A joint team of Malkangiri and Koraput Police busted a Communist Party of India-Maoist (CPI-Maoist) camp near Majhiguda under the Boipariguda Police Station limits in Koraput District on September 3, after a brief exchange of fire with the Maoists, reports The Pioneer. After getting reliable tipoff, the joint team of the Police conducted search operations in the area and found a SLR and a .303 pistol from the camp, however, no Police personnel were injured in the fire exchange, South Western Range Inspector General (IG) of Police YK Jethwa said.

The Communist Party of India-Maoist (CPI-Maoist) cadres allegedly killed a former home guard, identified as Sarat Khora (30), suspecting him to be a ‘Police informer’, in Panasput village in the cut-off area across Balimela reservoir in Malkangiri District on September 5, reports The Times of India. About two days ago, the Maoists visited the village and asked Khora to accompany them on the pretext of having some discussion and subsequently his body was found lying in a pool of blood in a forested area near the village. Khora left his job about six months ago because of alleged Maoist threat. He was posted at Chitrakonda Police Station in the District.

A Police officer sustained injury during an exchange of fire between Security Forces (SFs) and the cadres of the Communist Party of India-Maoist (CPI-Maoist) that occurred near the Barimunda area bordering Ganjam, Gajapati and Kandhamal Districts during a joint combing operation made by the Police officials of the three Districts on September 10, reports The Pioneer. The Maoists first opened fire, forcing the SFs to counter. No causality was reported from either side however, the Police spotted blood marks on the spot and suspected that some of the Maoists might have injured during the exchange of fire. Police seized a pistol, 30 rounds of cartridges and other items used for making tent houses in forests.

Four cadres of the Communist Party of India-Maoist (CPI-Maoist), wanted in an encounter case under the K. Bolang Police Station limits in Sundargarh District, surrendered before the Police in the Rourkela Police Headquarters in the District on September 11, reports The Pioneer. The surrendered Maoists have been identified as Samir Munda alias Jarka (20), Salmon Tapno alias Jedgo Munda (25), Namjan Munda (20) and Munika Surin alias Munda (18). These Maoists were operating mainly in the Saranda forest area of Odisha-Jharkhand border, Rourkela Additional Superintendent of Police (ASP) Santosh Mohanty said.

The September 10 encounter between Security Forces and Communist Party of India-Maoist (CPI-Maoist) in Barimunda forest along Ganjam-Kandhamal border and seizure of literature in Telugu hinted at presence of Bansadhara division of CPI-Maoist cadres in the region, reports The Times of India on September 12. Police suspect the division is trying to strengthen its base in the border areas after the arrest of Odisha Maovadi Party leader Sabyasachi Panda from Berhampur on July 17. The Andhra cadres were reportedly active in Rayagada and Ganjam Districts. "We are investigating which group of the outlawed outfit was involved in the exchange of fire," said a senior Police officer. Though Police had information about movement of Chhattisgarh cadres near Kandhamal-Boudh border about a month ago, ultras were spotted for the first time in a forest near Tarsingi in Ganjam District. Police and Maoists were engaged in an exchange of fire in Kantra forest of Boudh on June 28. Besides Maoist literature in Telugu and Odia, Police seized an SLR, two magazines and 30 rounds of ammunition from the camp in Ganjam forest. "There were about three to four ultras in the camp," said Superintendent of Police (SP) (Gajapati) Satyajit Nayak.

Border Security Force (BSF) personnel recovered three live landmines, weighing around 10 kilograms each, suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist) cadres, from Boipariguda-Gupteswar road in Koraput District on September 12, reports The Times of India. Police said the security personnel spotted the landmines during regular combing operation. "The landmines were planted, targeting the security personnel engaged in counter-insurgency operations. The landmines were planted at a distance of 30 metre each. As it was not possible to bring back the landmines, those were set off on the spot in the evening," said Inspector in Charge (IIC), Boipariguda Police Station, Ashok Mohapatra. Police said the explosions were so powerful that they were heard to a long distance and created five-foot craters.

Police seized a few hand-written posters pasted by Srikakulam-Koraput 'divisional committee' of the CPI-Maoist from Damanjodi on September 13. "We condemn Police action against innocent tribals in Narayanpatna and Bandhugaon. Innocent people are being harassed in the name of combing operations," one of the Maoist posters read. The poster further said to villagers, "Fearing action don't surrender, fight against Police excesses. We ask administration to put a stop to Operation Green Hunt." The Maoists have urged people to observe political prisoners' week from September 13 to 19.

Thousands of tribals led by Vijay Laxmi, ‘commander’ of the Korukonda (Andhra Pradesh) Dalam (squad) of the Communist Party of India-Maoist (CPI-Maoist), gathered in Ralegada forest in the cutoff region of Chitrakonda in Malkangiri District on the Andhra-Odisha Border (AOB) on September 13, reports The Pioneer. Senior Maoist leaders from outside Odisha participated in the ‘Prajameli, the reports added. Maoists are observing a ‘Prisoners of State Sympathy Week’ in the Ralegada forest since September 13, sources said. Organisers of the week said the programme is being observed to express sympathy towards the hundreds of innocent tribals and their family members in Districts like Malkangiri, Koraput, Gajapati and Rayagada who are rotting in various jails after being implicated in false cases and branded as Maoists by the Police. Maoist leaders are explaining to people about the Maoist ideology. Maoist cultural troupes are also staging plays and dances. During the meeting, Vijay Laxmi is said to have slammed both the Odisha and Andhra Pradesh governments for "failing" to work for the welfare of tribals. In a meeting said to have been held for over four hours, nearly 1,000 tribals from around 30 villages, besides 140-150 Maoists participated, adds The Times of India.

The Maoists reportedly asked village youths to join their camp for the benefit of their villages and threatened them of dire consequences if they inform about their presence to the Police. Though no official complaint has been made, the Lathikata Police knowing about the rebels’ presence from certain sources have tightened the security in the area. It may be noted that five to six days ago, a group of Maoists had also conducted a similar meeting at Chandiposh under Gurundia block in the District.
