The Supreme Court on April 1 ordered the special court to announce its judgment on the basis of available evidences produced by the prosecution side if former President Pervez Musharraf fails to appear on May 2, reports Daily Times. The bench hearing the high treason case ordered that Musharraf will lose right of defense in the case over nonappearance on the next hearing. The top court ordered that former dictator will not be entitled to record his statement under section 342 if he doesn’t attend court proceeding. However, if the accused appears on the next hearing, he will be provided all facilities to present his defense, it stated.

Foreign Minister Shah Mehmood has asked the United States to play its due role in resumption of dialogue between Pakistan and India, Daily Times reported on April 3. The demand was made during a telephonic conversation between Qureshi and his United States (US)counterpart Secretary of State Mike Pompeo, said a statement issued by the Foreign Office on April 2. Relations between the nuclear-armed rivals are tense since the attack in occupied Kashmir which killed over 40 Indian paramilitaries.The Foreign Minister briefed Pompeo on the de-escalatory measures taken by Pakistan, including the handing over of captured Indian pilot Abhinandan Varthaman. Both the leaders exchanged views on the current situation in the region, as well as discussed bilateral issues.Qureshi said bilateral relations between Pakistan and the US carried special significance for peace and stability in the region. The US role for de-escalation in the region was laudable, he added.

The country’s top military commanders expressed their strong will and determination to defend the motherland against any misadventure or aggression. The Supreme Court (SC) on April 2 reserved its verdict in a case pertaining to what constitutes ‘terrorism’ and, consequently, what cases should be tried under the Anti-Terrorism Act (ATA), reports Daily Times.Last month, the SC formed a seven-member larger bench to examine the issue when the matter came under discussion while the court was hearing two reviews petitions.Chief Justice of Pakistan (CJP) Asif Saeed Khosa, during the hearing in Islamabad, remarked that the ATA was full of “ambiguities” and regretted that “routine criminal cases are also tried in anti-terrorism courts”.“Every grave crime is not an act of terrorism,” the CJP remarked at one point. “God willing, we will define what constitutes as terrorism.” Further,CJP noted that “planned proliferation of insecurity is [defined as] terrorism”, but also observed that “all crimes result in extension of insecurity”. He reasoned that if a crime is committed with the intention of spreading insecurity, then maybe that ought to be classified as terrorism.Justice Mansoor Ali Shah, at this point, observed that the intention of a perpetrator cannot be ascertained just by the extent of the damage they inflict.

The United States (US) vowed on April 2 to utilise “all available avenues” to ensure Jaish-e-Mohammed (JeM) chief Masood Azhar was held accountable but China warned Washington that this attitude could complicate an already tense situation in South Asia, reports Dawn. “We can confirm that we circulated a draft UNSC resolution with UK and French support,” said a US State Department spokesperson when asked how the US planned to deal with this issue. On March 27, the US circulated a draft resolution to the 15-nation UN Security Council (UNSC) to blacklist Azhar and subject him to a travel ban, an assets freeze and an arms embargo. Official says Beijing has taken a ‘reasonable stand’ on issue of JeM chief. “We hope South Asia could maintain peace and stability and we hope India and Pakistan will engage in dialogue and through dialogue and consultation resolve outstanding issues,” said Chinese Foreign Ministry spokesman GengShuang while explaining China’s policy on the dispute.

At least 50 militants belonging to different Baloch separatist outfits on April 4 laid down their arms as part of the Peaceful Balochistan policy in Quetta, the provincial capital of Balochistan, reports The Express Tribune. These fighters, commonly called Ferraris, surrendered to authorities in a ceremony held in the Commissioner House and attended by Home Minister Zia Langove and Sector Commander Brigadier Tasawur. The militants included three active commanders of Baloch armed groups. As part of the policy, Langove also disturbed cash among the militants and invited more fighters to join mainstream politics for the sake of better future of their children. Since announcement of the Peaceful Balochistan policy more than 2,000 Ferraris have voluntarily surrendered.

