Nearly 200 Greyhounds personnel of the Andhra Police returned on October 31 after conducting an intensive combing operation in the Andhra-Orissa border area for five days, reports The Hindu. According to unconfirmed reports, the operation was launched following information that the Maoists planned a huge meeting in the Malkangiri area of Odisha which they wound up even before the Greyhounds reached the area. A top Maoist leader Ramakrishna, who is now in-charge of AOB, is believed to be in the area. Many other leaders like Chalapathi, its Andhra-Odisha-Border, Military Commission head, have been spotted in the area.

The Times of India reports that Odisha Police on November 5 said they have arrested a senior Maoist, Arta Bhoi, following a raid at Basloi village in Jujomora Police Station area in Sambalpur District. Sambalpur Superintendent of Police (SP), Nikhil Kanodia said Bhoi was arrested on November 4 by SOG and CRPF personnel. The SP said Bhoi was involved in as many as 19 criminal cases, including the arson at ARSS crusher unit and a gun battle with police near Jujomora recently. Police have also seized some explosive materials from his possession. "The materials seized from the accused include 10 detonators, three gelatin sticks, several batteries, 10 meters of fuse wire and his cell phone."

The Pioneer reports that Communist Party of India-Maoist (CPI-Maoist) cadres on November 7 damaged an Andhra Pradesh Road Transport Corporation (APRTC) bus between Dandabadi village and Parvatipuram in Koraput District on the Narayanpatna route. The Maoists broke the window and front panes and cut the seats demanding Maoist leader Damodar who was arrested on September 25 be produced in court. Following a meeting with Chief Minister Naveen Patnaik on November 9, Union Home Minister P. Chidambaram said, “There is a deployment of about 10,000 Central paramilitary forces in the State. However, the Maoists violence is still high in Orissa.” “Four years ago, we had only four battalions of Central armed Police in the State. Today, their number is 13 battalions apart from one battalion of Cobra (Commando Battalion for Resolute Action),” he added. Reacting to Chidambaram’s statement, the Chief Minister asserted that the number of casualties in such incidents had actually dropped because of his Government’s proactive action.

The Times of India reports that Police arrested three suspected Communist Party of India-Maoist (CPI-Maoist) cadres from Jujomora Police Station area in Sambalpur District on November 9 after conducting raids at various places. They also sized gun -powder from the possession of one of them. The arrested Maoists are Rohit Chhuria alias Mithun (19) of Khaliapali village, Kusha Bhoi (45) of Mundtal village and Sathya Narayan Bhoi of Jhankarbahali village (35). Police said they all were involved in a crusher arson case in Mundher village on October 25 and a gun battle with Police near Jhankarbahali jungle on the next day.

The Pioneer reports that the Union Home Minister, P Chidambaram has advised the Odisha Government to announce a reward policy for getting information leading to arrest of top Communist Party of India-Maoist (CPI-Maoist) leaders. There are at least three top Maoist leaders in the rank of 'Central Committee' of Maoists who are moving in the State, revealed the Union Minister during his interaction with the State Government on November 9, sources said. Chidambaram said Andhra Pradesh was rewarding villagers with INR 1.2 million for providing information leading to arrest of the Maoists' Central and State Committee leaders. The Odisha Government should make the reward to INR 2 million so that people would be interested to provide information and this would help stop killing of innocent people. Posters announcing the reward amounts need to be put up in the villages, he added.

The Hindustan Times reports that continuing the Ministry of Home Affairs’ (MHA’s) close monitoring of the naxal (Left-Wing Extremism) situation, Union Home Minister P Chidambaram will visit Maharashtra and Chhattisgarh next week for an on-the-spot review and press for better coordination among Security Forces( SF’s). In addition, concerned over unplanned action against the Communist Party of India-Maoist (CPI-Maoist), the MHA has asked the affected States to chalk out detailed programme for offensive against the Maoists as well as for development. Home Minister, P Chidambaram during his recent visit to Odisha and Jharkhand has conveyed to the two State Governments that without foolproof planning of Police action and development programmes, the menace could not be tackled successfully, official sources said. The budget allocation under Security Related Expenditure scheme has been increased to Rs 337 crore in 2011-12 as against only Rs 80 crore in 2008-09.

During the 2009 elections, Nabarangpur District, including Umerkote assembly segment, was considered a Maoist-free zone. Odishadiary.com reports that Odisha Government has planned to set up its own Pioneer Battalions to establish certain vital bridges and roads in the Maoist-hit Districts. Sources say the State Government, in the first phase, would raise two Pioneer Battalions on the lines of the Border Road Organisation (BRO). The Union Ministry of Home Affairs has accepted the State Government's proposal in this regard and has agreed to contribute INR 200 million for each battalion to be raised. Technical persons, including engineers, would be appointed in the Pioneer Battalions. Odisha would be the first State in the country to have its own Pioneer Battalions while the concept already exists in the Indian Army. The members of the Pioneer Battalions would be imparted special training to work in difficult situations.

The Maoists on October 25 damaged the pipeline near Chitrakonda on the Odisha and Andhra Pradesh border that had literally closed down company’s operations. The villagers are reported opposing the repair work allegedly at the behest of Maoists and refused to allow the entry of company officials to the site. It must be noted that prior to this, the pipeline had been non-functional for the past 18 months due to which the company had incurred a massive loss of INR 18 billion.
