs) and more than 100 metres of wire used to detonate IEDs from a distance was seized from the possession of these arrested Maoists.

The two arrested Maoists were identified as Kasa Kunjami and Ura Madhi. According to Malkangiri Superintendent of Police Akhileswar Singh, they were nabbed in the jungles near Katamateru near Chhattisgarh border during a joint operation by the personnel of Special Operation Group (SOG) and District Voluntary Force (DVF). Interrogation of two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Kosa Kunjam and Ura Madhi of Katmateru village in Malkangiri District, arrested in connection with the May 25, 2013, attack on Congress convoy at Darbha in Chhattisgarh, has revealed that 200 Maoists took part in 3-day training before the attack, reports The Indian Express on June 26. Citing interrogation report, Malkangiri Superintendent of Police (SP) Akhileshwar Singh said at least 200 Maoists took part in 3-day training at Kirtipalli village of Chhattisgarh before the attack was launched. The two also revealed that after the training, the group was divided into four sub-groups who walked to the Tulsi Dongar area of Chhattisgarh separately. "The groups met at a particular point where 12-13 from Odisha stayed back. The rest walked for two days to reach the site of the ambush. After the ambush, the others came back and met the Maoists of Odisha. Thereafter, they dispersed," added Singh. Kunjam and Madhi, however, could not see clearly how the Congressmen were killed. The SP said that they recalled seeing the blast and also heard "firing".

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.

Kasa Madhi and his son Dulla Madhi were caught during a joint combing operation by Special Operation Group (SOG) and District Voluntary Force (DVF) personnel, said Superintendent of Police (SP) Akhileswar Singh. The cadres belonged to the 'padia dalam' (armed squad) of the Maoists and were active members of the militia for the last four years. During interrogation the duo confessed to their involvement in the killing of Pandu Madkami, village head of Parsonpalli.
