Police arrested four suspected Maoists for their links with the Communist Party of India-Maoist (CPI-Maoist) in Bolangir District on November 2, reports The Times of India. The suspects were identified as Ram Singh Bariha, a panchayat samiti member in Tureikela block, and his two sons, Debraj and Ganesh. The fourth, Tulsiram Jagat, was a social worker in Khaparakhol block. "The four were involved in extorting money from local contractors and businessmen to raise funds for the Maoists. We have seized INR 1.5 lakh from them," said Deputy Inspector General (DIG) Sanjay Kumar. "They also ran a frontal Maoist organization called Janabadi Sangharsh Samiti. It was involved in luring local youths to join the Red rebels," the DIG added.

A group of 30 armed Communist Party of India-Maoist (CPI-Maoist) cadres barged into the house of one Murali Meher of Rengali village in Khaparakhol block in Bolangir District of Odisha and gunned him down on November 3, reports The Telegraph. The Maoists left a leaflet at the spot, saying that the deceased was a liquor trader and Police informer. Following the incident, the Police began a combing operation in the nearby forest of San Banjipali village in the District and spotted a Maoist camp. After a brief exchange of fire, the Maoists fled. Deputy Inspector General of Police (DIG) (Sambalpur, northern range) Sanjaya Kumar said the Police had found some weapons and logistic materials from the camp. “We have seized two tiffin bombs, gelatine packets, detonators, live wires, two tents, medicines, clothes and utensils from the spot. We have pressed sniffer dogs into service,” Kumar added.

Chief Minister Naveen Patnaik, on November 6, approved the proposal to raise two specialised India Reserve Battalions (IRBs) having engineering wings, reports Daily Pioneer. According to official sources, the Chief Minister also sanctioned posts of 1,042 Constables for recruitment in the proposed specialised IRBs, which would be raised during the current financial year. The specialised IRBs with engineering wings would be commissioned in the State Police to take up construction activities in the Maoist-affected areas. This will facilitate improving the much-needed infrastructure facilities in the Maoist zones.

Eight Districts in Odisha have been freed from the menace of Communist Party of India-Maoist (CPI-Maoist) due to aggressive operations and now the focus would be on the western Districts, Director General of Police (DGP) Prakash Mishra said on November 7, reports Outlook India. "We have achieved major successes against Naxals [Left Wing Extremists (LWEs)]. About 8 of the 17 Maoist-affected Districts are now free from the menace following aggressive drives," he told reporters during a visit to Rourkela in Sundergarh District. The eight Districts are Nayagarh, Jajpur, Dhenkanal, Sundergarh, Keonjhar, Sambalpur, Mayurbhanj and Deogarh, he said. The Police would now concentrate on Bolangir, Bargarh and Nabarangpur in western Odisha along with Gajapati and Rayagada Districts to demolish Naxal bases, he said. "Our other main thrust would be on Koraput and Malkangiri. We have special aggressive plans for those areas and in the coming days you will find defining results there for the forces," Mishra added. On Maoist leader Sabyasachi Panda, the DGP said, "He has set up bases in Gajapati, Ganjam and Kandhamal. Panda's base is weakening. Besides, the situation has changed after he left the CPI-Maoist and formed Odisha Maoist Party."

Security Forces (SFs) unearthed explosive materials belonging to Communist Party of India-Maoist (CPI-Maoist) in Kandhamal and Koraput Districts of Odisha during separate combing operations on November 14, reports The Hindu. According to Koraput District Police sources, on November 14, SFs raided a Maoist camp inside the jungle near Samna village under Narayanpatna Block. But the Maoists managed to escape. The items seized from the camp included 129 gelatine sticks, 15 metres of codex wire and 20 metres of flexible wire, one tiffin bomb, maps, a steel container used to prepare Improvised Explosive Device (IED), materials of day to day use, Maoist uniforms, leaflets and literature.

Three months after Sabyasachi Panda was expelled from the Communist Party of India-Maoist (CPI-Maoist), five cadres of the Panda-led Odisha Maovadi Party (OMP), were killed and a few others were injured during an encounter in Gajapati District on November 14, reports The Times of India. Two Security Force (SF) personnel also sustained injuries in the encounter. The gun-battle took place at Bhaliagada forest in Gobindpur Panchayat area under Mohana Police Station limits of Gajapati District bordering Ganjam District around 11 am when a police patrolling party came across a Maoist camp where Panda and around 15 of his associates were present, police said. "The Maoists opened fire and our men retaliated likewise. The gun-battle continued for an hour. We have recovered five bodies (all male) from the spot," Director General of Police (DGP) Prakash Mishra said. "Their identities are yet to be ascertained, but we believe they were from Kandhamal and Gajapati Districts and indoctrinated in the Maoist ideology," he added. Police said the blood trail from spot of encounter to the jungle suggested that some of the extremists were injured. "We have seized an Italian-make pistol, which is supposed to be Panda's personal weapon. This forces us to suspect he was present during the gun-battle and could be injured as well," a senior Police officer said. Superintendent of Police (SP) (Ganjam) Ashish Singh said Police have seized four country-made guns, two 9 mm pistols, around 80 kg of explosives and 35 rounds of live cartridges from the spot. Commenting on the incident, DGP Mishra said "We have specific information that he (Panda) was for a big build-up. Reports say his group strength has increased to 27. He has been recruiting people to the group," adds The Business Standard. Further, according to Press Trust of India, another cadre was arrested following the encounter.

