A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Singa Katami alias Mahesh, allegedly involved in several violent incidents was arrested during combing operations by Security Forces (SFs) in Sudhakonda forest in Malkangiri Village (MV)-79 in Malkangiri District on November 1, reports odishatoday.com. Mahesh had joined the CPI-Maoist in 2009 and had been working under Kalimela Dalam (squad). He was involved in a number of Maoist acts including a major encounter with SFs at Tentulipadar in 2011 and Janiguda Border Security Force (BSF) ambush in 2012, Superintendent of Police (SP) Mitrabhanu Mohapatra said, adding Mahesh also functioned as a bodyguard of Maoist leader Uday.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a tribal village headman, identified as Radhaya Sirika (60), in Siriguda village under Narayanpatna block in Koraput District on November 6, reports The Times of India. Though the modus operandi of the killing is similar to that of Maoists, Police are yet to confirm their involvement. "The assailants slit the throat of the victim with a sharp-edged weapon. No Maoist poster or banner was found near the body," Superintendent of Police (SP) Charan Singh Meena said. Police claimed the deceased was never a ‘Police informer’ and he might have been killed for some other reason. "The reason behind the killing will be known once we complete our inquiry," he added.

A 24-hour bandh (general shut down) call given by Maoists evoked mixed response in Malkangiri District on November 8, reports The Times of India. "Though Malkangiri comes under Dandakaranya region, the bandh failed to evoke any response here," said a source at Malkangiri. However, Maoist posters in huge numbers were spotted in interior pockets of Mathili block, which shares border with Chhattisgarh. The posters urged locals to cooperate during the bandh period. The Maoists had dug Kiang-Udaigiri road under Mathili Police Station limits at several places to restrict movement of vehicles. Police said security arrangements were enhanced in view of the bandh call and no untoward incident was reported. "As Mathili comes under operational area of the DKSZC (Dandakaranya Special Zonal Committee), the guerillas damaged an interior road," Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Binaprava Meksima Kullus (32), surrendered before the Rourkela Police in Sundargarh District on November 8, reports The Pioneer. Addressing a Press meet, Rourkela Additional Superintendent of Police Santosh Kumar Mohanty and Mahila Police Station Inspector in Charge (IIC) Prativa Majhi informed that Kullus, a resident of Dahichor under Gurundia block of the District, had fallen in love with one Suria about four months ago. Suria had promised her to marry and she had eloped with him, but she had no idea that Suria is a Maoist cadre. Suria engaged her in Maoist activities. After she became sick, she fled from the Maoist organisation and surrendered before the Police. “As per the provision for surrendered Maoists, we will provide her all necessary support,” said IIC Prativa Majhi.

The Union Ministry of Home Affairs (UMHA) is likely to discuss the deplorable performance of Communist Party of India-Maoist (CPI-Maoist)-affected States in ensuring the rights and entitlement of the local communities during a high-level meeting, reports The New Indian Express on November 13. The Government had enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. Bihar, which last year (2013) reported 176 incidents, could only distribute 1.67 per cent of title deeds to forest dwellers. Till July 31, Bihar had received 2,930 claims, but only 28 title deeds were distributed. Chhattisgarh, which reported 353 incidents in 2013, had received 7,56,062 claims, but only 3,12,250 title deeds could be distributed. Although Chhattisgarh has performed much better with 43.73 per cent title distribution when compared to Bihar, the State rejected over four lakh claims. Sources said among the states, Odisha was the best performing State in terms of ensuring the rights and entitlement of local communities, distributing 70.71 percent title deeds. Even states such as Maharashtra could only distribute 1,43,283 title deeds out of 3,48.075 claims. Blaming the Maoist menace in certain worst affected areas for the delay in the development activities, sources said the road network of 2,297 km remained incomplete because it fell under the Maoist dominated areas. The Centre had approved INR 73 billion under Road Requirement Plan-I for Maoist-affected areas in 34 Districts. So far, the agencies have completed 3,180 km-long road network.

Defying the Maoist threat, hundreds of tribals from the cut-off areas in Malkangiri District, for the first time, arrived at the District headquarters town on November 13, and submitted an 11-point charter of demands to the collector demanding developmental work in their area, reports Odisha Sun Times. According to reports, the tribals from Panasput, Andrapali and Jodambara panchayats (village level local self Government institutions) arrived at Hatapadia after crossing the Balimela reservoir in four special motor launches. From there, the tribals, led by Panasput sarpanch (head of Panchayat, village level local self Government institution) Arjun Hantal and former sarpanch Ghasi Khara, took out a rally to Malkangiri town. Later, the tribal delegation met the District Collector B Prasant Reddy and Superintendent of Police (SP) Mitrabhanu Mohapatra and submitted the memorandum.

