According to statistics released by the Pakistan Institute for Conflict and Security Studies (PICSS), July marked a significant upsurge in attacks, making it the second deadliest month of 2023, with 124 fatalities and 218 injuries, The News reported on August 2. The country witnessed 54 militant attacks during July. The victims whose lives were lost included 77 civilians and 37 Security Force (SF) personnel, while 181 civilians and 36 SF personnel sustained injuries. Additionally, 10 terrorists were killed during their own actions, and SF successfully neutralised 12 terrorists while apprehending 46 others, thwarting numerous future attacks. Comparing the data with the previous month, June 2023, the PICSS report reveals an alarming increase in terrorist activities. There was a 15% rise in terror attacks, a substantial 381% increase in civilian deaths, and a concerning 131% increase in SFs fatalities. Furthermore, civilian injuries witnessed a drastic 583% rise, and SF personnel endured a 64% increase in injuries during the same period.

The Foreign Minister Bilawal Bhutto-Zardari said August 1 that if the Afghan Interim Government failed to take action, Pakistan had an option under international law to act in "self-defence" against the militants hiding inside Kabul, reports Geo News. While speaking to the media, he, however, made it clear that this should not be the first option for his Government. "Regarding Pakistan going there [inside Afghanistan] and taking action against these terrorists, we do not want to be forced to do this, but according to international law, we have the right to self-defence," said FM Bilawal while addressing a ceremony at the Ministry of Foreign Affairs. "If we are repeatedly attacked like this, and there is no appropriate response, we will be forced to do this. But I don’t think it should be amongst the first options for us," he added. "Statistics show that if you look at our data 500 days before the fall of Kabul, and then compare it with our data 500 days later, you can see that there has been a clear increase," he said, adding that weapons left in Afghanistan by the US and NATO forces had fallen into the hands of militants. The Foreign Minister also reminded Kabul of the Doha Accord. According to the Doha Accord, the Taliban had assured in writing that militant groups would not be allowed inside Afghanistan and nor would any militant group attack another country from inside Afghanistan.

Two Policemen, escorting a polio vaccination team, were killed on August 1 when unidentified assailants opened fire on them in Nawa Killi area of Quetta, the provincial capital of Balochistan, reports Dawn. Zarghoonabad Station House Officer (SHO) Asif Marwat confirmed the casualties of two Policemen who were identified as Constables Shaukat Ali and Syed Muhammad. SHO Asif Marwat further said that members of the polio team did not sustain any injuries in the attack but the polio campaign in Nawa Killi and its surrounding areas had been suspended. The attack comes on the first day of a week-long campaign to administer the polio vaccination.

A Frontier Corps (FC) soldier received bullet injuries when a military vehicle came under terrorist attack in Bara of Khyber District in Khyber Pakhtunkhwa in the evening of August 3, reports Dawn. A vehicle carrying FC personnel was on its way to Jansi Fort from Speen Qabar Chowk in Sipah area of Bara when unidentified terrorists opened firing on it at around 9:15pm. Officials said unidentified terrorists attached the explosive device to the roof of a Levies vehicle which went off when Risaldar Major Mohammad Nasim was travelling in it along with other people. Two Frontier Corps (FC) personnel were killed and three other soldiers sustained injuries when militant attacked a mobile bomb disposal party at Thund in Tirah valley of Khyber District in Khyber Pakhtunkhwa on August 3, reports Dawn. Mullah Sardar Hussain Arain, a leading figure of Jamaat-ud-Dawa (JuD), the frontal organisation of Lashkar-e-Taiba (LeT), succumbed to his injuries on August 5 when he came under an attack by the Sindhudesh Revolutionary Army (SRA) in Qazi Ahmed town of Shaheed Benazirabad District (formerly known as Nawabshah District) in Sindh on August 1, reports The Balochistan Post. Mullah Sardar Hussain Arain was targeted while traveling from his residence to one of his shops. A violent mob of hundreds ransacked and torched five churches, attacked the residences of members of the Christian community and office of the local Assistant Commissioner, following an alleged incident of blasphemy in Jaranwala town of Faisalabad District in Punjab on August 16, reports Dawn. The violence erupted after some locals alleged that several desecrated pages of the Holy Quran had been found near a house at Cinema Chowk in Jaranwala, where two Christian brothers resided. Rumours of the alleged act spread like wildfire across Jaranwala after those who had levelled the allegations approached different mosques, from where announcements were made to incite people to show their “reaction” to the incident. The situation became more volatile when members of the Tehreek-i-Labbaik Pakistan (TLP) entered the fray, making public announcements from mosques and other places, riling up people to reach the site of the alleged incident. Soon, a mob gathered outside the house of the two men – who had evacuated by then – and set it on fire, sparking a spate of violent incidents. Following this incident, people started gathering in Jaranwala town, turning into an enraged mob that allegedly attacked two churches — one Catholic and the other belonging to the Salvation Army. The mob also attacked and burnt a number of Christian homes in two nearby localities, near Chak 127-GB on the main City Road and near Chak 126-GB, Bridge Colony, along Shahrwana Canal – also known as Christian Colony.

