A 12-member Pashtun jirga (council of tribal elders) wrapped up another round of talks with leaders of the Tehreek-e-Taliban Pakistan (TTP) Kabul on August 1, reports Dawn. Barrister Muhammad Ali Saif, who led the tribal elders, dispelled the impression of a deadlock in the talks and told Dawn that the three-day talks were held in a “conducive environment” in which both sides addressed each other's reservations. “The negotiations did not fail but are continuing. Failure and success will be judged when the process reaches an end," he said, clarifying that the talks would fail when either side decides to halt the process. "But this is not the case," he added. “We had interactions with the TTP and the officials of the Islamic Emirate. We met the TTP separately and also together with the officials of the Islamic Emirate,” he added further. Barrister Saif, however, declined to share further details of the meetings, adding that the negotiations were underway "smoothly".

Despite the announcement of an indefinite ceasefire by the Tehreek-e-Taliban Pakistan (TTP), militant attacks increased in July as compared to June, according to statistics released by an Islamabad-based think-tank, Pakistan Institute for Conflict and Security Studies (PICSS), Dawn reported on August 2. In July militants carried out 33 attacks in which 34 people were died, including 17 Security Force (SF) personnel, and 46 people were injured, including 34 SF personnel. However, in June, the militants carried out 26 attacks in which 36 people were killed and 26 injured. In Khyber Pakhtunkhwa (KP), PICSS has recorded a 400pc increase in militant attacks compared to June 2022. In July, 12 militant attacks were reported in which 12 people were killed, including 10 SF personnel, while 13 others sustained injuries including 10 Army personnel. 34 people killed in 33 attacks, PICSS’s statistics said. In June, the province had witnessed only three militant attacks in which three people were killed. A newly-formed militant outfit ‘Ittehad Musallah Islami Mujahideen (IMAM)’ claimed responsibility for one of the attacks. In response to an increase in militant attacks, security has been beefed up in the province. In a security forces action reported from KP, three alleged militants were apprehended. In the tribal Districts of KP, the report recorded a slight increase in militant attacks compared to June while in July, 14 militant attacks were reported compared to 12 in June. In July, 16 people were killed in erstwhile Federally Administered Tribal Areas (FATA), including three SF personnel, while 23 sustained injuries including 18 SF personnel. The TTP had not claimed responsibility for any militant attack in the region. In Balochistan, SFs carried out three major operations against Balochistan Liberation Army (BLA) and killed 17 alleged militants in response to their involvement in the kidnapping and killing of Lieutenant-Colonel Laiq of Army. Seven militant attacks were also reported in Balochistan in which six people were killed including four SF personnel while 10 sustained injuries. In Sindh, two SFs actions were reported in which three alleged militants were apprehended.

Meanwhile, Baloch Raji Ajoi Sanger (BRAS) ‘spokesperson’ Baloch Khan, in a statement to media, claimed to shoot down the helicopter in the mountain range between Windar and Noorani areas, reports The Balochistan Post. Baloch Khan said that on August 1, a team of BRAS cadres spotted a low flying helicopter of Army. In the attack, carried out with antiaircraft guns, the helicopter was badly damaged and later completely destroyed after it crashed near Moosa Goth. All six personnel on board the flight were killed in the attack. They included Core Commander 12the Core Lieutenant General Sarfaraz Ali, Director General Coast Guard Major General Amjad, Brigadier Khalid, pilot Major Saeed, co-pilot Talha and crew chief Naik Muddasir. Baloch Khan said that Lieutenant General Sarfaraz Ali remained the Director General of Military Intelligence and Inspector General of Frontier Corps South in Balochistan. He was directly involved in enforced disappearances and the Baloch genocide.

The dead bodies of two brothers, who were forcibly disappeared by Security Forces (SFs) during a raid in the night of August 1 in the Jangal Rod Kharan area of Kharan District of Balochistan, were recovered from Quetta on August 2, reports Radio Zrumbesh. SFs raided the house of a man named Haji Sanaullah Shahwani and tortured the women and children in the house and his three sons. The SFs took with them two brothers who were seriously injured by bullets of SFs during the raid. Out of the three brothers who were forcibly disappeared after detention by the SFs, Imran Shahwani and Aamir Shahwani were found in Quetta with serious injuries and were shifted to the trauma centre in Quetta. However, they succumbed to their injuries. The whereabouts of third brother was still unknown.