Commenting on the operation a Senior State Police Official said the operation has been intensified in the Southern Districts of Ganjam, Gajapati, Kandhamal and Rayagada. Deputy Inspector General (DIG) (Southern Range) RK Sharma said "Around 300 personnel, including Central Reserve Police Forces (CRPF), Special Operation Group (SOG), District Voluntary Force (DVF) and local Police were involved in the operation," reports The Times of India on November 17. Five persons, said to be part of Sabyasachi’s group, Odisha Maovadi Party (OMP), were killed in the encounter. According to the Police, the four Naxalites (Left Wing Extremists) were arrested in the Bhaliaguda area under Mohana police station in Gajapati District. The arrested persons were Naju Mallik, Bulu Mallik, Kalia Mallik, and Rutu Mallik. They were allegedly cadres of the OMP. A country-made SBML gun, a country-made pistol, four rounds of 8 mm ammunition, and 20 electronic detonators were among the items seized from the arrested persons. Speaking to The Hindu, Deputy Inspector-General (DIG) of police, southern range, R.K. Sharma said statements of the arrested Maoists confirmed that members of the extremist group were injured in the encounter with security forces on November 14. “According to the arrested Maoists, the top commander in the Sabyasachi group was seriously injured as he had received a bullet wound in his abdomen. Besides, one full battalion is placed in Nuapara District bordering Chhattisgarh.” Each company was being accompanied by two or three platoons of the Special Operations Group (SOG) of Odisha. Estimates suggest that no fewer than 2500 security personnel are involved in the operation. “We have clear orders to get him (Panda) arrested or ensure his surrender,” said the officer. However, a senior CRPF official said the operation adjacent to the Chhattisgarh border “may not be for Panda.” “The operations in the hinterland (Kandhamal, Ganjam and Gajapati) are for Panda. Communist Party of India-Maoist (CPI-Maoist) politburo member and hardline strategist Katakam Sudarshan alias Anand, who carries a reward of INR 1.2 million on his head, is poised to replace Koteswara Rao alias Kishanji as the supreme leader of the Maoists in West Bengal, Jharkhand and Odisha, reports Hindustan Times. Kishanji was killed by Security Forces (SFs) in a gunfight on November 24, 2011. “We have information that Anand, who is a politburo member and among the senior leaders of the party is replacing or has replaced Kishenji. He would be or is heading the eastern regional bureau of the CPI(Maoist). We have alerted our forces who are keeping a strict vigil,” said a home department official. Sudarshan is known for his ability to draw up strategies in both the political and military spheres of action and mostly works at the planning stage. Sudarshan, who hails from Adilabad in Andhra Pradesh, is an engineer by training. He joined the Maoist fold in the 1980s. The Police describe him as “a soft spoken stocky man around 5ft 2inches tall with a dark complexion”. SFs suspect that Sudarshan planned the massacre of 75 CRPF personnel in Dantewada, Chhattisgarh on April 6, 2010.

According to Devadutta Singh, Deputy Inspector-General (DIG) of Police, South-West R ange, and Avinash Kumar, Superintendent of Police (SP), Koraput, the two Maoists were arrested at Dumbaguda village. Both of them were part of the hardcore militia group of Srikakulam-Koraput Joint Divisional Committee of the Maoists. Apart from it, they were also prominent members of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna area. Both were close to CMAS leader Nachika Linga, who is in the most wanted list of both Odisha and Andhra Police. Commenting on the arrest, Koraput Superintendent of Police (SP), Avinash Kumar said "They were arrested from their homes. According to Kandhamal District Police sources, the Maoist dump was recovered during a Joint Combing Operation by the District Police, Special Operation Group (SOG) and Central Reserve Police Force (CRPF) in Badabanga forest near Kerubadi. A landmine containing around 20 kilogram explosive and two other Improvised Explosive Devices (IED) each having two kilogram explosives, wire used to detonate landmines were seized from the spot.
