The Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), on November 1, has decided to foil the November 20 elections for the House of Representatives (HoR) and seven provincial assemblies, reportsenglish.onlinekhabar.com. The party had participated in the local elections held in May even at the cost of the party unity; the party split days before the elections over a dispute about whether to participate in the elections. But the party has now decided to make efforts to disturb the November 20 elections for federal and provincial legislative bodies. A recent party meeting has decided to “cancel” the elections, the party leader Santosh Budha Magar informed during a press meeting in Kathmandu on November 1.

The Election Commission (EC) has issued seven-point directives to the Government at all three levels to help conduct the election to the members of the House of Representatives (HoR) and the Provincial Assembly on November 20 in a healthy, free, fair, reliable, fearless and efficient manner, reports My Republica on November 3. The seven-point instructions were forwarded to the Office of the Prime Minister and the Council of Ministers to communicate it to the central government, provincial government and the relevant bodies at the local level. In the directive, the EC has called for the easy access of the transport during the election, especially making it regular and reliable to the office of the Chief Returning Officer at the district headquarters and the place where the office of the Returning Officer is located. In addition, the roads and other physical infrastructure leading to the designated polling places and polling centers should be maintained in good condition. Similarly, in the advertisement and informational materials published and broadcast from the public welfare advertising program run under the Ministry of Communication and Information Technology, the informative materials produced and sent by the EC should be received and published and broadcast through all print and electronic media.

Chief Election Commissioner (CEC) Dinesh Kumar Thapaliya has urged the parties and candidates to safeguard the sanctity of election and comply with the election code of conduct as the election campaign enters the second phase beginning on November 3 (today), reports My Republica. In the second phase of the electioneering from today till November 17, the parties and candidates are allowed to organize rallies, mass assemblies and corner meetings in the course of electioneering. CEC Thapaliya said this while addressing a press conference the EC organized on November 2, a day before the second phase of the election campaign commences. He said that the EC has so far asked for clarifications from 71 individuals and organizations in connection to the violation of the election code of conduct and they are in the process of responding to that. The process of collecting facts and conducting investigation is on in this connection.

The Federalism Implementation Study and Monitoring Committee under the National Assembly (NA) has furnished 99-point recommendations in 12 different themes, reports My Republica on November 4. Committee Coordinator Khimlal Devkota shared that the Office of the Prime Minister and Council of Ministers was recommended to amend the explanation of duties and responsibilities of three tiers of Governments, reasoning that there was no clarity on their jurisdiction. Likewise, the committee has recommended the Ministry of Law, Justice and Parliamentary Affairs to limit the number of province ministers to 10 percent of total assembly members, also taking into consideration that it would not be lowered to five in minimum. The committee has noted that public trust has eroded towards federalism due to increasing administrative costs with the rise in the number of province ministries and ministers. The committee has also recommended the Ministry of Home Affairs to complete Police adjustment acknowledging the independent power of the province to look after provincial police and law and order in the province. Also recommended is to make temporary management of province and local level employees. The Ministry of Federal Affairs and General Administration has been recommended to immediately resolve the problems surfaced in performance in lack of employees at province and local levels. The report has recommended reducing the number of employees at the federal level by half. The committee has also instructed the Government to put in place legal and policy arrangements to keep the employees at province and local levels. The report has furnished 33-point recommendations related to fiscal federalism. Among the areas of recommendations are assurance of the rights of different groups including women, constitution of joint committee and implementation of the committee directives, decentralization plan, good governance, service delivery and implementation of fundamental rights, federalism execution action plan, execution of constitutional commissions' recommendations, administrative federalism, intergovernmental coordination and collaboration.

On November 6, addressing an election assembly organised at Aalital rural municipality of Dadeldhura District, Prime Minister (PM) and Nepali Congress (NC) president Sher Bahadur Deuba has asserted that the ruling coalition is forged for the protection of the constitution and it is moving ahead successfully at present, reports Khabar Hub. PM Deuba said all the leaders of the coalition together elected him the PM for defending the constitution as then PM KP Oli dissolved the House of Representatives (HoR) time and again at his caprice. “The present government is a coalition government. Democratic republic and inclusive politics can be safe guarded only if the coalition comes out victorious in the election. Therefore, it is necessary for the present ruling coalition to win the HoR and the Province Assembly election to improve the current politics which is worsening,” PM Deuba said.

