Communist Party of India (CPI-Maoist) polit bureau member Koteswar Rao alias Kishan on August 11 defended Trinamool Congress party chief Mamata Banerjee for stating that the killing of the outfit's spokesman Cherukuri Rajkumar alias Azad was wrong and said talks could only be held after the withdrawal of anti-Maoist operations, reports Times of India. "There is no doubt that Azad was treacherously murdered. Mamata spoke the truth. So why the furore over the issue in Parliament?" Kishan said over phone from an undisclosed location. On talks with the Government, he said, "after so much treachery we can still discuss the central government's offer of talks at our central and state committees if the Centre stops violence and withdraws Operation Green Hunt."

Armed CPI-M cadres allegedly continued their operation against the Maoists and members of PCPA in some parts of West Midnapore. On August 12, around 200 armed CPI-M cadres reportedly entered several villages near Belia, Chandra, Malbandhi and Pukurmuri in Midnapore Sadar block and drove out the PCPA supporters. Interestingly, there was little resistance from the Maoists. In the night of August 11, however, the Maoists resisted the CPI-M cadres near Dherua and stopped their advance towards Lalgarh. The CPI-M force, which had started their march from Enayetpur party office, is now camping at a primary school in Malbandhi. PCPA secretary Manoj Mahato reported, "Goons led by CPM leaders Anuj Pandey and Satyen Maity ransacked houses and set villagers' homes on fire." Mahato claimed that CPM cadres set ablaze houses of Bijay Mandi, Bidhan Mandi and Bishu Mandi at Pukurmuri village.

Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

People’s Committee against Police Atrocities (PCPA), a Communist Party of India-Maoist (CPI-Maoist) frontal organisation, announced its decision to contest the 2011 West Bengal assembly elections on August 30. PCPA will be fielding candidates in the three Maoist strongholds of West Midnapore, Bankura and Purulia Districts. Most of the PCPA candidates will be fielded from West Midnapore. PCPA will officially submit an application to the Election Commission seeking “bow and arrow” as their party symbol. “If the commission does not approve of our symbol, we will contest as independent candidates,” PCPA General Secretary Manoj Mahato said. Mahato did not comment on whether PCPA would contest independently as a party or as an ally of a bigger Political Party. He also refused to identify the PCPA candidates who will contest. State intelligence branch sources said that they had information about PCPA’s intention to contest the State Assembly polls. “As per our information besides Manoj Mahato, former PCPA chief Chhatradhar Mahato might also file nominations from jail,” a senior intelligence official said.
