The Communist Party of IndiaMaoist (CPIMaoist) cadres set ablaze eight pieces of machinery used in road construction work at Sirigidi in Nuapada District on January 2, reports The Times of India. The contracting company that has undertaken the project had parked the machinery at the construction site. Around 15 armed cadres came to the site and asked the labourers to leave the camp. They also snatched their mobile phones. "The Maoists were opposing construction of a road under the Pradhan Mantri Gram Sadak Yojana (PMGSY). A tender had been floated for construction of a 7km stretch of road that touches the Chhattisgarh border. The rebels never wanted the road to be finished fearing it would be used for movement of security forces," said Nuapada Superintendent of Police (SP) Pinak Mishra. The Maoists torched two concrete mixture machines, one roller, two tankers and two trolleys, added the SP.

The Maoists released a video tape stating that the bandh call was given protesting the ‘operation green hunt’ being conducted in Odisha and Chhattisgarh. One Budhuram, the spokesperson of the Sunabeda and Menpur division of CPIMaoist, in the video tape appealed to the denizens of Nuapada, Kalahandi, Nabarangpur, Gariabandh, Mahasamund, Dhamtari and Kanker to support the bandh.

A grant of INR 10 billion was on January 6 approved by the Union Ministry of Home Affairs (UMHA) for 35 worst Naxal-[Left Wing Extremist (LWE)]-affected districts spread across seven States to carry out development work and augmenting facilities to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The affected areas include 16 districts in Jharkhand, eight in Chhattisgarh, six in Bihar, two in Odisha and one each in Maharashtra, Andhra Pradesh and Telangana. The Ministry allocated fund at the rate of INR 280.57 million per district.

Cadres of the Communist Party of IndiaMaoist (CPIMaoist) set ablaze construction equipment at Nuadihi village near Dublabahal under Melchamunda Police Station limits in Bargarh District late on January 7, reports New Indian Express. According to reports, 25 armed cadres arrived at the office of a contractor, who is laying road under Biju Expressway on SohelaNuapada stretch in Nuadihi village, woke up the labourers who were sleeping in the camp and sought petrol after identifying themselves as Maoists. When the labourers denied having petrol, they punctured a tin barrel containing diesel and doused construction equipment like excavator, vibrator, tractor and a grinder with it before setting those on fire. They left behind posters issued by CPIMaoists, in which they flayed the Biju Janata Dal (BJD) and Bharatiya Janata Party (BJP) governments for ‘autocratic’ rule, protested ‘Operation Green Hunt’ and killing of innocent people in fake encounters. They urged the people to unite and fight against the governments in the State and the Centre. The Maoists, however, did not harm the labourers and asked them to stop work on the road. Labourers said Maoists were speaking both Sambalpuri and Chhattisgarh dialects. On their return, Maoists felled trees on SohelaPadampur road disrupting traffic for six hours.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a businessman, identified as Bapi Samanta, at Dandabadi village under Boipariguda Police Limits in Koraput District on January 7, reports Prameya News 7. According to reports, a group of Maoists came to Dandabadi village late on January 7, dragged the businessman Bapi and shot him dead. Meanwhile, Chief Minister (CM) Naveen Patnaik on January 8, expressed concern over inroads made by the Left Wing Extremism (LWE) in four central Odisha Districts and asked senior Police officers to pay special attention to curb their influence, reports The Hindu. Addressing the valedictory function of senior Police officers’ conference in Bhubaneswar, CM Patnaik said, “The Left wing extremism continues to be a major concern for the State. Though we have been able to contain the menace to the areas bordering our neighbouring States, the recent movement and activities of the Maoist cadre in the districts of Bolangir, Kalahandi, Kandhamal and Boudh is worrisome.” “We should handle this new development effectively. We have already created adequate resources in terms of manpower, equipment and other logistics supplemented by the deployment of central armed police forces. There is no reason why the police leadership cannot counter the inroads made by the Maoist into the central Odisha,” the Chief Minister pointed out.

