Two hardcore women Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Debe Podiami alias Gangi (32) and Gita Podiami alias Rajita (22), surrendered before Director General of Police (DGP) Abhay at Sunabeda in Koraput District of Odisha on October 3, reports The Pioneer. The Maoist duo decided to lay down their arms being influenced by the rehabilitation package of the State Government. Police said Debe Podiami ‘area committee member’ (ACM) of Gumma area, is a native of Malkangiri District, and had joined the Maoist fold in 2005 in the Kalimela area committee. Later, she was shifted to the Gumma area committee and promoted to the rank of ACM in 2020 and an INSAS [Indian Small Arms System] assault rifle was issued to her. Debe was involved in seven major attacks on Police along with several other incidents in the past. Gita Podiami, on the other hand, worked as a member of Andhra-Odisha Border (AOB) Military platoon after being given formal training in 2019 and was issued with .303 rifle. She hails from Chhattisgarh and was inducted in Dandakaranya Special Zonal Committee (DKSZC) as a party member in the Jana Natya Mandali (JNM), a cultural wing of CPI-Maoist. While Debe Podiami was carrying a reward of INR 400,000 on her head, Gita Podiami’s bounty was INR 100,000.

Additional District Judge (ADJ) court in Gunupur Sub-Division in Rayagada District of Odisha on October 5, rejected the bail plea of Communist Party of India-Maoist (CPI-Maoist) leader Sabyasachi Panda, reports Pragativadi News. Panda had applied for bail in five cases along with another case he had transferred from Sub-Divisional Judicial Magistrate (SDJM) court to ADJ court in Gunupur Sub-Division. Sabyasachi was sentenced to undergo life imprisonment under Section 121 of the Indian Penal Code (IPC) in the year 2019. He was arrested from a house at Mangalavaram Peta under Badabazar Police Station limits in Berhampur in Ganjam District on July 17, 2014. A revolver, cash worth INR 211,000, and 800 grams of gold ornaments were seized from his possession. Sabyasachi, who carried a reward of Rs five lakh on his head, was active in the Maoist movement for more than two decades, operating in Southern Odisha including the Districts of Rayagada, Gajapati, Ganjam, Kandhamal and Nayagarh. He was involved in numerous cases like the Nayagarh and R Udaygiri armoury loot, killing of Swami Laxmanananda Saraswati, abduction of two Italian nationals and blowing up of ambulance in Kandhamal besides, overall involvement in killing of 25 security personnel and 34 civilians.

An active member of the Community Party of India-Maoist (CPI-Maoist) in Chhattisgarh, identified as Rahul Musaki alias Pintu, surrendered before Superintendent of Police (SP), Vinit Agarwal in Kandhamal District of Odisha on October 10, reports Odisha TV. Rahul was a member of the Bansadhara-Ghumusar-Nagabali (BGN) Division and was involved in several Left-Wing Extremist (LWE) activities in Chhattisgarh and Odisha, SP, Agarwal said, adding, the surrendered Maoist hails from Talat village in Jegurgonda Gram Panchayat (village level local self-Government institution) under Konta Police limits in Sukma District of Chhattisgarh and had joined the rebel camp in 2015 after he was brain washed by senior Maoist leaders. “After working in the rebel camp for quite some time, Rahul decided to leave the extremism when he realised bias of the leaders towards the cadres. The recently crackdown on Maoist activities through various operations by security personnel is also affecting the movement of the Maoists,” said Agarwal. The surrendered Maoist was also attracted towards the developmental work and other activities taken up by Odisha Government in various cut-off areas.

The Rourkela Police arrested three criminals, identified as Banti alias Basista Mohanty, Jangyasi Swain alias Rony and Amit Kumar Sahoo, who were running a major extortion racket at the behest of a hardcore cadre of the Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist), operating from across border in Jharkhand, in Rourkela in Sundargarh District of Odisha on October 11, reports Odisha TV. The trio mostly targeted industrialists and other businessmen in the Civil Township area in Rourkela and other parts of the Steel City. Police said three 7mm pistols and around 55 rounds of ammunition including few of Self Loading Rifle (SLR) automatic weapons and some Improvised Explosive Devices (IEDs) were recovered from the criminals. Rourkela, superintendent of Police (SP), Mukesh Bhamoo said that around 6-7 cases had been registered against Banti who confessed to have been working for PLFI cadre Arjun Rana. All the three arrestees were working on the instruction of Rana who mostly operates from Jharkhand. He used to hire criminals to run his extortion and other organised crime syndicate in Rourkela. “Most of these criminals work in small groups. Each of them has specific roles. While some would conduct recee, the others would threaten businessman by firing or hurling bombs to extort money,” said SP, Bhamoo, adding that the criminals used to smuggle Ganja to Jharkhand from Odisha. Similarly, they used to procure firearms from the neighbouring State.

