Security Forces (SFs) on March 2 defused Improvised Explosive Devices (IEDs) weighing 50 kilogram during an anti-Naxal [Left-Wing Extremism (LWE)] operation in Rayagada District, reports The Business Standard. The incident occurred when troopers belonging to Central Reserve Police Force (CRPF) and State Police were out for an operational task in Tikarhamsa-Seshkal area of the District. Two suspected Communist Party of India-Maoist (CPI-Maoist) cadres were killed during an encounter with Security Forces (SFs) inside the forest under the Pottangi Police Station area of Koraput District on March 4, reports The Hindu. Koraput Superintendent of Police (SP) Awinash Kumar said as per initial information the uniform of the slain men hinted that they were CPI-Maoist commanders. Their identity was being ascertained. But they were suspected to be members of Koraput-Srikakulam division under the Andhra Odisha Border Special Zonal Committee (AOBSZC) of CPI-Maoist. The security personnel have also seized two carbines, two magazines of fire arms and a grenade from the encounter spot.

Odisha has sought additional Security Forces to ensure free and fair Lok Sabha (Lower House of the Parliament) and State Assembly elections on April 10 and April 17, the state's Chief Electoral Officer (CEO) said on March 5, reports Out Look. "We have already 89 companies of central para-military force in the state. We have sought additional force to conduct free and fair elections in both the Naxal hit areas and other parts of the state," Mona Sharma, the CEO, Odisha, told reporters. All precautionary steps would be taken in Left Wing Extremism (LEW) hit areas of the state, Sharma said, adding "the polling is being conducted one date in all the Naxal hit areas of the state and in adjoining areas in other states."

The Communist Party of India-Maoist (CPI-Maoist) cadres had an encounter with the Security Forces (SFs) in Sukhakani Barhahad forest near Dangteka village of Sambalpur District on March 12, reports The New Indian Express. After the encounter the SFs also neutralised a Maoist camp and recovered various materials. The camp was meant to accommodate 15 to 20 cadres. The operation was based on specific intelligence report that the Maoists were trying to develop a corridor which would unite the Maoists from Jharkhand with their Chhattisgarh counterparts. The Maoists also wanted to reorganise their base in the District. The group is led by secretary of Dakshin Chhotanagpur ‘zonal committee’ and hard core Maoist Samarji alias Anmol Hembram.

Wireless communication equipments of the Communist Party of India-Maoist (CPI-Maoist) were seized during an anti-Maoist operation in Malkangiri District on March 13, reports The Hindu. Speaking to The Hindu, Malkangiri Superintendent of Police (SP) said a team of personnel of Border Security Force (BSF) during their combing operation seized the equipments from a secret dump of Maoists. The dump was located near MV68 village under Kaliemla Police Station limits. The seized items included five modern walkie-talkies, an antenna for wireless communication and wires. It was suspected that Maoists had kept these communication equipments for use during plans of some violent activity during the election process in this District.

As CPI-Maoist cadres could not match the fire power of the SFs so they preferred to escape from the spot adds the report. According to Inspector General (IG) of Police, south-west range of Odisha, Yashwant Jethwa, SFs recovered eight landmines, three Single Barrel Muzzle Loading (SBML) guns, one 8mm pistol, 70 detonators, seven bundles of wire used to explode Improvised Explosive Devices (IED), five kilogram of gun powder, Maoist uniforms and literature from the camp.

Ruling out diversion of Central Paramilitary Forces for the ongoing anti-Naxal operations in the State, Director General of Police (DGP) Prakash Mishra said “There is no question of diverting the jawans, both the Central Paramilitary and the State’s Special Operation Group (SOG), deployed in the anti-Naxal operation. A woman CPI-Maoist cadre, identified as Sancharia Ganju alias Sushama (20) belonging to Ranchi District of Jharkhand, of Saranda ‘sub-committee’ of Sambalpur-Deogarh-Sundergarh (SDS) Division surrendered before Sambalpur District Police on March 16, reports The Times of India. Sambalpur Superintendent of Police (SP) Pratik Mohanty said she gave up without any arms. She is six months pregnant. Sancharia joined the Maoists as a member of cultural team in 2007 and was inducted as an armed cadre in 2009. She was married to ‘deputy commander’, Saranda ‘sub-committee’, Bhima Luhura in 2010. She was one among 30 members who entered Sambalpur area recently to reorganize the SDS division.

In a signed two page letter written in Odia, Daya and Aruna, ‘secretaries’ of Srikakulam-Koraput Divisional Committee and Narayanpatna Anchalika Committee of the CPI-Maoist respectively, termed Nachika’s surrender move as ‘drama’ that would serve his own interests at the cost of larger interests of the Maoist-hit block. The letter said “During 2012 panchayat poll, School and Mass Education Minister Rabi Nanda, Koraput Member of Parliament (MP) Jayram Pangi, Member of Legislative Assembly (MLA) Jhina Hikaka and Raghuram Padal had signed on a 10-point charter of demands. But Biju Janata Dal has not fulfilled any one of the demands. In next poll, Nachika demanded BJD ticket for Laxmipur. He has weakened the agitation by telling people that they would get facilities by going the electoral way. Without caring for people’s problem, Nachika has demanded withdrawal of cases against him.”

