The Election Commission (EC) on February 1 proposed holding the local level election on May 18, reports Khabar Hub. Prime Minister Sher Bahadur Deuba had called EC officials to Baluwatar, Kathmandu for a discussion on the local level election at 3 pm. In the meeting, EC officials recommended May 18 as a suitable date for local level elections as the term of local level representatives expires on May 19, 2021. “Holding election before the term of the local level representatives is the constitutional duty of both the government and the EC,” the EC said.

The cadres of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) on February 1 smeared soot on an Assistant Forest Officer’s face at Pachmudiya Sub-division Office in Kailali District, reports The Himalayan Times. Assistant Forest Officer Bishworaj Pandit of the division forest office was smeared black soot on his face by CPN-Maoist-Chand cadres who had approached him, saying they needed to have a word with him last evening. According to Pandit, he was abused for raising his voice against the donation drive that the party had launched in the region lately. It is worth-noting that CPN-Maoist-Chand cadres had collected donations from different community forests under the sub-division forest office some time ago. In the face of the party's threat of physical action if it was not given the sought donation amount, community forests in the district had jointly decided to come across with the sought donation.

The Janamat Party led by CK Raut on February 3 obstructed the East-West Highway in Madesh Province, reports Khabar Hub. Labeling it as a ‘peasants’ movement’, the party has been protesting by burning tires on the highway as part of their ‘East-West Highway-cantered agitation’. The protests affected highway areas of the district including Siraha, Saptari, Dhanusa, Mahottari and other places. Janamat Party cadres are sitting at various places on the highway carrying bamboo sticks obstructing the vehicular movement. Police have also been deployed in large numbers in the highway area.

The rights body summoned Yadav for issuing threats against Janamat Party Chairman CK Raut. Yadav had issued threats against Raut on January 19 while addressing a programme organised by the youth wing of her party, the Janata Samajbadi Party-Nepal, in Rautahat District. The CK Raut-led Janamat Party issuing a press statement on February 4 has postponed its Terai-centric agitation due to inclement weather, reports Khabar Hub. General Secretary Chandan Singh informed that the meeting of the party’s central executive committee has decided to immediately postpone the agitation program due to inclement weather. The Janamat Party has been protesting in the Terai Madhes since January 16, raising various issues of farmers. The continuous rainfall followed by hail and storm across the country has made life difficult since February 3 night. Mentioning that the weather is forecast to remain like this for a week, the Janamat Party has stated that it will hold rural municipality-centric interaction program instead of Lok Marg-centric program. According to Singh, the party will decide further programs of agitation after February 13.

Commission of Investigation on Enforced Disappeared Persons (CIEDP) Chairman Yubaraj Subedi on February 6 said that the Government has decided to provide economic relief of NPR one million per person to the 93 nearest of kin of those people identified as disappeared during the decade-long armed conflict, reports The Himalayan Times. CIEDP Chairman Yubaraj Subedi said the Council of Ministers had decided to implement the Commission's recommendation in this regard. The victim families will get the amount through the District Administration Office concerned. Earlier, the CIEDP had recommended this to the Ministry of Law, Justice and Parliamentary Affairs. The Ministry had taken the decision to implement the recommendation made by the Commission on November 22, 2021. However, the letter in this regard officially reached the Commission on February 6.

CPN-UML's warning came days after Prime Minister Sher Bahadur Deuba on February 1 told Election Commission (EC) office bearers that the local polls would be held in a single phase on May 18, 2023. It may be noted that the Election Commission (EC) had recommended the Government to hold the election in one phase on May 18. They urged the political parties to take appropriate decisions on Speaker Sapkota alleging that he had failed to impartially discharge the role of Speaker. They have also argued that Sapkota had sought to evade the Constitution and the relevant laws in order to exercise executive powers, such as holding up for two full years the discussion of a bill placed for consideration by the Government. Talking to media personnel at Birgunj Chairman Raut said that although the party cannot obstruct the local level elections all across the country, the party will obstruct the elections in Terai-Madhesh, Jhapa, Kailali, and Kanchanpur. Stating that the Janamat Party is not against elections, CK Raut said that the Government should at least meet the demands raised by the protesting farmers before going for elections. He said “There is nothing new about the upcoming elections anyway. The same three or four faces. No matter who wins the elections, the agenda remains the same as well, which is why we want the present government to resolve the matters at hand.” He also said that the next farmers' protest has been scheduled for February 13.

Sanjeev Kumar Sah, the mayor of Bhangaha Municipality in Mahottari District, had approached the SC demanding that the poll date decision be scrapped. Sah argued that holding elections across the country for 753 local units breaches the constitutional provisions that guarantees five years’ terms for all representatives. Baburam Dahal, spokesperson for the SC, told “The petition was rejected as the Local Election Act clearly says the tenure of the local representatives will be counted based on the first phase of elections. The local representatives will have completed the five years tenure by upcoming elections as per the law. The argument presented by Sah, therefore, is baseless.” In 2017, local elections were held in three phases on May 14, June 28 and September 18.

A motion of impeachment has been filed against Supreme Court (SC) Chief Justice Cholendra Shumsher Rana on February 13, reports The Himalayan Times. Lawmakers from Nepali Congress (NC) and its coalition partners registered the impeachment proposal against Chief Justice Rana at the Parliament Secretariat. The proposal has signatures of close to 100 lawmakers. Multiple calls have been made by various concerned units to impeach Chief Justice Rana for violating the code of conduct, failing to maintain judicial environment at the SC and losing moral grounds, among other issues.The Nepal BAR Association has been protesting against Rana for over 100 days. According to the Constitution of Nepal, "after the commencement of impeachment proceedings under clause (2), the Chief Justice of Nepal or Judge of the Supreme Court, member of the Judicial Council, chief or official of the Constitutional Body shall not be allowed to discharge the duties of his or her office pending the settlement of such proceedings."

A high-level Police source said the Special Police Force, along with Metropolitan Police Circle, Boudha, acting upon a tip-off, arrested them from the premises of Hyatt Regency Hotel in Bouddha. The Police said a 'uranium-like' substance was found inside a Hyundai car at the parking lot of Hyatt Hotel. The extremely expensive material, which is used as nuclear fuel to generate electricity was carefully packed inside a black leather bag and hidden beneath the seat of the car. The uranium 235 is mostly used in nuclear weapons and to produce electricity.

According to the apex court sources, the SC refused to register two writ petitions seeking to prevent the parliamentary approval of MCC. Advocates Surendra Bhandari and Swagat Nepal had been to the apex court with the writ petition arguing that parliamentary approval of the MCC compact is not necessary as the grant is not a treaty. Police have used teargas, water cannon and batons to stop the protesters. The MCC, a US Government aid agency, agreed in 2017 to provide the aid in a grant to fund an electricity transmission line and road improvement project. The aid does not need to be repaid and Washington says it comes without conditions. But opponents, many wary of US influence in the region, say the aid would undermine Nepal's laws and sovereignty, as it would not have sufficient oversight over the projects.
