The absconding acting chief of politico-religious party Tehreek-e-Labbaik Pakistan (TLP), Dr. Shafiq Ameeni, was arrested from the Umarzai area of Charsadda in Khyber Pakhtunkhwa (KP) on February 1, reports Express Tribune. District Police Officer (DPO) Irfanullah confirmed that Ameeni was arrested during a protest rally organised against the acquittal by the Supreme Court of Aasia Bibi, a Christian woman accused of blasphemy in 2010 and sentenced to death by the court. Ameeni was wanted for leading a motorway blockage and an anti-state sit-in, among other cases relating to rioting and inflicting losses to the national exchequer, according to the Police.

The Supreme Court of Pakistan has dismissed an appeal to remove terrorism charges from the murder case of Barrister Fahad Malik, Daily Times reports on February 2. The Court ruled in favour of keeping Section 7 of the Anti-Terrorism Act in the murder case of lawyer murdered on Margalla Road three years ago. The deceased was working as a lawyer to reach a compromise between two parties when he was allegedly murdered by accused Noman Khokhar, Raja Arshad and Hashim Khan. In July, 2018 the Islamabad High Court set aside anti-terrorism court (ATC)’s directives to remove terrorism charges and transfer the case to a district and sessions court. Previously, ATC Judge Kausar Abbas Zaidi had accepted a plea from the accused for removing terrorism clauses from the FIR.

An Ahle Sunnat Wal Jamaat (ASWJ) leader, Nadeem Yaseen, was gunned down on February 2, near the parking plaza on New MA Jinnah Road in the Saddar neighbourhood of Karachi city (provincial capital of Sindh), reports thenews.com.pk. He was taken to the Jinnah Postgraduate Medical Centre, where he succumbed to his injuries. East Range Police Chief DIG Amir Farooqi said, Yaseen was returning home on his motorbike when three helmeted men on two motorcycles attacked him. The victim had suffered bullet wounds to the face and head. Farooqi said the victim was an ASWJ leader of Liaquatabad Town.

On February 2, a senior member of the Pashtun Tahafuz Movement (PTM), Arman Luni, was killed in a Police crackdown on a sit-in being held in the Loralai District of Balochistan, reports Pakistan Today. The sit-in is being staged against continued violence and the alleged forced eviction of locals from the area in the backdrop of an attack of January 29. Nine people, including five civilians and three policemen, were killed and 21 others suffered injuries in suicide bombing and firing by militants on the office complex of the Zhob Range Deputy Inspector General (DIG) in Loralai. Later, Balochistan Chief Minister Jam Kamal on February 3, took notice of the death of Luni and sought a report from commissioner of Zhob District, reports Daily Times. According to an official handout, Kamal has directed that the report be submitted to him within 48 hours.

A shutter-down strike was observed in Quetta on February 4, while areas of Balochistan where the Pakhtun population is concentrated were shut down in protest against the death of Pashtun Tahaffuz Movement (PTM) leader Arman Loni, reports Daily Times. The call for a shutter-down strike was given by Pakhtunkhwa Milli Awami Party (PkMAP) to protest against Loni’s death, which allegedly occurred during a sit-in in Loralai on February 2. The Awami National Party (ANP), Balochistan National Party (BNP), National Party and the traders’ community backed the call for strike.

An Anti-Terrorism Court (ATC) on February 4, extended the judicial remand of Tehreek-e-Labbaik Pakistan (TLP) chief Khadim Rizvi and five other accused until February 8, reports Daily Times.Rizvi, Afzal Qadri, Pir Ejaz Ashrafi, Farooqul Hasan, Shafqat Jamil and Waheed Noor appeared before ATC admin judge Sheikh Sajjad amid heavy security after the expiration of their 14-day judicial remand. The TLP leaders were taken into ‘protective custody’ on November 23, 2018, after registration of a case against them for damaging property and vandalism during violent protests following a Supreme Court verdict that acquitted Asia Bibi in a blasphemy case in 2018.On November 22, 2018 a two-member bench of the Supreme Court comprising Justice Qazi Faez Isa and Justice Musheer Alam had reserved its verdict in the case after dishing out severe criticism to the attorney general, media regulator and other stakeholders.

