Communist Party of India-Maoist (CPI-Maoist) cadres have abducted at least three persons, including an elected panchayat (village level local self-Government institution) representative, at Mahupadar village under Mathili Police Station limits in Malkangiri District on May 1, reports The Times of India. The abducted persons have been identified as the naib sarpanch (deputy head of village level local self-Government institution) of Mahupadar Budu Durua, a trader Budu Naik and another villager Malsa Kalra, accusing them of helping the Police. Police suspect the involvement of Daharba Division of the Maoist in the abduction, which operates in the Odisha-Chhattisgarh border areas.

Optimistic of bringing the Communist Party of India-Maoist (CPI-Maoist) menace under control to a great extent in Odisha soon, Director General of Police (DGP) Prakash Mishra on May 2 appealed to the president of Maoist-backed Chasi Muliya Adivasi Sangh (CMAS), Nachika Linga, to surrender, reports IBN Live. Stating that situation was gradually improving in once troubled area of Narayanpatna area, the DGP said surrender of over 2,000 tribals after deserting CMAS since January 2013, has helped the administration. "There is a sign of improvement in Narayanpatna and the development activities need to be expedited in the area to instill confidence among the locals," Mishra said. Focusing on the ongoing counter insurgency operations in the State, he said, "Out of 19 Maoist-hit Districts, the Naxals have been controlled to a good extent in as many as 11 Districts and we are hopeful of controlling the Maoists in others Districts in next few months." He said that special focus is being given to Rayagada and Kandhamal Districts and Security measures have been strengthened in the two Districts. "A battalion of BSF [Border Security Force] will be deployed in Raygada and Kandhamal districts which will strengthen our fight against the extremists," the DGP said. Further, an anti-extremist training school along with a hub for Special Operation Group (SOG) were all set to be established at Koraput soon and land for the same was selected near the railway station in the town, DGP Mishra said in the press meet at Koraput.

The Communist Party of India-Maoist (CPI-Maoist) has stepped up their expansion drive in western Odisha and the trijunction of Karnataka-Tamil Nadu-Kerala, a latest assessment by the Union Ministry of Home Affairs (MHA) has revealed, reports Hindustan Times. “The sustained campaign against Naxals in their strongholds of Sukma, Bijapur and Narayanpur in Chhattisgarh, Gadchiroli of Maharashtra and Saranada forest of Jharkhand has forced the Maoists to expand in new areas,” said a senior security officer. According to the assessment, Maoists are pushing in the western Odisha districts of Bolangir, Bargarh, Nuapada and Nabarangpur. They also held a large meeting in Pardarha village of Nuapada, which was attended by their four central committee members. Besides Odisha, Maoists have been trying to new front in area around tri-junction of Karnataka-Kerala-Tamil Nadu for the last many years. The security forces have seen renewed Maoist activities in this region this year. The MHA assessment also shows that in the first three months of the current year more Maoists have been killed in comparison to the Security Force (SF) personnel than in the same period in last year. In the first three months of last year, 53 security personnel had been killed, while the figure for Naxals killed in clashes with the security forces and their own breakaway factions stood at 20. But in 2013, in the first three months ending March 31, only 25 SF personnel lost their lives in anti-Naxal operations whereas 30 Maoist were killed clashes with the SFs and breakaway factions like Tritiya Prastuti Committee (TPC).

Security Forces (SFs) recovered a huge cache of explosives and Maoist belongings during a combing operation at Narayanpatna in Koraput District, on May 3, reports The times of India. Koraput Superintendent of Police (SP), Avinash Kumar said "We had reports that the Maoists had dumped explosives and other belongings at Urlikota forest and accordingly an operation was launched". Two empty cases of claymore mines, six quintal ammonium nitrate used for making landmines, live bullets of .303 gun, a computer, a scanner, huge quantity of malaria medicines, three pairs of boots, Maoist literature and posters were recovered. The SP added "We have intensified search operation in and around Urlikota".

Communist Party of India-Maoist (CPI-Maoist) cadres have killed a village panchayat (village level local self-government institution) member in Mathili area of Malkangiri District, on May 4, reports Zee News. However, they released two others who were abducted along with the panchayat member. The body of Budha Dharua, naib sarpanch (deputy head of village level local self-government institution) of Mahupadar village, was found on a forest road with his throat slit. The Maoists had abducted Dharua and two others from Mahupadar village on May 1 night. While Dharua was believed to have been killed last night on the suspicion of being a Police informer, the other two -- Buduram Nayak and Mansai Karla - were released by them.

A welding unit of Maoists used to manufacture Improvised Explosive Devices (IED) was unearthed by Security Forces (SFs) in Narayanpatna block of Koraput District on May 5, reports The Hindu. It was traced near Jakapani under the Narayanpatna Police Station limits during a joint operation by the Border Security Force (BSF) and Koraput District Police. Since past few months, SFs were searching for such units as there was much evidence that Maoists in Narayanpatna area were involved in manufacturing IEDs, including claymore mines, through use of welding and lathe machines. The items seized from the unit included gas-welding machine as well as gas cylinders used for welding. Investigation was initiated to identify the network through which the Maoists were getting their supply of gases and other goods needed for metal cutting and welding inside the dense jungle, Police source said. On March 13, equipment and goods used to manufacture claymore mines by Maoists were seized by security forces from Narikhilua jungle in Narayanpatna block.