On November 6, Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) and two other parties have announced protest programs against the November 20 elections, reports Khabar Hub. Organizing a press conference in Kathmandu, CPN-Maoist-Chand, Rishi Kattel-led Nepal Communist Party and Scientific Socialist Communist Party Nepal led by Ahuti made public a joint struggle programs against the elections. Saying that they would boycott the upcoming elections, they appealed to all to take part in the protest programs. The three parties have decided to hold assemblies in Kathmandu, Butwal, Itahari, Bardibas, Pokhara, Surkhet, and Dhangadhi from November 10-16 against the elections.

Mahottari Police arrested seven persons who were spreading propaganda against the election from Balawa-7, Banouta Tole in Mahottari District in Province No 2 of Nepal on November 15, reports My Republica. Superintendent of Police (SP), Krishna Pangeni said that they were arrested from Balawa-7, Banouta Tole of Mahottari on charges of being involved in anti-election activities. According to the Police, six people including Birendra Yadav, Rajeshwar Yadav and other central members of Communist Party of Nepal-Maoist-Revolutionary (CPN-Maoist-Revolutionary) Party led by Mohan Vaidya and the driver of a vehicle were arrested. Anti-election pamphlets and miking materials and the Tata Sumo vehicle used by them were also seized by the Police.

On November 15, the Election Commission (EC) has said that no activity related to election campaigning can be done 48 hours before the election, reports My Republica. The commission warned the candidates and cadres of the upcoming election that section 24 (5) of the Election (Offenses and Punishment) Act states that no campaigning activity can be done 48 hours before the election. Talking to News Agency Nepal on November 15, Election Commissioner Ram Prasad Bhandari said that no program related to election publicity can be held in the 48 hours duration before the polling. He said, “Section 24 (5) of the Election (Offenses and Punishment) Act prohibits any election-related programs from 48 hours before the election. Such programs are prohibited.”

Two persons have been arrested with fake ballot papers and Swastika stamps from Birgunj in Parsa District on November 17, reports My Republica. The arrestees are identified as Rajan Singh (33), from ward-13, Birgunj Metropolis, and Amiri Raut (23), from Kalaiya, Sub-Metropolis ward-13. The duos were arrested by a joint team of Nepal Police and Armed Police Force (APF) when they were coming to Birgunj from Kalaiya in a vehicle (Bagmati Province 01-025 Ch 6636). A team led by Inspector Rabindra Bhatta of the APF Border Outpost Birgunj and Police Inspector Bishal Malla of Ward Police Office Birgunj seized the fake ballot papers and cash while checking the car on November 17 night. An investigation is being carried out regarding the constituency for which they went with fake ballot papers and money. Also, they have been handed over to the Chief Election Officer's office in Parsa for necessary action along with the seized fake ballot papers and cash.

Bajura Assistant Chief District Officer Lokendra Bista said, the condition of one person is serious, while the injured have not been identified. On November 20, an assistant polling officer, identified as Prem Bhandari, and an army officer, Arjun Uparkoti, were injured in a clash at the Devkota Basic School Unapani polling station of Sarkegad Rural Municipality-3 in Humla District (Province No. 6) of Nepal, reports Khabar Hub. The results so far shows that 19 Ministers from the Federal and seven Provincial Governments, who contested election under the First Past the Post (FPTP) electoral system for the members of the House of Representatives (HoR) and Provincial Assemblies elections were defeated, and some of the ministers, who have become candidates, have yet to receive their results. The EC meeting held on November 27 took the decision that it would conduct election again at voting centers 'a' and 'b' of Putalikath of Janajyoti Secondary School in Baiteshwori Rural Municipality-2; at voting centers 'a', 'b', and 'c' of Kalidhunga Secondary School at ward no 3 of same rural municipality. Other centers to have the election again are 'a', 'b' and 'c' of Baiteshwori Secondary School at ward no 6 of the same rural municipality, and voting centre 'a', and 'b' of Health Post building Japhe in Tamakoshi Rural Municipality-3. Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) Chairman Madhav Kumar Nepal has said he does not see any possibility of the leftist parties coming together and forming a government, reports The Kathmandu Post on November 30. Chairman, Nepal, while talking to journalists at the end of this party’s Secretariat meeting on November 29, said that the stance of the party, a member of the current ruling coalition which also contested the parliamentary and provincial elections as an alliance, means it would be easy for the coalition to form the next government. The ruling coalition comprises the Nepali Congress (NC), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), CPN-Unified Socialist, Rastriya Janamorcha and the Loktantrik Samajbadi Party (LSP). Despite the electoral alliance, the CPN-Unified Socialist has won just 10 seats in the federal parliament and 14 seats in various provincial assemblies. The party is struggling to retain its status as a national party for which it must garner at least three percent of the popular votes in parliamentary elections. "I don't see the possibility of a leftist alliance forming a government," he said, "We have decided to continue our partnership with the ruling coalition."
