A parliamentary committee has authorised the Army leadership to hold talks with the outlawed Tehreek-e-Taliban Pakistan (TTP), Federal Interior Minister Rana Sanaullah said on July 2, reports Dawn. Speaking at a press conference, he said the Army leadership would inform the committee about any progress in the talks and the matter would then be debated in parliament. The minister said that talks would be held only under the Constitution of Pakistan, adding that neither anything over and above the Constitution would be negotiated nor would any such agreement be reached.

According to sources, on a tip off the presence of terrorists in a compound, CTD carried out an operation in Ganj Kasturi area. As soon as the CTD personnel reached there, the terrorists opened fire. In an exchange of fire, three alleged terrorists were killed on the spot, while, weapons and ammunition were also recovered from their possession.

The Counter-Terrorism Department (CTD) Punjab, on July 2, has arrested nine persons belonging to different defunct organisations in Lahore, the provincial capital of Punjab, reports Daily Times. A spokesman for the CTD said that the department conducted 22 intelligence-based operations (IBOs) and detained and interrogated 22 suspects. Those arrested include: Muhammad Yaqoob of defunct Tehrik-e-Taliban Pakistan (TTP)/ Ghazi Force, Arif Saeed from Lashkar-e-Jhangvi (LeJ), Abdul Samad from TTP, M Bilal Cheena belonging to Daish, M Muzammil of Daish, M Arif from the TTP, Amir Farooq of Daish, M Arif of TTP and Farooq Ahmad of Daish. The spokesperson said that the department had registered seven cases against the suspected criminals while 3,475-grams explosive, a hand-grenade, two Improvised Explosive Devices (IEDs), 11 nonelectric detonators, two pistols with 14 bullets and Rs 14,340 in cash were recovered from the accused.

The Counter Terrorism Department (CTD) on July 3 reportedly ‘forcibly disappeared’ four Baloch students near Mastung town (Mastung District) of Balochistan who were travelling from Quetta to their hometown in Kech District, reports The Balochistan Post. The passenger bus was reportedly stopped midway near Mastung and the four students were detained by the CTD and moved to an unknown location. According to reports, the Al Rauf passenger bus was on its way to Makran from Quetta when it was stopped near Mastung by CTD personnel dressed in civilian clothes. The CTD reportedly identified four students inside the bus and detained them. The detainees were identified as Jahanzaib Baloch, Abdul Nabi, Talal Baloch and Rahmatullah, all of them studying in Quetta. The four students are residents of Kech who were going to their hometown for the Eid holidays.

Overall, 33 people were reportedly killed in various areas of Balochistan in June, only twenty-five of them could be identified. Following this, there was an exchange of fire where the SF personnel killed four terrorists. The Inter-Services Public Relations (ISPR) said in a statement that a group of cadres had abducted Lieutenant Colonel Laiq Baig Mirza and his cousin Umer Javed as they were returning after a paying a visit to the Quaid-e-Azam Residency. "After receiving the information, Army Quick Reaction Forces were immediately dispatched to chase fleeing terrorists who were traced moving to their hideouts in general area Mangi Dam," ISPR said. A search operation was launched by Security Forces using Special Service Group (SSG) troops and helicopters to locate the abductees and the terrorists. "Resultantly, on the night between July 13 and July 14, a group of six to eight terrorists was spotted moving in a nullah in nearby mountains by one of the teams of security forces. On sensing their possible encirclement, terrorists shot Lt. Col. Mirza and attempted to flee," the statement added. An exchange of fire ensued, resulting the killing of five terrorists. The SFs also recovered a cache of improvised explosive devices and ammunition. However, in the process, remaining terrorists along with other abductee Umer managed to flee from the scene, according to the statement. Earlier, BLA ‘spokesperson’ Jeehand Baloch claimed the custody of Lieutenant Colonel Laiq Baig Mirza, reports Radio Zrumbesh. He was arrested in an intelligence-based operation by BLA’s special force, Special Tactical Operations Squad (STOS). Lieutenant Colonel Laiq Baig Mirza was a primary target and he was being tracked for days by BLA’s intelligence units. On 12 July his movements were followed throughout the day and he was finally arrested in an area where risk to members of public was at minimum. Colonel Laeeq was travelling with his family on the day; however, the family members were treated with utmost respect and they were not harmed in any way as they were not involved in any crimes. Colonel Laeeq of 96 L/C belonged to 12th Azad Kashmir Regiment of Army. He previously held commanding positions in Pakistan Rangers. Currently he was a commanding officer of Pakistan’s Military Intelligence (MI). He was working in DHA Quetta as a cover for his secretive role. Colonel Laeeq was arrested for being an officer of occupying forces, and his direct involvement in Baloch genocide and grave human rights violations, including enforced disappearances of women and children, and other crimes. He was given full opportunity to prove his innocence in a Baloch national court. During the proceedings he confessed to all his crimes and was awarded death sentence, said Jeehand Baloch. BLA has compiled a list of military officers that are directly involved in Baloch genocide. Strict action will be taken against all such officers and they will be brought to justice, adds Jeehand Baloch.