Balochistan and KhyberPakhtunkhwa witnessed 92 per cent reduction in terrorist incidents,” says the report. The report states the law and order situation was satisfactory in Punjab and Sindh while Islamabad, Kashmir and Gilgit-Baltistan remained peaceful.Despite a reduction in terrorist incidents, Balochistan was the most affected province, it added. Overall, a fall of 22 per cent in terrorist incidents occurred in Balochistan and the erstwhile Federally Administered Tribal Areas (FATA).The report reveals that 517 people were killed in terrorist incidents in 2018 of which 288 were from Balochistan.“Sindh witnessed a decline of 80 per cent in terrorist incidents in 2018 as compared to 2017 while Punjab and Islamabad saw a 50 per cent,” it added.Another 67% decline in terrorism-related incidents occurred in Azad Kashmir, said the report, adding that 138 people died in erstwhile FATA and 59 in K-P in terrorist incidents while the death toll of such incidents was 15 in Punjab, 10 in Sindh, five in Gilgit-Baltistan and one each in Azad Kashmir and Islamabad.

Talha Haroon, 19, was arrested in Pakistan in 2016 after US authorities identified him as one of three men, along with a Canadian citizen and a man from the Philippines, planning attacks on Manhattan’s Times Square and the city’s subway. Justice Mohsin Akhter Kiani heard the case filed by Muhammad Haroon, father of the accused, challenging the district administration’s decision to extradite his son Talha to the US. Kiani remarked that America had returned a citizen on Pakistan’s demand. The counsel told the court that the siblings of Talha were still residing in the US and no legal requirements were fulfilled in the case of his client. No investigation was carried out against his client, rather a formal inquiry was only conducted, he added. However, the prosecutor stated that Talha was declared an accused in December 2018. After hearing the arguments from both the sides, the bench reserved its judgement in the matter.

Lahore High Court on April 11 withdrew an amnesty it had earlier been willing to grant to Tehreek-e-Labbaik Pakistan (TLP) chief Khadim Hussain Rizvi, saying the time to provide a written guarantee promising that Rizvi will not disrupt law and order if provided bail has now ‘passed’, reports Daily Times. During a hearing on April 8, the LHC had hinted at releasing Rizvi if he provided a written affidavit saying he would not create unrest in the society if released on bail. As the hearing started on April 11, a two-judge bench headed by Justice Qasim Khan asked Rizvi’s counsels if they had managed to procure a written guarantee from the TLP leader that would help his application for bail. The court was told that the lawyers had so far not been able to meet their client as the day set for meetings was Friday. “Is Rizvi ready to provide a written guarantee?” asked Justice Qasim Khan. “He should state that he will never again give any such instructions [encouraging them to cause a law and order situation] to his people.” At this point, the lawyer representing Rizvi seemed to resist the demands being placed on his client. “The government arrested Rizvi despite the [Faizabad] agreement,” he contended. To which Justice Khan asked, “Where is it written in the agreement that people who take the law in their own hands will not be arrested? Or are you saying that the government deceived Rizvi?” “Yes, the government deceived Rizvi. He was leading a peaceful protest,” the lawyer maintained. Court says the time for TLP chief to provide a written guarantee has now ‘passed’. That line of argument did not seem to go down well with the court. Though the lawyer then said he will present a guarantee from Rizvi, the court said the time for such a guarantee had passed and the bail plea will now be decided on its merits. The hearing was subsequently adjourned for a week. Rizvi was taken into ‘protective custody’ by Police in Lahore on November 23, 2018, after law enforcement agencies launched a massive crackdown against workers of TLP and Tehreek-i-Labbaik Ya Rasool Allah (TLYRA).