Meanwhile, Maoists have called a twoday bandh (general shutdown strike) starting from January 8, in Nuapada, Kalahandi and Malkangiri Districts to protest against the proposed ‘Operation Green Hunt’ against them, reports The Times of India. The protesting Maoists belong to the MainpurNuapada divisional committee and have put up posters and banners announcing the bandh at some places in these Districts. The Maoists said they would strongly protest the proposed operation against them in the southwestern part of the state. The Maoists also raised the issue of Police excesses against innocent tribals in these Districts. They have demanded issue of forest land to tribals in order to make them selfreliant. They have also called a bandh in Chhattisgarh to protest against antiMaoist operations. They had issued an audio tape in this regard recently.

Sources said the Maoists, who had killed a local trader, Shakti Samant (37), late on January 7, had planted landmines anticipating movement of the Security Forces. When the news of the killing was reported, the BSF sent in a team to comb the area. A 30-member team was combing the forests when the Maoists triggered the landmines.

The bomb in a tiffin box was located near Paniganda forest beat house when the security personnel involved in combing operation in the region came across a suspicious-looking wire protruding from below the ground. Gajapati Superintendent of Police (SP) Satyajit Nayak said this IED contained around 10 kg explosive materials. However, initial evidences hint that the IED may have been planted by the Maoists in 2009.

He was killed on the suspicion of being a ‘police informer’. In a letter written in Telugu, Srikakulam Koraput Divisional Committee of the CPIMaoist claimed responsibility for the killing. Sources said about 20 armed Maoists entered the village and called Miniaka out of his house. They later dragged him to a nearby forest, where they killed him. After lying low for nearly two years, the Maoists have once again begun spreading terror in the area, sources said.

The forest is adjacent to Satkosia sanctuary where an armed encounter occurred last month (December 2015). Confirming the encounter, a senior Police official said a combing party of Central Reserve Police Force (CRPF) and Special Operation Group (SOG) personnel ventured into the forest, which is used by the Maoists as transit route. “At about 1 pm, the Maoists, who were on the top of the hill, saw the combing party and opened fire at them resulting in exchange of fire for about 15 to 20 minutes. No security personnel were injured while no information is available about the Maoists”, said a source.

The Odisha Police killed two senior Communist Party of India-Maoist (CPI-Maoist) cadres — the secretary of Kalinga Nagar Divisional Committee, P. Kumarswami alias Sushil, and his wife Sundari Lingo alias Suni, in an encounter at Pacharipani in Deogarh District on January 24, reports The Asian Age. Sushil, a resident of Warangal in Andhra Pradesh, was allegedly involved in 78 cases, including 30 murders, in Angul, Deogarh, Keonjhar, Jajpur, Rayagada and Gajapati Districts of the Odisha. Odisha Director General of Police (DGP) K. B. Singh said a team of Special Operation Group (SOG) troopers, acting on reliable intelligence inputs, raided the hideouts of the Maoists in Pacharipani forests on the borders of Angul-Deogarh Districts at 3.15 pm and fought a fierce battle with the Maoists. “When the SOG jawans approached the rebels’ hideouts, Sushil and his aides fired at them prompting the jawans to retaliate. Sushil and his wife were neutralised on the spot while other cadres managed to escape. Efforts are on to nab them,” said DGP Singh. Sushil was carrying reward of INR two million on his head while Suni carried INR 500,000 on her head. The DGP said Sushil was actively involved in the murder of Assistant Sub-Inspector (ASI) Umesh Marandi of Daitary Police Station in Keonjhar District in July 2010 and executed several mine blasts. The DGP said Sushil was trying to establish a red-corridor.

The Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze three camps and eight construction vehicles in Pottangi area of Koraput District on January 31, reports The Pioneer. Reports said more than 100 Maoists arrived at three contractors’ camps at Taupadar, Barabandha and Kasuguda under the Pottangi Police Station limits and attacked the labourers while they were asleep. Later, they set fire to the three camps and eight road construction vehicles including a tractor, a JCB machine and five Poclain machines. Before leaving the area, the Maoists left posters and banners signed in the name of the Srikakulam-Koraput Divisional Committee of the CPI-Maoist. In the posters, the outlawed outfit has claimed responsibility for the incidents and protested the widening of the road to Deomali, saying it would help Police and the Border Security Force (BSF) personnel. Maintaining that the widening of the road would help multinational companies and not the tribals, the Maoists have demanded construction of narrow roads, failing which they would punish the contractors and the officials engaged in construction work.
