One man was killed and a security official was injured in an attack on Army Public School for Girls in the Azam Warsak area of South Waziristan District in Khyber Pakhtunkhwa on December 1, reports Dawn. According to the district police, unknown militants opened fire from a nearby mountain during Parents’ Day celebrations at the School. The students, parents, staff and security personnel, who were present inside the school at the time of the attack, remained unhurt. The deceased, identified as Masti Khan, was passing by the school when a bullet hit him. As Security Forces retaliated, the attackers fled to the Pakistan-Afghanistan border area.

A Frontier Constabulary (FC) soldier was shot dead along his son by unidentified assailants and former’s head hanged on a tree in Jani Khel town of Bannu District in Khyber Pakhtunkhwa in the night of December 5, reports Dawn. The victims were identified as FC soldier Rehman Zaman (45), and his son Shahid (18). FC soldier Rehman’s widow, in her statement, told the Police that her husband and son were asleep in the house in night when they heard loud noises. When they came out of the bedroom, they saw around 20 armed men in the compound. She claimed that unidentified gunmen shot the victims and then beheaded her husband’s body. The assailants took away the head with them, the widow said, claiming that it was a result of her husband’s FC job. Locals claimed that the assailants hung the head from a tree in the Bachki market area which was spotted by tribesmen in the morning who then informed the Police.

At least five terrorists and a soldier were killed during an intelligence-based operation (IBO) in the Jhallar Algad area of North Waziristan District in Khyber Pakhtunkhwa on December 5, reports Dawn. According to a statement issued by the Inter-Services Public Relations (ISPR), troops effectively engaged the location of terrorists during an intense exchange of fire between Security Forces and terrorists. "Weapons and ammunition were also recovered from the killed terrorists," it added. "The terrorists remained actively involved in terrorist activities against security forces and killing of innocent citizens."

The report reads: Human Rights Council of Balochistan has received reports of the enforced disappearance of at least thirty-five people during the month of November 2022. Among the abductees, Frontier Corps abducted thirty-one people while the remaining four people were abducted by unknown gunmen. However, 13 people have been released after days of detention whereas, the whereabouts of the rest of the abductees remained unknown at the time of writing this report. Moreover, the extrajudicial killing of forty-two people was also reported during the month. Twenty-two people were killed by forces, fourteen people were targeted and killed, three people including a woman were killed for honor, and two mutilated dead bodies were also found during the month.

The Commission of Inquiry on Enforced Disappearances (COIED) in a progress report submitted to the Supreme Court (SC) said on December 8 that 81 missing people returned to their homes in November while over 240 of them have been found dead so far, reports Samaa TV. The report said that the commission received 9,133 complaints from different parts of the country of individuals going missing. Highlighting its performance, the report claimed that as many as 6,926 cases have been disposed of until November 30 while 2,207 cases were still pending. Only in November, the commission received 98 cases while it disposed of 101 pending cases. Among them, the body found clues of 5,574 people and ensured the return of 3,743 missing persons. The report read that 974 people deemed missing were in detention centres while 616 were in jails. The commission told the SC that the bodies of 241 missing persons were recovered from different parts of the country.

NACTA made these revelations in a document presented to the participants of a meeting of the Senate Standing Committee on Interior. During the session, Jamaat-e-Islami Pakistan Senator Mushtaq Ahmed raised concerns over the rising terror incidents in the country. In a document presented before the committee, a copy of which is available with Dawn, the security body said: “Peace talks emboldened the militants and their presence in Swat can be attributed to their efforts to gain the pulse of locals and response by the state.” It pointed out that the US withdrawal from Afghanistan last year “gave impetus” to TTP activities with its base intact in the neighbouring country.

According to a CTD press release, the terrorists from IS-K were killed in retaliatory fire by a team conducting an intelligence-based joint operation upon receiving a tip-off that the terrorists from Afghanistan were crossing the border. The slain terrorists were the IS-K’s local commander Mohammad Dawood Yaqoob, Abdullah Khan and Mohammad Laiq Piauddin. A fourth terrorist could not be identified. Two hand grenades, two Kalashnikov rifles, six magazine storages, two pistols and dozens of cartridges along with Pakistani currency, identification documents and other valuables were recovered from the possession of slain terrorists.