In a major development, the National Accountability Bureau (NAB) on February 4, decided to shift the ongoing money laundering case from Karachi to Islamabad, reports Daily Times.The NAB filed an appeal before a banking court in Karachi to transfer the case pertaining to laundering of billions of PKR through fictitious bank accounts to Islamabad.Pakistan People’s Party (PPP) Co-chairman Asif Ali Zardari, his sister FaryalTalpur, Zardari’s close aides Hussain Lawai and Anwar Majeed are among 32 people being investigated by the Federal Investigation Agency (FIA) in the case.The move comes in the wake of a Supreme Court judgment in the case wherein the joint investigation team (JIT) report and evidence collected was transmitted to the bureau for further investigations.

Prime Minister (PM) Imran Khan on February 6 said the construction of China Pakistan Economic Corridor (CPEC) and the process of development in Gwadar would create numerous socio-economic opportunities for the people of Balochistan, reports The News. He said uplift of the people of Balochistan, specially the technical training of youth, was the foremost priority of the Government, adding technical colleges were being opened in Balochistan for skill training of youth in the province. The PM expressed these views while talking to Members of the National Assembly belonging to the Balochistan National Party (BAP) in Islamabad. During the meeting views were exchanged on the matters relating to problems faced by the people of Balochistan. The PM said the Federal Government was fully cognizant of the problem of scarcity of water, especially potable water, in Balochistan and was in touch with the Chief Minister to address the issue.

Supreme Court on February 6 prohibited members of the armed forces from engaging in political activities and directed state agencies like the ISI to operate within the law as it ordered the Government to act against those propagating "hatred, extremism and terrorism", reports Times of India. The order by a two-member bench of the apex court came while delivering a verdict on the 2017 Faizabad sit-in by the hardline Tehreek-e-Labbaik Pakistan (TLP) and other smaller groups. "We direct the federal and provincial governments to monitor those advocating hate, extremism and terrorism and prosecute the perpetrators in accordance with the law," the bench comprising Justice Qazi Faez Isa and Justice Mushir Alam ruled. The court also directed all Government agencies and departments, including those run by the Army like Inter-Services Intelligence (ISI), to operate within the limits defined by the law. The court also ordered that members of the Armed Forces were prohibited from engaging in any kind of political activity, which includes supporting a party, faction or individual. "The government of Pakistan through the Ministry of Defence and the respective Chiefs of the Army, the Navy and the Air Force are directed to initiate action against the personnel under their command who are found to have violated their oath," the court said.

The three-member bench of the commission, headed by retired Justice Sardar Muhammad Raza Khan, issued another notice to TLP chief Khadim Hussain Rizvi and adjourned the hearing till February 25. A divisional bench comprising Justice Aamer Farooq and Justice Mohsin Akhter Kiyani reserved the judgment after hearing FIA officials’ arguments. FIA officials informed the bench that the department had located 19 more witnesses in the case and sought permission to produce them before an anti-terrorism court hearing the Mumbai attack case. Officials said that the ATC had earlier rejected the FIA request to produce witnesses before the court. After hearing the arguments, the bench reserved its judgment. Earlier, the IHC had turned down FIA’s request to halt the Mumbai attack case proceedings in ATC.

Police on February 10 arrested an alleged target killer, affiliated with the London faction of Muttahida Qaumi Movement (MQM-London) and involved in the killings of 42 people from Bahadurabad area of Karachi, reports The Express Tribune. The arrested suspects, according to the Police, is a Government employee and had allegedly been involved in the killings of Police personnel, excise officials, an education director and members of both his own and rival political parties. Details of the arrest were revealed by East Zone Senior Superintendent of Police (SSP) Ghulam Azfar Mahesar during a press conference at his office. According to the SSP, Bahadurabad Police had arrested the suspect, identified as Sajid alias Chota Bona, in a raid on Sharae Faisal and seized a 9mm pistol as well as stolen motorcycle from his possession.SSP Mahesar said that the suspect was affiliated with the MQM-London’s Jamshed Town Sector and was an employee of the Sindh Department of Health. The suspect had confessed to his involvement in 42 targeted killings, starting from his first murder of a Policeman, Nabi Buksh in 1995.