A secret Communist Party of India-Maoist (CPI-Maoist) camp operating in forest under Raighar Police Station limits near Chhattisgarh border in Nabarangpur District of south Odisha was neutralised by Security Forces following an exchange of fire along with seizure of explosives and arms, reports The Hindu on March 18. According to Inspector General (IG) of Police, south-west range of Odisha, Yashawant Jethwa; the seized items included eight landmines, three Single Barrel Muzzle Loading (SBML) guns, one 8MM pistol, 70 detonators, seven bundles of wire used to explode Improvised Explosive Devices (IED), five kilogram of gun powder, Maoist uniforms and literature. A solar panel was recovered from the spot hinting that the naxalites have started using solar power for their electronic equipments.

Four persons involved in supplying explosives, ammunition and medicines to Odisha Maovadi Party (OMP) led by Sabyasachi Panda were arrested from Rahaguda forest in Sorada Police Station area of Ganjam District bordering Kandhamal District, reports The Hindu on March 18. Police also recovered 20 detonators, five gelatine sticks, 12 live ammunitions of AK47 rifle, and medicines from them. According to the Police, the arrested persons included two members of the OMP and two other Maoist supporters. All of them were from villages under Sorada PoliceSstation limits. The two alleged OMP cadres were Mitua Mallik of Sorapadi village and Suresh Mallik of Jirakua village. The Maoist supporters who were arrested along with them were Kanha Mallik of Salimagochha and Jacob Mallik of Jirakua.

The Centre has deputed 70 Indian Police Service (IPS) officers of Inspector General level and 6,000 troops to assist the Election Commission in ensuring free and fair elections in insurgency prone areas of the country, reports DNA on March 19. A majority of these IPS officers will be deputed in the Communist Party of India-Maoist (CPI-Maoist) affected regions of Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra and Andhra Pradesh. Their brief is to oversee the deployment of paramilitary forces and coordinate and conduct operations with the help of the State Police to defeat Maoist' designs to carry out political assassinations and enforce their writ among tribals to boycott polls. In addition, 6,000 troops, mainly comprising of Commandos from Greyhound Force of Andhra Pradesh, Central Reserve Police Force's (CRPF) Commando Battalion for Resolute Action (CoBRA) and the Special Task Force (STF) to carry out precision strikes against CPI-Maoist in Chhattisgarh's Bastar region and surrounding border areas of Jharkhand, Odisha and Maharashtra. The commandos will be aided by air reconnaissance carried out simultaneously by four Israeli herons. These troops are in addition to the 90,000 central security personnel currently engaged in anti-Maoist operations in five states of Chhattisgarh, Jharkhand, Bihar, Odisha and Maharashtra.

Fresh anti-poll posters put up by Communist Party of India-Maoist (CPI-Maoist) cadres have surfaced at Parsali panchayat (village level local self government institution) office of Kalyansingpur block in Rayagada District on March 22, leaving local leaders worried over the peaceful conduct of Lok Sabha (Lower House of Indian Parliament) and State Assembly elections in the State, reports The New Indian Express. The Maoists recently urged the Dongria Kondhs, tribal people of the area, residing in the nearby Niyamgiri hill to boycott the upcoming elections. Few days back, similar posters were found in the interior areas of Majhiguda and Dasmantpur panchayats of Koraput District where the Maoists had asked the locals not to exercise their franchise on April 10 and accused all political parties of being anti-poor. The posters also asked the people not to let politicians enter villages for campaigning.

Two Border Security Force (BSF) personnel were injured when an improvised explosive device (IED), planted by the Communist Party of India-Maoist (CPI-Maoist) in Malkangiri District of Odisha, exploded on March 28, reports The Hindu. Speaking to The Hindu, Malkangiri Superintendent of Police (SP), Akhileswar Singh, said the blast occurred in a remote jungle area between MV126 and Telarai villages under Kalimela Police Station limits at around 9.30 a.m. Around 40 BSF personnel were involved in an anti-Maoist operation in the area ahead of the elections. The injured assistant sub-inspector and a trooper were immediately shifted to Malkangiri District hospital. As their condition was serious they were airlifted to Visakhapatnam. According to the SP, the IED was kept concealed in a bush. It exploded when one of the BSF personnel stepped on it. The Maoists had put up posters and banners in the area giving a call for poll boycott. The posters and banners were later removed by security personnel.

Altogether 21 Assembly and seven Lok Sabha (Lower House of Indian Parliament) constituencies face high levels of CPI-Maoist threat and come under (A) category, while 15 Assembly and one Lok Sabha segment come under (B) because of moderate threat and 22 Assembly and six Lok Sabha constituencies have low levels of CPI-Maoist threat. 19 out of 30 Districts in Odisha are CPI-Maoist affected.
