As part of Government's plan to push development projects in Moist-hit areas, a senior Planning Commission official on June 10 held meetings with the District officers of West Midnapore, Bankura and Purulia District to discuss growth-related plans in the areas. "As part of Centre's comprehensive development in Maoist-hit areas, advisor to Planning Commission L.P. Sonekar held meetings with the block development officers of Jungle Mahal areas of West Bengal," District Magistrate of West Midnapore Narayan Swarup Nigam told PTI. Jungle Mahal consists of Maoist-hit forested areas of West Midnapore, Bankura and Purulia Districts. Sonekar came for an assessment of the areas and to understand the immediate needs of the Maoist-affected areas to chalk out the quantity of investment needed, another government official said. Similar assessment work would be carried out in Jharkhand, Orissa, Bihar, Chhattisgarh, Andhra Pradesh and Maharashtra, he said.

The Communist Party of India-Maoist (CPI-Maoist) leader of the West Bengal unit Akash said in statement released on June 10 that South Eastern Railway (SER) authorities should directly contact the Maoists to ensure the smooth running of trains in Maoist-affected areas, reported The Hindu. “There was no plan of sabotaging the tracks or attacking any train on Wednesday [June 9]. It was a ploy of the State government to malign the Maoists and spread panic among the passengers. We appeal to any SER official to contact us in case of any confusion regarding the running trains on the route rather than listening to the State government,” Akash reportedly told The Hindu over telephone from an undisclosed location. The statement comes following the suspension of services in the Maoist-affected Kharagpur-Tatanagar section on June 9 evening following an alert sounded by the Government Railway Police that the Maoists were planning to attack the Mumbai-Howrah Duronto Express.

With the Communist Party of India-Maoist (CPI-Maoist) issuing a fresh 48-hour bandh (general shut down) call starting on June 14, railways decided to run trains at 50 kilometres per hour (KMPH) in Maoist-affected areas and alerted its divisions across five States, reported Times of India. Indian Express adds that as per sources in the Union Ministry of Home Affairs (MHA), the 48-hour bandh called by Maoists in Bihar, Jharkhand, Chhattisgarh, West Bengal and Orissa was primarily prompted by the arrest of Maoist leaders Shambhu (Bihar) and Chandrasekhar Gorebale (Karnataka). Apart from this, say sources, the Maoists had also been rattled by other successes by Security Forces recently, including a raid by the Central reserve Police Force in Gaya (Bihar) jungles yielding a large amount of explosives and the destruction of a Maoist camp near the Jharkhand-Orissa border. The SFs have also arrested several Naxal leaders and activists recently.

Police had information that a large number of Maoists had gathered in the Ranja forest. They received more specific information about their movement after interrogating 13 persons from a nearby village on June 15. Apart from 10 members of People's Committee against Police Atrocities (PCPA), a Maoist front organisation, three persons from Kolkata — a scientist, a college teacher and a writer — were also arrested. All of them have been labelled as Maoist sympathisers. Sify adds 13 people, including two Kolkata-based professors, were arrested on June 15 for their alleged links with Maoists in West Midnapore District, Police said. Two city-based professors - Nisha Biswas and Kanishka Chowdhury, a teacher identified as Modhusudan and an editor of a local magazine Manik Mondal - were arrested along with other villagers from Kantapahari area under Lalgarh Police Station, said Manoj Verma. "They were arrested on charges of violating prohibitory orders banning assembly of more than two people at a time," he said. "We came to know that the group came to the village three days back and met a second rung leader of Communist Party of India-Maoist. They also attended the proceedings of a Maoist kangaroo court," Verma added. An unnamed senior police officer said, "The city-based group and some other members of the forum had close links with Maoists. They even maintained regular contact with Maoist cadres operating in West Bengal. We have collected evidence regarding their contacts with Maoists."

At least eight Communist Party of India-Maoist (CPI-Maoist) cadres were killed and several others injured in an encounter between the Maoist and joint forces in the West Midnapore District on June 16 (today), reports Times of India. The exchange of fire at Ranja forest near Lalgarh, around 30 kilometres from District headquarter Midnapore town, was still underway when reports last came in. West Midnapore Superintendent of Police Manoj Verma said there were three women among the eight dead and believed the toll could rise as several others, including top Maoist leaders, could have been seriously wounded. "Eight bodies have been recovered by the Police after daybreak. We have also seized a cache of arms that include an AK 47 assault rifle, an SLR, some pistols and ammunition," he said. Police believe the arms and ammunition were among those looted from Police armoury in the past. According to Verma, Maoists have been active in the area between Lalgarh and Salboni for quite some time.

West Midnapore Superintendent of Police Monoj Verma said all three city intellectuals -- scientist Nisha Biswas, college teacher Kaniska Chowdhury and writer Manik Mandal -- went to the villages to meet Maoists and leaders of their frontal body People's Committee against Police Atrocities (PCPA). They were also present in a kangaroo court (peoples’ court) besides providing financial help to the outfit. The CPI-Maoist West Bengal State Committee spokesperson Khokon, however, denied any link with the three intellectuals saying, ”We never met them and have no links with them. The death toll increased to 12 in the encounter that occurred between the Communist Party of India-Maoist (CPI-Maoist) cadres and joint forces in the West Midnapore District on June 16. Earlier, it was reported that eight Maoists were killed. "Twelve Maoists were killed by the joint forces. It is a major success. We found eight bodies. We have information that four of the bodies were carried away by Maoists while many more were injured," Director General of Police (DGP) Bhupinder Singh told reporters in Kolkata, according to PTI. "Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. According to Police sources, the Security Forces had raided the area three days ago [June 13] also but the Maoists had managed to escape. Indian Express adds that the Maoist squad was led by Maoist State Committee member for Bengal-Jharkhand-Orissa region and ‘commander’ of the Lalgarh squad Bikash. He was said to have escaped, using his cadres as a shield. “It was to ensure Bikash’s safe passage that the Maoist squad took such heavy casualty,” said an unnamed security official involved in the operation. Maoist casualties confirmed that Bikash’s Lalgarh squad was joined by cadres from Jharkhand. One of the bodies found was that of Arjun Munda, a Jharkhand Maoist. Another was of Sagen Mahato, a Maoist from Lalgarh.

Police have received indications that many Maoists in the Maoists-affected areas in West Bengal are willing to surrender and return to the mainstream of life. The DGP told The Hindu, "We have received feelers that a number of people are willing to surrender. However, I can give you neither any numbers nor other details at this juncture." In addition to a grant of INR 1.5 lakh, the surrendered Naxal would get a stipend of INR 2,000 for three years during which he might be imparted training in a trade or vocation. There would be a separate package for laying down arms, ranging from INR 25,000 for a sniper rifle to INR 1,000 for every kilogram of explosive, he added. PTI reports that the West Bengal Government on June 18 announced a special package to bring Maoists back to the mainstream under a 'Special Rehabilitation Scheme' formulated by the Centre. Announcing the package, West Bengal Chief Secretary Ardhendu Sen told reporters that the State Government would implement the surrender-cum-rehabilitation package for those who surrender arms and agree to join the mainstream. About 400 to 500 persons in the Maoist zone, comprising Districts of West Midnapore, Bankura and Purulia, had been arrested in the last one year, he said.