A new militant group, calling itself the 'Majlis-e-Askari' (Military Council), reportedly shared a brutal video of a beheading of a man purported to be a Pakistani 'spy' in Lakki Marwat District of Khyber Pakhtunkhwa, reports The Express Tribune on December 16. In the two-minute video clip shared on social media by the group, the militants can be seen beheading the man before leaving the corpse and fleeing the scene. The video was later allegedly shared by the militant group on social media which was then picked up and released by another little-known group, the 'Ittehadul Mujahideen'. However, the 'Ittehadul Mujahideen' joined the Tehreek-e-Taliban Pakistan (TTP) in criticising the beheading and also condemning recent similar beheadings in the Districts of Bannu and Lakki Marwat. Local sources confirmed that the militant group is headed by the former TTP commander Akhtar Muhammad Khalil. It's pertinent to mention that Khalil parted ways with Hafiz Gul Bahadur in the early 2000s, and had previously remained a member of the TTP’s Shura, the sources added. The commander had served as the Gul Bahadur group’s North Waziristan Amir but later developed differences with the outfit, especially over his ruthlessness. Khalil had remained amongst the most brutal commanders and was known for beheading Army and Police officers from 2001 to 2009. He had later virtually disappeared from the scene, only to return again when the TTP leadership returned to merged Districts of the former Federally Administered Tribal Areas (FATA).

District Police Officer (DPO) Bannu Dr Muhammad Iqbal said that there was no attack from outside and one of the terrorist snatched rifle from Police during interrogation and neutralised the guards deployed at the building. He then freed all the suspects being held at the building and who took control of the compound. They also made several policemen hostage. “They are in control of the building and we have cordoned off the entire Bannu cantonment. They have been kept busy by means of negotiations,” he added. “We have our own plan which cannot be shared with the media at the moment,” added said. Militants released at least three videos in which they could be seen armed with AK-47 rifles and medium machine guns. In one video they showed a hostage and demanded of the Security Forces to provide them with a helicopter to reach Afghanistan safely and in return they would not harm their hostages. We have the ability to fight for many more decades with the weapons and spirit of liberation that exist on the soil of Pakistan,” he said in an interview with CNN. When asked if he was being secretive about help they were getting from the Taliban, he said, “When we don’t need any help from the Afghan Taliban, what is the point of hiding it?” However, the TTP chief warned the United Sates (US) of retaliation in case of any attack on the group’s leadership. “America should stop teasing us by interfering in our affairs unnecessarily at the instigation of Pakistan — this cruel decision shows the failure of American politics,” CNN quoted Mr Mehsud as saying. He made these remarks in response to a question on the possibility of the US targeting TTP commanders operating from inside Afghanistan like al Qaeda leader Ayman al-Zawahiri who was killed in a drone strike in Kabul in September. He said that “he did not expect America to take such action” against his group. “If America takes such a step, America itself will be responsible for its loss,” he warned. Director-General Inter-Services Public Relations (ISPR) Major General Ahmed Sharif Chaudhry while speaking to a local TV channel on divulged the details of the operation. Major General Ahmed said that on December 18, a detained terrorist overpowered a duty constable at the CTD complex inside Bannu cantonment, snatching his weapon and freeing 34 other terrorists held at the facility. “As soon as they came out of lockup, the terrorists got more weapons from the arms depot and started firing in the compound,” he added. Two CTD constable were killed. The DG ISPR said the terrorist took a Junior Commissioned Officer (JCO) hostage and demanded that the authorities provide them safe passage to Afghanistan. The authorities rejected their demands and launched an operation on the CTD complex on December 19 as the terrorists were not ready to surrender, he added. During the gun battle, the DG ISPR said, the Security Forces (SFs) killed 25 terrorists. Three terrorists were arrested and seven surrendered, he added. Three SF personnel were killed in the operation who were identified as Subedar Major Khurshid Akram, Sepoy Saeed and Sepoy Babar. Babakhel said that the annual analysis of the security situation revealed a surge in the number of extortion calls from Afghanistan after the Taliban’s takeover of Pakistan’s Western neighbouring country. He also said that the number of targeted attacks against Police increased in 2022 compared with the previous year. Official says most extortion calls made from Afghanistan. The ADGP said that the number of suicide attacks in the province also escalated in the outgoing year, while most of the extortion calls received by the local residents were made from Afghanistan. Babakhel said that the Counter-Terrorism Department (CTD) arrested 158 extortionists wanted in 81 cases, while 62 suspects were taken into custody for kidnapping people for ransom. According to a statement issued by TTP ‘spokesperson’ Muhammad Khurasani, "the militant group led by separatist leader Mazar Baloch from the Makran District of Balochistan has joined TTP". It is pertinent to mention here that this is the second such group from Balochistan to join the TTP. Khurasani referred to the newly merged group as "the most influential" among the Baloch liberation and separatist groups. The merger has brought the total tally of groups joining the TTP to 22 since July 2020. In 2020, a reconciliation process with the TTP was initiated with the help of the Afghan Taliban. Scores of the TTP splinter groups re-joined the umbrella organisation, including the Jamaat-ul-Ahrar (JuA).

