Four soldiers, identified as Naik Shair Ahmed, Lance Naik Muhammad Asghar, Sepoy Muhammad Irfan and Sepoy Abdur Rasheed, were killed on April 1, in a terrorist attack along the Pakistan-Iran border in the Jalgai sector of Kech District Balochistan, reports Dawn. A press release from the Inter-Services Public Relations (ISPR) said “on April 1, 2023, a group of terrorists operating from Iranian side attacked a routine border patrol of Pakistani security forces operating along Pakistan-Iran Border in Jalgai Sector, District Kech.” The terrorists had also taken the weapons of the four dead soldiers. The Baloch Liberation Army (BLA) took responsibility for the attack in a media statement, adds The Balochistan Post.

Two Baloch persons were forcibly disappeared by Security Forces (SFs) from the Jaffarabad area of Khuzdar District on April 1, reports The Balochistan Post. SFs arrested two persons, identified as Javed Zehri s/o Meer Hassan and Ali Hassan Zehri s/o Ghulam Nabi from the Jaffarabad area. Since then the condition and the whereabouts of both men are unknown. Both of the young men were detained when they were present at one of the detainees’, Javed’s shop. Javed Zehri was earning his bread by working in a shop. He is the cousin brother of Tabish Zehri, who was forcibly disappeared and later killed in a fake encounter by Counter Terrorism Department (CTD).

A total of 25 cases of militant attacks have been registered with the Police during the three months, Police data shows. According to the data, 15 militant attacks were reported against Police in January 2023, in which 116 personnel were and 189 were injured. Three militant attacks were reported in February 2023, in which two Police personnel embraced martyrdom and five others were wounded. Seven cases were registered by the Police in March 2023, wherein seven Policemen embraced martyrdom and 18 others were wounded.

Eight terrorists and a soldier were killed during an intelligence-based operation (IBO) in the Shinwarsak area of South Waziristan District in Khyber Pakhtunkhwa on April 5, reports Dawn. According to a statement issued by the Inter-Services Public Relations (ISPR), an intense exchange of fire took place between Security Force personnel and terrorists during the operation. “Own troops effectively engaged the terrorists’ location and eight terrorists, including terrorist commander Jan Muhammad alias Chargh, were sent to hell,” the statement said. 31-year-old Sepoy Hamid Rasool, a resident of Rawalpindi District of Punjab, was killed during the gun battle with the terrorists while another four SF personnel, including two officers, were injured.

Inter-Services Public Relations (ISPR) said in a statement that he has been a hardcore militant as well as the founder and leader of the BNA which came into being after the amalgamation of the Baloch Republican Army (BRA) and United Baloch Army (UBA). "BNA had been responsible for dozens of violent terrorist attacks in Pakistan including attacks on law enforcement agencies (LEAs) installations in Panjgur and Nushki," the ISPR said. Four people were injured in a second attack targeting the Sariab Station House Officer (SHO) Ehsanullah Marwat’s vehicle was targeted at Munir Mengal Road near Sariab Phatak of Quetta on April 10, reports Dawn. SSP Zohaib Mohsin said that the SHO and other Police personnel with him were inspecting officers stationed at Munir Mengal Road on their duties and were not present in the vehicle during the time of the blast. Briefing the local journalists at his office, Lower Dir District Police Officer (DPO) Tariq Iqbal said that both the terrorists identified as Burhanuddin and Hafeezullah alias Umar, residents of Alladand in Malakand District, were involved in the murder of a traffic police officer, Bakht Zamin, who was killed in Talash Bazaar on April 4. The DPO said that Police were informed about the presence of the two suspects at Khat Kalay. When the Police team reached the place, the accused hurled a hand grenade at a Police van which did not explode. The terrorists also fired at the Police personnel but they remained unhurt. According to the report released on April 15 by the Centre for Research and Security Studies (CRSS), at least 854 people were killed or wounded in militant attacks and counterterrorism operations in the first quarter of this year, a number that was half of what witnessed during the entire 2022, reports Dawn. The number of deaths was 358 and that of injuries was 496, which resulted from as many as 219 terrorist attacks and counterterrorism operations during the January-March period. Most deaths — 245 (or 68 per cent) — were reported from Khyber Pakhtunkhwa (KP), followed by Balochistan’s 64 (18pc), and then in Sindh, Punjab and Islamabad. The report said that 2023 started with the most fatal January for Security Forces (SFs) in a decade, following a similar trend from the previous year, which ended with the decade’s deadliest December for them. With a death toll of 111, January recorded the second-highest number of fatalities of SF personnel in a single month, second only to July 2014 with 118 fatalities. However, violence-related fatalities of civilians dropped by more than half to 63 in the first quarter compared to 136 a year ago. The terrorist attacks against SF personnel, Government officials, and civilians accounted for most incidents of violence and counter-violence that took place in the first quarter. The Tehreek-e-Taliban Pakistan (TTP) carried out at least 22 attacks causing 107 fatalities.