Two motorcyclists opened fire at Eid Muhammad Hassani and managed to escape. Eid Muhammad Hassani was serving as the head of the CTD in Kharan District and previously served on various important posts. BLA ‘spokesman’ Azad Baloch claimed the responsibility of the attack. He said in his statement that Eid Muhammad worked as Station House Officer (SHO) in Kharan Police Department for many years before joining CTD. The convicted militant, Azizullah, had kidnapped 16 labourers who were working on a Jazz tower in Kurram District in June 2021. Later, 10 kidnapped men managed their release and escaped from captivity while the other six remained in the clutches of the TTP militants. In July 2021, the militants killed one labourer named Gulfaraz while they released the other five after receiving PKR seven million ransom. Azizullah was arrested during a raid in August 2021 and later the Counter Terrorism Department (CTD) recovered PKR 6.7 million of the ransom amount from him.

The Peshawar High Court on July 22 directed the Federal Government to respond to a petition seeking orders to stop it from making a deal with the terrorist outfit Tehreek-e-Taliban Pakistan (TTP) without the consultation of parents of those killed in the 2014 Peshawar Army Public School attack, reports Dawn. A bench consisting of Justice Lal Jan Khattak and Justice Fazal Subhan issued the order after preliminary hearing into the petition filed by mothers of four students and a woman teacher assassinated by the TTP militants in the APS attack on December 16, 2014. Advocate Ajoon Khan, whose son Asfand Khan was also killed in the massacre, appeared for the petitioners and said parents of the slain students and teachers were the victims of the most barbaric act of terrorism in the country’s history but they had still not been taken into confidence about the ongoing negotiations of the Government with the proscribed TTP. He requested the court to issue directives to the Government not to take any step of reconciliation with the TTP without taking him and the petitioners on board. BLF ‘spokesperson’ Gwahram Baloch in a media-issued statement claimed that BLF attacked and injured an MI officer near Shahpor hotel. Unfortunately, a civilian also came under attack unintentionally which we are concerned about and share compassion with him and his family. MI officer was camouflaged as a mechanic in Turbat and was spotted during military operations. BLF’s intelligence wing was observing his activities for a long time.

The Security Forces (SFs) on July 23 killed three terrorists and apprehended four terrorists during two intelligence-based operations (IBOs) in North Waziristan District of Khyber Pakhtunkhwa, reports Dawn. The Inter-Services Public Relations (ISPR) statement said a high-value terrorist commander, along with three other militants, was captured in an injured condition in the first operation. It added that three terrorists were killed in a second operation. All the terrorists (killed and apprehended) were affiliated with the Hafiz Gul Bahadur group. At least six militants and one soldier were killed in a heavy exchange of fire with Security Forces in the Hoshab area of Kech District in Balochistan during an operation on July 29, reports Dawn. Inter-Services Public Relations (ISPR) said in a statement that the SFs conducted the operation based on information that a “terrorist group” was on the move on motorcycles from Kech to Panjgur. The SFs immediately cordoned off the area and combed it to apprehend the militants. However, once surrounded, the militants opened indiscriminate fire on the raiding party. A heavy exchange of fire ensued, in which six militants were killed and a large cache of arms and ammunition was recovered. The soldier, Havaldar Hidayatullah, was killed while Naik Mir Muhammad sustained injuries during the operation.

According to Ministry’s written response to the Senate, terrorist organisations, including Ahle Sunnat Wal Jamaat, Al Qaeda, the Balochistan Liberation Army (BLA), the Balochistan Liberation Front (BLF), the Balochistan Republican Army (BRA), and Daish/ISIL/ISIS have all been actively involved in terrorism between 2019 to 2021. Other organisations included Hizb-ul-Ahrar, Hizb-ul-Tahrir (HuT), Jaish-e-Islam, Jamaat-ul-Ahrar, Jiye Sindh Qaumi Mahaz, Jindullah, Lashkar-e-Jhangvi (LeJ), Lashkar-e-Islami, and Sindhu Desh Revolutionary Army were also active in terrorism, as per Ministry’s report. The report also states that banned outfits such as Sipah Sahaba, Sipah Muhammad, Tehreek Jafariya Pakistan, Tehreek Taliban Pakistan (TTP), United Baloch Army and Zainabyun Brigade were also involved in terror-related activities. As per the report, 323 civilians and security personnel were martyred in 434 incidents of terrorism, while 718 were injured.

In these attacks, at least 323 soldiers of Army and other institutions were killed. 718 soldiers and officers of Army and other organisations were also injured. The report said that Khyber Pakhtunkhwa (KP) reported the highest number of such attacks, 247; followed by Balochistan, 171; and Sindh, 12. Punjab witnessed the least number of attacks – one – while three such incidents took place in Islamabad.