TTP’s return has spread a wave of fear and panic among residents who are demanding the Government take action against the militants. The local residents said the TTP militants were not only at Balasoor Top but they were also present in large numbers in the mountainous areas of Matta tehsil, including Bar Shor, Koz Shor, Namal, Gat Peuchar and other areas, which has created panic. Deputy Inspector General of Police, Malakand Range, Zeeshan Asghar, was contacted for comments over the new development but he did not respond. Meanwhile, Geo News correspondent in Swat Mehboob Ali, while speaking on Aaj Shahzeb Khanzada Kay Sath, shared that at least 200-250 TTP militants are in the area and have stated that they are in Pakistan based on an agreement. The TTP said that the Pakistani state is mistaking our softness for weakness. TTP ‘spokesperson’ Muhammad Khurasani said in a media statement the Pakistani SFs raided a house in Spinwam and killed two TTP members. Khurasani identified the slain TTP members as Khabib alias Bilal and Khairkhwa. Khurasani said that the Pakistani SFs violated the rules of the ceasefire agreement that the Pakistani state and the TTP signed. The rules called for an immediate cessation of violence on both sides, but the Pakistani state is not holding its end of the bargain. BLF claimed responsibility for the attack. Major Gwahram Baloch, the ‘spokesman’ of BLF, said in a statement that cadres of BLF attacked three trawler vehicles carrying containers from Gwadar Port at Wajahani Nigwar in Makuran Coastal Highway of Gwadar District. As a result of the attack, the vehicles were severely damaged and a driver was injured.

The Counter-Terrorism Department (CTD) on August 22 killed a wanted terrorist during a search operation on the border area of District Lower Dir and Bajaur in Khyber Pakhtunkhwa, reports The Express Tribune. As per details, the CTD and an intelligence agency got a tip-off that a group of terrorists had gathered at a location named Tangay Lunday Shah to carry out a major terrorist activity. Special raiding teams of CTD Malakand and intelligence agency were soon formed and started a search and strike operation at the aforementioned location. During the raid, the terrorists shot at the raiding teams. Resultantly, the teams resorted to retaliatory fire. When the firing stopped, the teams searched the location and found terrorist named Hayat Mohammad alias Salman dead. The killed terrorist was wanted by the CTD for over a dozen terrorism-related cases. During the body search, a fake CNIC card in the name of Abdul Khaliq s/o Behram Khan was found in the pocket of the killed terrorist. Hayat was involved in the IED attack on Jamiat Ulema-e-Islam-Fazl (JUI-F)'s former Tehsil Nazim Syed Badshah. Badshah and six others had sustained serious injuries in the attack. Baloch Liberation Army (BLA) cadres shot dead an agent of Military Intelligence (MI) in Jiwani area of Gwadar District in Balochistan on August 23, reports Radio Zrumbesh. BLA ‘spokesperson’ Azad Baloch claimed responsibility. Azad Baloch has stated on his official Telegram channel, Baloch Liberation Voice, and said that Naseer, a key worker of MI, was killed by bullets of BLA cadres in Jiwani area. He said person was primarily related to Mansehra District of Khyber Pakhtunkhwa and was working under the auspices of MI for the past decade. He performed his work as a secret service in Gwadar, Kech, Peshukan and western Balochistan for a long time. Azad Baloch further said that Agent Naseer was a regular intelligence worker who was fluent in several languages and used to inform the local Baloch in a very clever manner. Azad Baloch said that the mentioned person used to change his business and residence every few months in different areas of Balochistan and used to incite people to work for MI by calling him a job.

Two persons killed and Professor, lawyers among eight persons “forcibly disappeared” during Security Forces (SFs) raid in the night of August 24 in Killi Shadi Khan of Parangabad in Mastung District of Balochistan, reports The Balochistan Post. Addressing a press conference in Quetta on August 25, Bibi Salma Baloch, the daughter of missing Professor Saleh Muhammad Shad, said a large cadres of SFs beleaguered our house in Killi Shadi Khan of Parangabad, in Mastung in the night. She said the SFs opened indiscriminate firing at our house and “forcibly disappeared” eight members of our family, including my father. She identified the other detainees as Advocate Attaullah Baloch, Gul Muhammad Shahwani, Advocate Najeeb Ullah, Saifullah, Mujeeb Ur Rehman, Salahuddin and Salman. She said our house was heavily damaged in the firing and shelling, and we got the news of our injured family members – Salahuddin and Salman – were killed. Professor Saleh Shad Muhammad and Gul Muhammad were terribly beaten while in custody and brought to a hospital in Quetta in a critical state.
