A Communist Party of India-Maoist (CPI-Maoist) 'area commander', Mino Hikoka alias Bikas was arrested by Security Force (SF) during anti-Maoist operation in Muslimunda forests in Koraput District on June 1, reports The Times of India. He was the 'area commander’ of Srikakulam-Koraput divisional committee of CPI-Maoist and involved in at least 10 murders and over 20 incidents of Maoist violence between 2009 and 2014, Superintendent of Police (SP), Koraput, Awinash Kumar said.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, each of whom with INR 100,000 reward on them, surrendered in Koraput District on June 6, reports The Hindu. All of them were part of the Srikakulam Koraput Divisional Committee (SKDC) and were active in Narayanpatna area of the District. Among the surrendered cadres included an ‘area committee’ member Krishna Praska along with Kosai Wateka alias Nirmala, Raju Hikoka alias Kiran and Durjan Mandingi. "The four had joined the Maoist organisation at different times between 2009 and 2010 and were involved in several Maoist offensives that took place in Narayanpatna and Bandhugaon areas in past few years," Koraput Superintendent of Police (SP) Awinash Kumar said, adds Outlook.

All the surrendered Maoists were associated with Srikakulam-Koraput Divisional Committee under Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist and they belonged to Narayanpatna of Koraput District. “The militia were assisting in spread of CPI (Maoist) activities in the area. A court in Koraput District of Odisha on June 10 sentenced Communist Party of India-Maoist (CPI-Maoist) leader Chenda Bhusanam alias Ghasi to 10 years rigorous imprisonment in connection with possession of arms and attack on Policemen, reports Zee News. The court of Additional District and Sessions Judge, Koraput, Pradip Kumar Mohanta found Ghasi guilty on June 9 and pronounced the quantum of punishment on June 10. The court also imposed a penalty of INR 35,000. Ghasi was convicted under section 27 of Arms Act, section 17 of Criminal Law (Amendment) Act and section 20 of Unlawful Activities Prevention Act (UAPA), said public prosecutor Sadananda Gouda.

The Centre will soon launch a psychological campaign using multimedia messages to discourage tribals from joining the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express on June 14. Using audiovisual content carrying development messages as primary weapons to counter the anti-government propaganda in Maoist-affected areas, four jingles in eight dialects will be aired on All India Radio and four videos will be telecasted on Doordarshan to reach out to the maximum number of people in four Maoist-affected states. The films will also be shown in Maoist-affected villages using a “video on wheels” facility. According to officials in the Union Ministry of Home Affairs (UMHA), the jingles will focus on Bihar, Chhattisgarh, Jharkhand and Odisha. Emotive themes such as “no gun, but pen”, “development, not violence”, “surrender arms, join the mainstream” will be used.

The Odisha Police on June 14 arrested five suspects associated with the Communist Party of India-Maoist (CPI-Maoist) on the allegation of providing logistic support to the Maoists from Rairakhol in Sambalpur District, reports The Pioneer. The arrestesses were identified as Jayakrushna Dehury, Krushna Chandra Badi, Purushottam Behera, Ramani Chandra Pradhan and Sagar Pradhan, and they all belonged to Talab village under Kisinda Police Station. The Police seized black clothes meant for stitching uniforms, other clothes for casual use, Maoist-related leaflets and some unique type of mobile phone chargers from them. Superintendent of Police (SP), Pratik Kumar Mohanty said, the arrestees were allegedly supplying medicines and clothes to the Sambalpur-Deogarh-Sundargarh (SDS) division of the CPI-Maoist.

The Chief Minister said parts of Malkangiri, Rayagada, Koraput, Gajapati and Mayurbhanj Districts were considered Maoist affected in 2000. However, in the current scenario, parts of 19 Districts: Koraput, Malkangiri, Rayagada, Ganjam (including Berhampur Police District), Keonjhar, Sambalpur, Deogarh, Jajpur, Kandhamal, Dhenkanal, Nayagarh, Kalahandi, Nuapada, Balangir and Bargarh are considered to be affected by CPI-Maoist activities in varying intensities, he said.

Chief Minister Naveen Patnaik on June 16 admitted in the Odisha Assembly that the Communist Party of India-Maoist (CPI-Maoist) activities in the State increased from five Districts in 2000 to 19 Districts, reports The New Indian Express. The Chief Minister said parts of Malkangiri, Rayagada, Koraput, Gajapati and Mayurbhanj Districts were considered Maoist affected in 2000. However, in the current scenario, parts of 19 Districts: Koraput, Malkangiri, Rayagada, Ganjam (including Berhampur Police District), Keonjhar, Sambalpur, Deogarh, Jajpur, Kandhamal, Dhenkanal, Nayagarh, Kalahandi, Nuapada, Balangir and Bargarh are considered to be affected by CPI-Maoist activities in varying intensities, he said. The Chief Minister, however, added no violence has been reported from Jajpur, Dhenkanal, Mayurbhanj, Sundargarh, Deogarh and Nayagarh Districts since 2011. Maintaining that the State Government has been continuously focusing on capacity upgradation of Security Forces (SFs) and security infrastructure in the affected areas, Patnaik added strategic deployment of SFs, effective anti-Maoist operations with greater synergy with the other Naxal-[Left-Wing Extremism (LWE)] affected States and Central Armed Police Forces (CAPF) have been done to deal with the situation. In order to deal with the Maoists, the Centre had also provided 17 battalions of CAPFs to the State in phases from 2001 to 2013, he said.

A civilian was shot dead by Communist Party of India-Maoist (CPI-Maoist) cadres in Semiliguda block of Koraput District on June 22, reports The Hindu. According to Police sources, the victim was Ashis Saunta, a youth from Tankuapada village under Kanti panchayat (village level local self government institution) under Semiliguda Police Station limits. Around 15 armed Maoists dragged Saunta away from his home and shot him from close range, as he had motivated people to vote during the recently held elections in his area, while the Maoists had given call for poll boycott, his family members said. However, in a hand written letter left at the spot of murder, the Srikakulam-Koraput divisional committee of the CPI-Maoist alleged that the victim was a Police informer.

District Superintendent of Police (SP) Prafulla Patra said the incident occurred when the Maoists were holding a meeting. The joint combing operation was conducted by Armed Reserve Police and Special Operation Group (SOG) of Odisha Police. The security personnel seized a country-made gun, a Self Loading Rifle (SLR), 13 detonators, eight live cartridges, a bundle of wire, food and other items. The SP added the Maoists who were camping there had come from Chhakapada area in adjoining Kandhamal District.