Police recovered a huge quantity of groceries from a forest under Bargarh District’s Boden Police Station limits after an exchange of fire with Communist Party of India-Maoist (CPI-Maoist) cadres in the morning of May 7, reports The Times of India. There were no casualties on either side, Police said, adding that the Maoists were planning subversive activities in the area to terrorize locals. "We had intensified combing operation in the area following reports of terror plans by the Red rebels," said Sub-Divisional Police Officer (SDPO) (Padmapur) Parul Gupta. When contacted, Malkangiri Superintendent of Police (SP) Akhileswar Singh confirmed that three to four persons were taken away by force by Maoists from Kiang, Tentuliguma and Kartanpalli villages. Owing to remoteness of the area and lack of mobile communication, details of the incident was still awaited. According to the Police sources, the abducted persons included Kartanpalli Sarpanch Gopi Nayak, a tractor driver and an accountant of a tendu leaf trader. It may be noted that a mobile communication tower of a private company was damaged by Maoists at Kiang on April 24 night affecting communication in the area. Recent abduction was the third one in the area. In April, Maoists abducted three tribal people from Kiang village. Two of the abducted tribal persons, Gopi Pujari and Hatiram Pujari, were killed and their bodies were located near Kiang village on April 25. Maoists also abducted three other tribal people, including an elected nayab (deputy) Sarpanch Budu Nayak from Mahupada village on May 3. The nayab Sarpanch was murdered and his body was located near Mahupada village on May 4. The other two abducted tribal persons, who were small time traders, were released. According to the Police, Maoists of Darava division of adjoining Chhattisgarh were behind the violent activities in Mathili area. Other sources said, some 170 Maoists from Chhattisgarh who are now in the area bordering Malkangiri and Koraput Districts of Odisha and Chhattisgarh are trying strengthen their base in the remote Mathili area through these abductions and killings.

The meeting took place amid intelligence reports that the extremists are planning to blow up the nearly a 110-meter-long Kiang Bridge; the only connection to the rather inaccessible hilly and heavily forested Mathili area, bordering Chhattisgarh. "There is a security camp at Mathilil, but forces hardly move into the interior areas crossing the bridge out of fear of being ambushed by the extremists. The Union Ministry of Home Affairs (MHA) has told the Bihar Government that it can use Sashastra Seema Bal (SSB) for operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on May 21.The MHA has spared one battalion of SSB to be exclusively used against Maoists. Sources in the State Police headquarters said that one such battalion of SSB is already undergoing training in Assam about the operational tactics while dealing with Maoists as the force is otherwise created entirely to tackle illegal activities on Indo-Nepal border. They further said that that the MHA had recently allocated 10 battalions of SSB for anti-Maoists operations to different states. Of these, five battalions were sent to Chhattisgarh, two each to Jharkhand and Orissa and one to Bihar. The Police headquarters have decided to deploy the one battalion of SSB in the north Bihar districts including East Champaran, Sheohar and Sitamarhi and Bagaha police district once the force returns to the state after training. Sources further said that the two battalions of Central Reserve Police Force (CRPF), which were earlier closed by the MHA and sent to Chhattisgarh, have again been returned to Bihar. As far the CRPF goes, the Police headquarters, sources mentioned, would deploy additional five companies in Jamui District where already four companies are on the job. That apart two companies would be sent to Munger and one to Lakhisarai. In the central Bihar, three companies of CRPF would be deployed in Gaya, two in Aurangabad and one in Jehanabad besides two in Rohtas and one in Kaimur.

A trader was transporting about 70 bags of Tendu leaf after buying it from Khariar. "The Maoists asked the truck driver to get down. Then they lighted the diesel tank and stayed at the spot till the truck was reduced to ashes,” said a police officer quoting the driver. They however didn't leave any poster at the spot. In 2012, the Maoists set four Tendu leaf godowns on fire in Badabanki, Sanabanki, Dharamsagar and Sanmaheswar under Khariar division. Major urban centres in the country, including the National Capital New Delhi, may witness targeted killings by Communist Party of India-Maoist (CPI-Maoist) in coming months as they are looking for opportunities to carry out violence, intelligence reports have warned, The Times of India reported on May 29. To get maximum mileage in respect of getting international attention as well as to boost the morale of the cadres, the Maoists would now try to carry out spectacular violence over soft targets in urban centres, the reports said. The reports suggested that Maoists have suffered significant reverses in recent past and the May 25 attack in Sukma District was the result of the extremists' attempt to hog national limelight and reassert their influence. Official sources said the desperation of Maoists reflected in the intercepted conversations of the few top leaders mostly hiding in deep jungles of Chhattisgarh, Jharkhand and Odisha.

The Maoist, Surya Negi, was on the most-wanted list of Sambalpur police as he was trying to reorganize the outfit in the District. Though Police are yet to confirm his arrest, a source revealed that the Maoist was detained while moving towards Kisinda jungle in the afternoon of May 31.

Security operations against the Communist Party of India-Maoist (CPI-Maoist) were intensified along Odisha-Chhattisgarh border in Malkangiri and Koraput Districts with deployment of additional Security Forces on May 31, reports The Times of India. "More forces have been sent to the border areas and combing operations, launched on Tuesday [May 28], intensified. Though the situation is under control, we are not taking any chance," said Superintendent of Police-SP (Malkangiri) Akhileswar Singh. Police said two more batches of Border Security Force (BSF) were sent to Mathili in Malkangiri District to strengthen the counter-insurgency operations and check possible infiltration of Maoists into Odisha after the carnage at Dharba ghat road in Chhattisgarh on May 25. Police suspects the Maoists, post May 25 attack, are hiding at Tulsi Dongor, which has a thick forest cover and no permanent security camp. While 90% of Tulsi Dongor is within Chhattisgarh, the remaining portion falls in Odisha. "Our operations are yet to yield any result. Tulsi Dongor being a much safer place, it is suspected that the ultras have preferred to stay put there instead of sneaking into Odisha," the SP said.
