A scheduled meeting of the Government-formed Recommendation Committee - the committee assigned to suggest chiefs and members of two Transitional Justice (TJ) bodies - has been postponed at the last moment, reports Republica. The committee's coordinator, former Chief Justice Om Prakash Mishra, postponed the meeting at the eleventh hour. Formed in March, the Mishra-headed committee is still unable to suggest the prospective candidates to lead the two TJ bodies — Commission of Investigation on Enforced Disappeared Persons (CIEDP) and Truth and Reconciliation Commission (TRC). Knowledgeable sources say disagreement among major political parties irrespective of the mandate given to the committee has largely delayed the recommendation process. The major political parties, mainly the ruling Communist Party of Nepal (CPN) and the main opposition Nepali Congress (NC), are said to be divided over whom to appoint the chiefs and members of the TJ bodies. Both the parties want to push their trusted candidates for appointment to the TRC, where most cases of serious human rights violations filed against the top leaders are pending.

Human Rights Watch (HRW) on September 4 urged Nepal Government to revise several pieces of draft legislation that threaten to undermine the right to freedom of expression, reports Republica. In a letter to Prime Minister K. P. Oli, the New York-based HRW urged the Nepal Government to amend the recently revised Penal Code, which criminalizes speech on vague grounds, including that it may “annoy” or “trouble” someone. "The draft laws currently before parliament, including the Media Council Bill, Information Technology Bill, and the Mass Communications Bill, contain numerous loosely defined and draconian measures. These include offenses for harming the nation’s “self-pride” or damaging an individual’s “image or prestige.” Provisions controlling online and social media activity are especially sweeping. Many of the new offenses carry fines and lengthy prison sentences," HRW said in the latter.

The explosions took place in Delhi Public School, located inside the BP Koirala Institute of Health Sciences (BPKIHS), Dharan and in Sushma Godavari College of Itahari. Police said Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) could have their involvement in the incident to scare the school authorities as they disagreed to give donation to the group.

Conflict victims have warned that they may stay away from the transitional justice (TJ) process if former commissioners who were earlier ‘removed’ from their positions for failing to resolve conflict-era cases or controversial people are appointed to the TJ bodies, reports Republica on September 7. The objection from the victims comes at a time when a committee formed to recommend chiefs and members of the TJ bodies — Truth and Reconciliation Commission (TRC) and Commission of Investigation on Enforced Disappeared Persons (CIEDP) — is said to be working to re-appoint some individuals who had earlier been forced to resign from the TJ bodies.

According to the reports, a powerful pressure cooker exploded at Sahara Nepal Cooperatives in Charpane of Birtamod Municipality, damaging the main gate of the cooperative and the guard room. Another blast took place at the premises of Gauradaha Municipality Office damaging a scorpio jeep. Netra Bikram Chand-led Communist Party of Nepal (CPN-Maoist-Chand) has claimed responsibility for the twin blasts. The committee headed by former Chief Justice Om Prakash Mishra met to decide the names of the officials for the two transitional justice bodies which also included Commission of Investigation on Enforced Disappeared Persons (CIEDP) and Truth and Reconciliation Commission (TRC). In a meeting on September 16, Law Minister Bhanu Bhakta Dhakal said that the government is ready to frame the draft bill on an amendment to Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act-2014 in consultation with the conflict victims. He also said that the draft bill will be formulated in adherence to international standard and Supreme Court directive.

Conflict Victims Common Platform (CVCP) on September 22 submitted a memorandum to Minister of Law, Justice and Parliamentary Affairs Bhanu Bhakta Dhakal, suggesting revisions to modality for consultations on Transitional Justice Act amendment, reports The Himalayan Times. Organising a preliminary consultation with stakeholders on September 16, Minister Dhakal had presented a modality for holding broad-based consultations in all seven provinces to gather inputs for amendment to the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act-2014. In the memorandum, CVCP suggested holding consultations with victims and other stakeholders, separately. It said putting everybody together might result in victims being overshadowed. Separate consultation with victims should be held for one full day prior to holding discussions with other stakeholders, stated the memorandum.

Conflict victims on September 26 blasted political leadership for neglecting those who sacrificed everything to bring about political transformation in the country, reports The Himalayan Times. They also warned of another rebellion if political parties and their leaders did not reform themselves and address concerns of victims of the 10-year Maoist insurgency at the earliest. Bhavana Bidhrohi, a former Maoist rebel, speaking at an interaction in Kathmandu in the presence of Nepal Communist Party (NCP) Chairperson Pushpa Kamal Dahal, senior NCP leader Madhav Kumar Nepal and Nepali Congress (NC) President Sher Bahadur Deuba, said “Monarchy was overthrown and a republic system was established. But what have we got? We have been robbed of everything and rendered disabled.” Ram Kumar Bhandari, founder of National Network of the Families of the Disappeared and Missing in Nepal, accused the political leadership of living a luxurious life undermining sacrifices of those who were killed, disappeared and rendered disabled during the conflict. “Political leadership has become dishonest and the state unaccountable,” he said, adding they wanted to know the whereabouts of those who disappeared during the conflict. Former chairperson of Conflict Victims Common Platform Suman Adhikari said “The Truth and Reconciliation Commission and the Commission on Investigation of Enforced Disappeared Persons failed because of politicking and the commissioners’ incompetence, besides lack of necessary legislation.”