One person was killed and 15 others, including three Policemen and women, were injured in five grenade attacks in different parts of Balochistan on December 25, reports Samaa TV. One person was killed while four other persons including a woman were injured in hand grenade blast in the precincts of Saddar police station in Hub town (Hub District). Unidentified suspects threw a grenade at a Police checkpost in Satellite Town area of Quetta, the Provincial capital of Balochistan and fled. According to Police, eight people, including three Policemen, were injured in the blast. In Khuzdar too, a Police mobile patrolling on Jinnah Road was targeted. Fortunately, all Policemen survived the attack. In another incident of grenade attack in Turbat town of Kech District, Police were at a security checkpost near Taleemi chowk. However, there were no casualties in the attack.

Federal Interior Minister Rana Sanaullah on December 27 said that the number of Tehreek-e-Taliban Pakistan (TTP) cadres in the region was between 7,000 to 10,000, adding that some of the militants who had previously laid down arms have now secretly resumed activities, reports Dawn. In an interview with Dawn News TV programme Live with Adil Shahzeb, Rana Sanaullah revealed that there were around 7,000 to 10,000 TTP fighters in the region and they were accompanied by 25,000 members of their families. Sanaullah pointed out that some locals were also involved in crimes such as extortion and blackmail and alleged that the provincial government had failed to stop them. “The biggest reason for this is the failure of [the] Khyber Pakhtunkhwa government and Counter Terrorism Department […] It is their job to stop it.” Commenting on the prevalent viewpoint that TTP took the dialogue and ceasefire excuse to regroup, Sanaullah said the group never scattered and was further bolstered by the success of the Afghan Taliban.

A Pakistan Army soldier and four terrorists were killed in an intelligence-based operation in the general area in Jani Khel area of Bannu District in Khyber Pakhtunkhwa on December 31, reports Dawn. A press release from the Inter Services Public Relations (ISPR) said that troops “effectively engage[d]” the terrorists’ location and an “intense fire exchange” took place during which 25-year-old Sepoy Muhammad Waseem, a resident of Khairpur, fought “gallantly” and was martyred. Meanwhile, the terrorists killed had remained “actively involved in terrorist activities against security forces and killing of innocent citizens”, the ISPR said, adding that weapons and ammunition were recovered from them.

The missing students were identified as Siraj Noor son of Noor Mohammad, resident of Spiknery in Khuzdar District, and Mohammad Arif son of Gazain, resident of Srij Greeshag in Khuzdar District. Siraj Noor is a sixth semester student in the Law Department of Sargodha University (KP), while Muhammad Arif completed his MA from Balochistan University in 2022. Both students were detained by the SFs when they were on vacation in their home towns.