The cadres of the Communist Party of India-Maoist (CPI-Maoist) belonging to the Srikakulam-Koraput Division, reportedly damaged a private guesthouse of a granite company at Pedapadu village under Pottangi block in Koraput District in the night of November 13, reports The Times of India. They used a JCB machine of the company to pull down the structure. Expect for the watchman, no one was present in the guesthouse, Police said. According to posters found from the spot, the attack was in protest against establishment of a Border Security Force (BSF) camp in the area. "There is no proposal to set up a BSF camp at Pedapadu. The Maoists did it to create panic among people," Inspector General of Police (IGP) (south-western range) Y K Jethwa said.

Suspecting that extensive illegal hemp cultivation in some parts of the State is benefiting Maoist organisations, the Odisha Police have taken steps to destroy these cultivations and initiate criminal proceedings against land owners who are allowing the cultivation of hemp on their land, reports The Hindu on November 15. “We suspect the Maoist organisations are encouraging hemp cultivations in certain Districts of the State and are reaping rich dividends by this illegal trade”, said Odisha Director General of Police (DGP) Sanjiv Marik in Cuttack District on November 14. Sources said in 2011-12 nearly 1575 acres of hemp cultivations were destroyed by the Police in the State and in the following year 1305 acres were in target. However, after forming a multi-agency squad comprising excise, revenue and forest officials, the State Police were able to destroy 3523 acres of hemp cultivations in the year 2013-14.

The Minister of State for Health and Family Welfare Atanu Sabyasachi Nayak while answering a question in Odisha State Assembly on November 21 said there are as many as 1,647 posts of doctor, which is 34.02 per cent of the sanctioned strength, vacant in Odisha, reports The New Indian Express. In a written reply to a question from Dilip Kumar Ray (Bharatiya Janata Party), the Minister said steps are being taken to fill up the vacancies through recruitment and contractual appointment. The Minister admitted that Communist Party of India-Maoist (CPI-Maoist) affected Malkangiri District has only 35 doctors against sanctioned strength of 97, while 74 posts are vacant in Rayagada District. He said 90 and 79 posts are vacant in Koraput and Nabarangpur Districts respectively. About 112 doctor posts are vacant in Ganjam District as against the sanctioned strength of 296, the highest in the State. Similarly, 63 and 47 posts of doctor are vacant in Balasore and Cuttack Districts respectively. Out of 3,194 doctors working in different hospitals, 2,450 are regular, 460 have been given ad hoc appointment and 224 have been recruited on contractual basis, Nayak added.

Andhra Pradesh Police found a camp of Communist Party of India-Maoist (CPI-Maoist) at Golluru on the border with Koraput District in Odisha and Vizianagaram District in Andhra Pradesh, reports The Hindu on November 24. Golluru is a village just 20 kilometres from tourist centre Araku Valley and neither the Andhra Pradesh Police nor the Odisha Police were aware that the Maoists were active there, Superintendent of Police (SP) Koya Praveen said while talking to reporters at Paderu on November 22. “Golluru is in a valley and hence we did not suspect (about Maoist activities there). Vizianagaram and Koraput police too did not have information. We understand that the entire Maoist cadre in Andhra-Odisha border zone is camping there," he said.

Ahead of the People’s Liberation Guerrilla Army (PLGA) week commencing on December 2, the Communist Party of India-Maoist (CPI-Maoist) held a meeting on the border with Odisha in Visakhapatnam District on November 27 to pay homage to its District committee member Sharath and militia member P. Ganapathi who were killed in an attack by the people near Korukonda shandy on October 19 and repeated its warning that it would not spare Simhachalam who escaped from the Maoist attack and 19 villagers who attacked the party men at the behest of the Police. While Sharath and Ganapathi were clobbered to death, another militia member Korra Nageswara Rao who was dumped in a nearby stream believing that he was also killed due to thrashing, survived and talked to the media during the meeting. The meeting, for which people from 33 villages under Balapam Gram Panchayat were asked to attend by the Maoists as if to show that their influence over the area has not diminished, was addressed by party's east division secretary Kailasam while many top leaders of State rank were also present. More than a hundred party functionaries of all cadres were present, according to information received here. Charging Superintendent of Police Koya Praveen with implementing a Salwa Judum type operation in the Agency, he said he would meet the fate met by Salwa Judum leader Mahendra Karma. Kailasam demanded withdrawal of proposal for creation of village protection force. Kailasam announced that coffee plantations at Siribala, RV Nagar and Chapagedda will be distributed to the Girijans soon since the party believed that the forest wealth belonged to the Girijans. In the past it distributed six coffee plantations to the Girijans.