The only other addition in the list during that year was that of Jundullah, that had been proscribed on January 31, 2018. The Sindh Police plan to acquire a consignment of over 6,000 9mm pistols for Karachi amid growing security challenges which warrant use of effective and easy-to-handle arms in urban policing against organised criminal and militant gangs, Dawn reported on February 11.The decision, officials said, was part of departmental reforms pledged by new Sindh Inspector General (IG) Kaleem Imam in the aftermath of the recent targeted attacks and growing complaints of street crimes mainly in Karachi, which not only led to the loss of lives but also raised questions over professionalism and policing skills of the law enforcement agency.The Sindh Police chief has issued new guidelines for reforms in overall policing and directed officers to ensure their prompt implementation. “The fresh set of instructions have directly come from the top authorities involving several measures that include regular firing exercises, deployment of young policemen at public places and replacement of old fleet of vehicles with new ones,” said an official. “The measures include acquisition of 6,380 9mm pistols to be given to the operational force in Karachi. It is a principled decision that the conventional weapons, which have been in the use of the police force for the past two decades, will gradually be replaced with their improved versions. Cities like Karachi have become increasingly weaponised over the years and the old models are turning ineffective in such a situation,” he said.

The Supreme Court (SC) on February 11 directed the Ministry of Defence to complete an inquiry in a case about the involvement of Army officers, including former Army and Inter-Services Intelligence(ISI) chiefs, in financial scams aimed at keeping former slain Prime Minister (PM) Benazir Bhutto out of power, reports The Times of India.In 1996, a petition was filed by late Air Chief Marshal Asghar Khan that former Army chief General Aslam Beg, ex-ISI chief Lieutenant General (retired) Assad Durrani and former President Ghulam Ishaq Khan had hatched a conspiracy to ensure Bhutto’s defeat in the 1990 elections.According to the petition, the two senior Army officers and then-president had doled out PKR 140 million among several politicians, including former PM Nawaz Sharif, to rig the 1990 polls against Bhutto. A political alliance consisting of nine parties, including the Pakistan Muslim League and Jamaat-e-Islami, had won the 1990 polls, with Nawaz Sharif elected as PM. The alliance, known as the Islamic Jamhoori Ittehad (IJI), was allegedly formed and funded by the accused in the case.In October 2012, the Supreme Court had issued a 141-page verdict, ordering legal proceedings against General Beg and Assad Durrani, directing the Federal Investigation Agency (FIA) to initiate a transparent investigation and subsequent trial if sufficient evidence was found against the former army officers. In December 2018, the FIA had recommended to the apex court to close the files, citing lack of evidence. Following FIA’s suggestion, the court had notified Asghar Khan’s heirs about their reaction but the family opposed the closure of the case.On January 11, 2019, ex-chief justice Mian Saqib Nisar, after accepting the plea of the family of the late Asghar Khan, resumed hearing of the case, stating that the court would not let his efforts go waste.

According to details, two Policemen riding a motorbike were patrolling in Old Golimar area when unidentified drug peddlers opened fire on them. One of the Policemen received bullet injuries and was taken to a hospital, where doctors pronounced him dead. The drug peddlers escaped from the scene via narrow roads and gullies, the officials said. Police recovered eight spent bullet casings of pistol from the crime scene. The deceased Policeman was deployed at Pak Colony Police Station for the last one and half year.

Four people were arrested in Ali Town of Multan District in Punjab on February 14 for their involvement in delivering hate speech of sectarian nature and defaming members of the Government, reports Daily Times.The action was taken over a speech delivered by one of the apprehended suspects at a mosque in Ali Town on December 28, 2018. In the speech made through a loudspeaker, the primary suspect allegedly incited the audience’s religious emotions by issuing statements of sectarian nature and provoked them against the Government of Pakistan and incumbent rulers, according to the first information report (FIR) of the incident, registered on the complaint of a police official against six named and 40-45 unidentified people. Four out of the six named persons have been arrested. According to the FIR, the nominated persons were spreading ‘sectarianism and bigotry’ along with the main accused and raising slogans against the Government. Two of the suspects recorded videos of the alleged hate speech through their mobile phones and later uploaded them onto Facebook and other social media.