Sindh Rangers arrested 17 suspects, including those accused of extorting money and committing robberies, during targeted operations in different parts of Karachi, the provincial capital of Sindh, on April 14, reports The News.A spokesperson for the paramilitary force said the Rangers’ personnel conducted a targeted raid in the Malir area where they arrested two suspects, later identified as Khadim Hussain, alias Magsi, and Abdul Hameed. The arrested men were allegedly involved in a number of extortion cases. The Rangers also carried out raids in the Korangi, Sacchal. Frere, Kalri, Nabi Bux, Mithadar, Kharadar, Garden, Baghdadi and Mehmoodabad areas where they apprehended 14 accused who were identified as Muhammad Tauqeer Saeed, Muhammad Umair, Syed Amaan, Faizan, Siraaj, Sanaullah, Muhammad Hussain, Muhammad Jibran, Muhammad Sohail, Rashid, Sajid, Daniyal, Ghulam Sarwar and Muhammad Irfan. According to the Rangers, the arrested suspects were involved in various criminal offences, including illegal sale and purchase of weapons, dacoities, and street crime. A suspect, Raja Muzammil, was arrested by the Rangers when they carried out a raid in the Mehmoodabad area. Police and Security Forces (SFs) personnel killed five Tehreek-e-Taliban Pakistan (TTP) militants holed up in a house in E-sector of Phase-VII in Hayatabad area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, on April 16 after a fierce gun battle lasting over 17 hours, reports Dawn. One Police officer also killed during the gun battle. The TTP in an email message issued claimed that six of its members were involved in the gunfight with law enforcement personnel. The gun battle started at 7.30pm on April 15-evening as Police tried to enter the house in E-sector during an intelligence-based operation (IBO). Assistant Sub-Inspector Qamar Alam lost his life while trying to enter the house. A terrorist was also killed during an initial exchange of fire that triggered a fierce gunfight which continued till the killing of the four remaining terrorists around April 16-noon. Two SFs personnel and two civilians, including a woman, were injured during the gunfight. The Bomb Disposal Squad (BDUS) during the clearance found an explosives-rigged bike on the ground floor, which was connected with explosive materials planted in the basement of the house. The BDU destroyed the bike with an explosive charge, which brought down the two-storey house. “The house and bike were rigged with about 60kg explosives, which had been destroyed with a 250-gram explosive charge,” BDU chief Assistant Inspector General of Police (AIG) Shafqat Malik said.

In a bid to offer security for Christians on the festival of Easter, the Rawalpindi Police decided to deploy as many as 2,000 officers across the city, Express Tribune reports on April 19.The Rawalpindi City Police Officer (CPO) Abbas Ahsan has finalised a security plan for Good Friday and Easter. As per the security plan, more than 2,000 Policemen will be deployed across the city. The policemen will be assisted by personnel from the Elite Force, the Dolphin Force, the Special Branch and women police. Easter is expected to be celebrated at all main churches in the district. Apart from providing security to these worship places, churches in all the adjoining areas will be barricaded by installing razor wires and by placing barriers. Further, a special control room will be set up, while police contingents comprising district police and elite force will be kept in reserves at the Police Lines Headquarters to respond to any untoward incident. The divisional SSPs will monitor the security arrangements while the overall security will be supervised by the Rawalpindi Operations-SSP Syed Ali Akbar.

The Baloch Member of the National Assembly (MNA) Sardar Akhtar Mengal on April 24 raised the issue of missing persons questioning as to why the legislation regarding forced disappearance was being kept pending, reports The News.Speaking on a point of order in the NA, Mengal said the pen with which the Government had signed six-point agreement with Balochistan National Party - Mengal(BNP-Mengal) has been broken. The BNP-Mengal had reached a six-point agreement with Pakistan Tehreek-e-Insaf (PTI) last year in return for support for formation of PTI government in the Centre. The points include recovery of missing persons, immediate repatriation of Afghan refugees, implementation on the NAP, implementation on six percent quota for Balochistan in jobs in the Federal Government and construction of dams in Balochistan to meet acute water shortage. “We have time and again asked for formation of committee for implementation of the agreement,” he said. The Baloch leader regretted that what had been happening in the NA was considered more important than the problems of the Balochistan province. “The Balochistan province is mired in problems due to natural calamities and terrorism,” he said.

Assistant Sub-Inspector (ASI) Imran and Constable Zafar Ali Jan were killed in Bannu (April 23) and Buner (April 24) respectively. Owing to the polio vaccine scare and attacks on Policemen guarding to polio teams, KP Inspector General (IG) Dr Muhammad Naeem has ordered enhancing deployment for security of the vaccination drive. As the anti-polio campaign entered the third day across the country, it failed to continue in 24 Union Councils (UCs) of the province. A special team, led by Superintendent of Police (Saddar division) SahabzadaSajjad, was formed to arrest the culprits. Now, after a long wait, the Afghanistan Peace Process presents a historic opportunity for peace in the region and Pakistan is fully supporting the process including the next logical step of Intra Afghan Dialogue wherein Afghans will themselves decide upon the future of their country,” he said in a statement. Khan further added “In this backdrop, Pakistan is highly dismayed by the surge of violence in Afghanistan from all sides. The so-called offensives are condemnable and will undermine the peace process. The US diplomat, who was in Islamabad as part of a delegation headed by US special envoy Zalmay Khalilzad, was asked about Pakistan’s longstanding allegations against India for sponsoring terrorism from Afghanistan.