The Counter-Terrorism Department (CTD) on April 18 killed two terrorists associated with Tehreek-e-Taliban Pakistan (TTP) during a shootout in Rajanpur District of Punjab, reports ARY News. The terrorists were planning an attack on law enforcement agencies when they were neutralized, the CTD spokesperson said. The CTD personnel carried out an overnight search operation in Rajanpur. Terrorists opened fire at the personnel and in a retaliatory fire two TTP terrorists were killed, while three others fled the area by taking advantage of the night, the spokesperson added. The killed terrorists were identified as Ilyas and Irfanullah. Arms and ammunition were recovered from their possession.

Pakistan experienced the highest number of civilian casualties due to use of explosive weapons in 2022, says a report by Action on Armed Violence (AOAV), a London-based charity, recording 721 civilian casualties due to use of explosive weapons in 126 incidents in the country, Dawn reported on April 25. This marked a 62 per cent increase from 445 civilian casualties recorded across 100 incidents in 2021, says the Explosive Violence Monitor 2022. Moreover, it means the rate of civilian harm per incident increased from 4.5 to 5.7, according to the report which was released on April 24. Most notably, incidents of explosive weapon use by non-state actors rose by 31pc last year, from 71 to 93 incidents, and civilian casualties of such attacks rose by 47pc from 376 to 554. According to the report, Pakistan appears ninth in the list of top ten countries that were most affected in 2022. Ukraine, Afghanistan and Syria topped the list, while India appears in 11th place and Gaza in 13th. While the number of recorded incidents of state-perpetrated explosive violence remained the same as 2021, with three incidents recorded, the rate of harm from state attacks increased from 1 to 18.3, with three civilians harmed in such attacks in 2021 compared to 55 last year, the report says. Improvised explosive devices (IEDs) caused 71pc (515) of civilian casualties in Pakistan over the past year, while ground-launched weapons caused 194 civilian casualties, and mines caused 12 (a small drop from 15 in 2021).

At least 436 major and minor incidents of terrorism took place in the country so far this year, said the Inter–Services Public Relations (ISPR) Director General (DG) Major General Ahmed Sharif Chaudhry on April 25, reports Samaa TV. In a press conference, Major General Ahmed Sharif Chaudhry said 293 people were martyred and 521 injured in the terrorist attacks in 2023. During the ongoing year, 8,269 intelligence-based operations were conducted against terrorists and their facilitators, he further said, adding that during these operations, 1,535 terrorists were killed or arrested. More than 70 IBOs are taking place daily to deal with the scourge of terrorism, while the Pakistan Army, Police and other law enforcement agencies are engaged in operations, Major General Chaudhry said. The war against terrorism will continue till the last terrorist is eliminated, the DG ISPR stressed, adding 98% of the fencing work on the 2,611 kilometre Pak-Afghan border has been completed. The DG further said more than 85% of fencing work on the Pakistan-Iran border has been completed, adding 85% of the forts have been established on the Pak-Afghan border to curtail the movement of terrorists. A total area of 3,141km has been fenced so far, the DG SPR said, adding many soldiers have sacrificed their lives for the completion of the national project.

A spokesman for the SIU said that the arrested terrorists were involved in targeted killings and extortion. The terrorists confessed to their involvement in several crimes which they committed on the orders of TTP leadership in Afghanistan. The terrorists had demanded protection money from a trader in the Saddar area. They along with their other accomplices, murdered Qayyum Goshtwala in the Banaras area for non-payment of extortion, spokesman said, adding that cases pertaining to the both incidents were registered at the Preedy and Pirabad police stations, respectively. In 2022, the terrorists killed Saeed Ahmed, a citizen of Afghan origin, in the Gulshan-i-Maymar area on the suspicion of spying on TTP for a foreign intelligence agency. The TTP leadership in Afghanistan had paid them Rs2 million for the murder, spokesman added.