He sustained two bullet wounds on the face and was taken to the Abbasi Shaheed Hospital (ASH), where doctors pronounced him dead. The victim was a former Policeman and had recently got early retirement after completing 25 years in service. After retirement he involved in property business and worked for PTI. PTI says workers fell prey to targeted killing. His elder brother, Razi, was also a Policeman and had taken part in the Karachi operation during the 1990s and was also gunned down in 1994. In the second incident, PTI worker Abdul Rehman (27) was shot dead in the remit of the SITE-A Police Station in SITE Town on February 15, reports Dawn. Bungalzai was commander of LeJ’s askari (militant) wing and was involved in several terror acts in Balochistan and Sindh. Deputy Commissioner (DC) of the territory Hamza Shafaq said that Jamaat-ud-Dawa (JuD) and Falah-e-Insaniat Foundation (FIF) are banned at national level. “They are banned and will not be allowed to work at any cost until the ban is removed by the government”, he claimed. The DC said that as per his information, no such outlets of these organizations were currently working in any part of ICT. When asked about his stance about functioning of such organization under other names, Shafaq responded that the administration will investigate that matter and if they are found working with other names, they would also be banned and punished under the prescribed legal provision.

We are all ready. Now it is time for India to wait for our response,” Inter-Services Public Relations (ISPR) Director General (DG) Major General Asif Ghafoor told a press conference. “The response will come at a point and time of our choosing, where our civil-military leadership decides, and as a matter of fact, has decided,” he added. ISPR DG Major General Asif Ghafoor said that the Indian fighter jets attempted to intrude from three sectors including Sialkot-Lahore, Okara-Bahawalpur and Kiran in Muzaffarabad, which were timely spotted and repulsed by Pakistan’s regular Combat Air Patrol (CAP) teams, he said. He said after the Pulwama incident, tensions mounted and Pakistan started carrying out regular CAP missions to effectively respond to any aggression, under which one or two CAP missions used to remain airborne all the time. “Last night, our radars were observing them. They had earlier come closer to our border but did not cross it. Last night, their first visibility was observed near the Sialkot and Lahore border. They were seen approaching the border. Our Combat Air Patrol (CAP) team approached and challenged them. They did not cross,” he said. “As per the SOP (standard operating procedure), when the first team got committed there, the next CAP team was automatically airborne. During this, another one of their formation was picked in Bahawalpur sector. The second standby team went down south and challenged it. We then observed that the heavier of their teams was approaching Muzaffarabad sector from Kiran Valley. When our third CAP team challenged them, they had crossed the LoC,” he added. “Their approaching of the border, the challenge and their return took four minutes,” he asserted.

The Daesh/Islamic State (IS) chief of Sindh-Balochistan chapter, Molvi Abdullah Brohi and his deputy Hafeez Brohi, were killed in an encounter by the Shikarpur Police (Sindh) in Sibi District of Balochistan on February 28, reports Daily Times. Sajjad Ameer Sadozai, Senior Superintendent of Police (SSP) Shikarpur told the media persons during press conference held at his office that Molvi Abdullah Brohi and Hafeez Brohi, the Ameer (chief) and Naib Ameer (Deputy chief) of Daish Sindh and Balochistan chapter, respectively, were involved in plotting and carrying out many suicide attacks, remote control blasts and IDE blasts in Sindh and Balochistan. SSP Sajjad Ameer Sadozai claimed that Police have recovered four hand grenades, two Kalashnikovs and two TT Pistol from their possession. Sindh Government had placed bounty amount PKR 10 million on Hafeez Brohi while PKR five million bounty amount has been announced for Molvi Abdullah Brohi, SSP said.