Hundreds of men attacked a predominantly Christian area on the outskirts of the industrial city on August 16 after allegations spread that the Holy Quran had been desecrated. Two cases have also been registered against the arsonists in Jaranwala in which 37 suspects have been named while more than 600 unknown people have been included in the investigation. The development comes after the Punjab interim Government ordered a high-level inquiry after a mob set fire to a number of churches and vandalised Christians' homes during a rampage on Wednesday, with authorities saying over 100 people had been arrested. Punjab Caretaker Chief Minister Mohsin Naqvi said that the two main suspects are in the custody of the Counter-Terrorism Department (CTD).

Residents found the bodies lying on a road between Mullah Chah and Shah Murad Chah areas. The slain persons were identified as Dr Hamid Ali, his son Behroz Hamid and nephew Abdul Basit. “Hands of all the three deceased were tied at the back and they were hit with bullets at different parts of the body,” local officials said. Family said Dr Ali, his son and nephew disappeared after they had left for Iran on a friend’s invitation around one and a half years ago. They were residents of the Buleda Jhab town in Kech.

The initiative comes as the Police department analysed the security situation and found out that two-thirds of the nationwide militant attacks took place in KP, according to an unnamed senior official. “Our [police] analysis reveals that around 70 per cent of militant attacks have been carried out against us. A total of 154 casualties have been reported in such attacks this year compared to 63 in 2022,” the senior official told Dawn under condition of anonymity. He said SWAT teams were raised to deal with “high-risk situations”, while a centralised core intelligence wing for efficient intelligence operation and field intelligence units were established at regional and District levels for localised insight.

Dr Muhammad Masood, who worked at a research clinic in Rochester and arrested at an airport in March 2020, was convicted by a court in the state of Minnesota. Dr Masood pleaded guilty on August 16, 2022 to attempting to provide material support to IS. A US Justice Department press release read that Dr Masood made multiple statements about his desire to join Islamic State. He also pledged his allegiance to the terrorist outfit and its leader. The doctor expressed his desire to conduct “lone wolf” terrorist attacks in the US. Giving details, the press release stated that on February 21, 2020, Dr Masood bought a plane ticket from Chicago, Illinois, to Amman, Jordan, and from there planned to travel to Syria. On March 16, 2020, Dr Masood’s travel plans changed because Jordan closed its borders to incoming travel due to the coronavirus pandemic. Dr Masood then agreed to fly from Minneapolis to Los Angeles to meet up with an individual, who he believed would assist him with travel via cargo ship to deliver him to Islamic State territory. On March 19, 2020, Dr Masood travelled from Rochester to Minneapolis-St. Paul International Airport to board a flight bound for Los Angeles, California. Upon arrival at the airport, Dr Masood checked in for his flight and was subsequently arrested.

A Policeman, identified as Akhtar Hussain, was killed in firing of unidentified assailants near Sariab Road Mill Colony of Quetta, the provincial capital of Balochistan, on August 30, reports Pakistan Today. Sariab Superintendent of Police (SP) Zia Mandokheil said that Akhtar Husain, deployed at the entrance of the Special Branch office in Sariab Mills Colony, was heading home after completing his night duty when armed men opened fire at him, adds Dawn. The Counter-Terrorism Department (CTD) shot dead four Tehreek-e-Taliban Pakistan (TTP) terrorists during a raid on terrorist hideout in Surkhab area of Pishin District in Balochistan on August 30, reports Dawn. A statement issued by the CTD said the Quetta CTD received information from a credible source that “notorious TTP sharpshooter” Shakar Din alias Umar Khalid, along with his other associates, was “spotted at a hideout in Surkhab Muhajir Camp in Pishin, and he fully armed, in preparation of another terrorist attack”. Seeing the CTD personnel, terrorists opened fire and in a retaliatory fire four of the terrorists were killed. The statement identified Din’s associates as Ahmadullah, Aminullah and an Afghan citizen, Abdul Fateh. It added that they had been involved in various terrorist activities as part of the TTP and at the behest of Pir Ainuz Zaman Akhunzada. Arms and ammunition were recovered from the possession of the killed terrorists.

At least nine soldiers were killed and 20 others sustained injuries when a suicide bomber riding a motorcycle blew himself up on a military convoy in Mali Khel area of Jani Khel in Bannu District in Khyber Pakhtunkhwa (KP) on August 31, reports The Khorasan Diary. According to the Inter-Services Public Relations (ISPR), among the nine soldiers included Naib Subedar Sanobar Ali, while five troops were injured in the attack added Geo TV. The Hafiz Gul Bahadur faction of Tehreek-e- Taliban Pakistan (TTP), through its propaganda wing, Al Amar Media from North Waziristan, said that an affiliated cell of the group, identified as ‘Sufyan Karawan’ carried out the suicide attack, added The Khorasan Diary. “This was revenge for the killing of one of our affiliate Abdur Razaq the father of Maulana Shahbaz Janikhel” said the statement by a ‘spokesperson’ who identified himself as Toray Dawar. He identified the suicide bomber as Dewana Latakwal.

Ghulam Farooq, who had relocated to Mastung to seek work, was reported missing on October 27, 2022. He frequently travelled between Mastung and Mangochar for labour opportunities. On the day of his disappearance, Farooq was reportedly taken by Security Forces from the central highway of Mastung.