Three Community Party of India-Maoist (CPI-Maoist) cadres including two women cadres have been shot dead in an encounter during a gunfight near Tulsi Pahad (Hill) under Maithili Police limits in Malkangiri District of Odisha on October 12 (today), reports Kalinga TV. Reportedly, a combing operation by a joint team of District Voluntary Force (DVF) and Special Operation Group (SOG) had been launched following which the firing exchange took place, and as a result, two women Maoists along with one male Maoist cadre were killed, while others managed to escape from the area. A SOG trooper also sustained injuries during the exchange of bullets. Till the last reports came in, two guns, one Self Loading Rifle (SLR), INSAS (Indian Small Arms System) assault rifle and several incriminating materials were recovered from the spot. The identities of the slain Maoist are yet to be ascertained.

The Police identified the three slain Community Party of India-Maoist (CPI-Maoist) cadres as Anil alias Kishor alias Muka Sodi, Chinna Rao, and Sony, who were killed in an exchange of fire in Tulsi Parbat (Hill) area under Maithili Police limits in Malkangiri District of Odisha on October 12, reports The New Indian Express. Director General of Police (DGP) Abhay met the District Voluntary Force (DVF), and Special Operation Group (SOG) from Odisha Police, who were a part of the encounter with the Maoists in Tulsi Parbat area, at the District Police Office in Malkangiri and appreciated their efforts for the successful operation. Sodi was a native of Sudhakonda village under Kalimela Police limits who carried a cash reward of INR 500,000 on his head and was working as a ‘secretary’ of Gumma area committee under Andhra Odisha Border Special Zonal Committee (AOBSZC), while, Rao, a party member of Pedabayalu area committee working in Maoist leader Aruna’s protection team and carrying a cash reward of INR 100,000. The lone female cadre, Sony, a native of Chhattisgarh, working as an ‘area committee member’ (ACM) and a member in the protection team of CPI-Maoist ‘Central Committee’ (CC) member Uday under AOBSZC. The Security Forces (SFs) and cadres of the Community Party of India-Maoist (CPI-Maoist) exchanged fire in yet another gun battle in Tulasi forest range in Malkangiri District of Odisha on October 15, reports Odisha TV. Senior Police officials said, this is the second instance of fierce gun battle between the Maoists and SFs reported from the area in the past one week. As per reports, a team of Special Operation Group (SOG) personnel and District Voluntary Force (DVF), had launched a combing operation after getting inputs regarding the presence and movement of the Maoists in the region. On seeing the SFs, the Maoists opened fire on them. The SFs retaliated by firing back. It is suspected that the Maoists again regrouped near the spot where three of their cadres were recently gun downed by the SFs. Around 30 to 40 Maoists were present in the camp, sources said. Earlier, South Asia Terrorism Portal (SATP) had reported that three Maoists cadres, including two women cadres, had been killed in an encounter in Tulasi forest range in Malkangiri District on October 12.

After a three-day long operation, a joint team of Security Forces (SFs) on October 17 recovered a huge cache of explosives and other Community Party of India-Maoist (CPI-Maoist) articles from Tulasi Forest Range in Malkangiri District of Odisha, reports Odisha TV. The combing operation was launched by a joint team comprising Border Security Force (BSF) personnel, Special Operation Group (SOG) and District Volunteer Force (DVF) Malkangiri after receipt of credible inputs regarding presence of the Maoists on October 14, 2021. However, an exchange of fire broke out between the SFs and Left-Wing Extremists (LWEs) on October 15. Taking advantage of the hilly terrain, the Maoists managed to escape. “After a thorough search, several explosives and other Maoist articles including detonators, battery, Maoist kit bags and uniforms have been seized from the spot,” the Malkangiri Police said in a press release. One Self Loading Rifle (SLR) rifle with three magazines, One INSAS [Indian Small Arms System] assault rifle with a magazine, one separate AK-47 magazine, 59 rounds of SLR ammunitions, 21 INSAS ammunitions, Maoist kit bag, walky-talkies, electronic equipment, detonators, Improvised Explosive Devices (IEDs), remote controllers for IEDs, some medicines and Maoist literature were seized from the spot.

To maximise network connectivity in inaccessible areas, Department of Telecom (DoT) has sanctioned 483 mobile towers with 4G features to be set up by Bharat Sanchar Nigam Limited (BSNL) in nine Districts of Odisha, reports The New Indian Express on October 28. This was based on the recommendations of the State Government under Left Wing Extremist (LWE) phase-II project with financial support of the Government of India, said head of Odisha Licensed Service Area (LSA) BK Nayak in a media conference at Koraput on October 27. Funds to the tune of INR 4.22 billion would be allotted from Universal Service Organisation Fund (USOF) for this purpose. Around 256 mobile towers have already been installed by USOF in 22 Districts in the State. Malkangiri, the Communist Party of India-Maoist (CPI-Maoist) turf, gets the top priority as 128 towers have been allotted to the southernmost District. Another 85 is allocated to Koraput, 33 to Rayagada, 22 for Nabarangpur, six each for Kandhamal and Kalahandi, 49 for Nuapada and two each for Bargarh and Boudh.
