Foreign Minister Shah Mahmood Qureshi on March 1 said that if India has "solid evidence" regarding Jaish-e-Muhammad (JeM) chief Masood Azhar's involvement in the Pulwama attack, it should share that with Pakistan "so we can convince the judiciary and the people", reports Dawn. The Foreign Minister made these remarks during an interview with CNN journalist Christiane Amanpour regarding Pakistan's ongoing tensions with India, which was sparked by the Pulwama incident and has since led to armed conflict at the Line of Control (LoC). Qureshi was asked how he would respond to Indian concerns regarding Jaish-e-Muhammad (JeM). "My message to the Indians is that this is a new government that has a new mindset. We want to live in peace. We have a people-centric agenda. We want to concentrate on fixing the economy. We want to improve governance and eradicate corruption in Pakistan. That's the mandate given to us. "We want to see peace and reconciliation in Pakistan and the region. The western front is consuming us; we do not want [escalation on the] eastern front. The policy of our government is that we will not allow our soil to be used by any organisation or individual for terrorism against anyone, and that includes India." Qureshi was asked what he thought of India's desire to have the JeM's head's name on the international terrorist list. "We will be open to any step that leads to de-escalation. If they have good, solid evidence, please sit and talk, initiate a dialogue and we will show reasonableness." When asked if Azhar was present in Pakistan and would the government go after him, Qureshi replied: "He is in Pakistan, according to my information. He is very unwell, to the extent that he cannot leave his house." He urged India to share with Pakistan any evidence that "is acceptable to the courts of Pakistan".

A special anti-terrorism court (ATC) in Lahore on March 2 extended the judicial remand of Tehreek-i-Labbaik Pakistan (TLP) chief Khadim Rizvi and other accused till March 16, reports Daily Times. The court heard a case registered against the accused on charges of sedition and terrorism for delivering anti-state speeches and inciting violence during their three-day protests against Christian woman Aasia Bibi’s acquittal in a blasphemy case. While distributing copies of the challan, the ATC-IV extended the remand for the seven suspects, comprising Khadim Rizvi, Pir Afzal Qadri, Pir Ejaz Ashrafi, Farooqul Hasan, Shafqat Jamil, Waheed Noor and Syed Zaheer ul Hassan Shah. On November 23, 2018, Rizvi was taken into protective custody by Police from Lahore as law enforcement agencies launched a massive crackdown against workers of the TLP.

Five people, including two children, were injured in a bomb blast took place near a bus terminal on Mall Road in Chaman town of Qila Abdullah District in Balochistan on March 4, reports Dawn. Official sources said that a motorbike loaded with explosives was parked near the bus terminal in Chaman when it went off. A senior police officer said that windowpanes of several nearby shops and buildings were smashed due the impact of blast. A least three vehicles, including a bus, were also damaged.

Government on March 4 promulgated a law to streamline the procedure for the implementation of the UN sanctions against individuals and organisations, amid mounting pressure from the global community to rein in the terror groups operating on its soil and curb their financing, reports Daily Times. The Foreign Office said that the Government issued the UN Security Council (Freezing and Seizure) Order, 2019 in accordance with the provisions of Pakistan's United Nations Security Council (UNSC) Act, 1948. "The objective of the UNSC (Freezing and Seizure) Order 2019 is to streamline the procedure for implementation of Security Council Sanctions against designated individuals and entities," it said in a statement. Interpreting the order, Foreign Office spokesperson Mohammad Faisal said it means that the government has taken over the control of assets and properties of all banned outfits operating in the country. "(From now onwards), all kinds of assets and properties of all (banned) organisations will be in the government's control," he said. He added that the Government will now also seize the charity wings and ambulances of such banned outfits.

Major General Ghafoor, who was being interviewed by CNN when he made that remark, was asked if Pakistan will make "an increased effort" in the aftermath of the Pulwama attack to root out militant groups that might "destabilise the situation in [Indian-occupied] Kashmir"."For sure," the DG ISPR responded. "Anybody who operates from Pakistan [against other countries] is ... we feel that it is not in the interest of Pakistan. During a joint operation Security Forces (SFs) on March 6 arrested a suspected target killer involved in carrying out an attack on an office of the Pak Sarzameen Party (PSP)in the Rizvia area of Liaquatabad Town in Karachi, the provincial capital of Sindh, reports The News. According to a spokesperson for the Pakistan Rangers (Sindh), a member of a target killer gang, Ghufran Ahmed, associated with the Saleem Belgium group of the Muttahida Qaumi Movement-London (MQM-L), was allegedly involved in the recent wave of terrorism and targeted killings in Karachi. During the initial probe, the suspect revealed that he was a facilitator in an attack on an office of the PSP in the Rizvia area on December 23, 2018 and also conducted reconnaissance on the instructions of the ringleader Asif Pasha alias Major. In the attack, Azhar and Naeem alias Mullah of the PSP were killed while Fahad and Yasir wounded. Eight of the suspect’s team members had been arrested by Rangers on February 25.

The central character who exposed the 2012 Kohistan video scandal, first to the media and then the court, was killed by unidentified assailants at Sarban Chowk of Abbottabad town (Abbottabad District) in Khyber Pakhtunkhwa (KP) at around 8:10pm on March 6, reports Dawn. According to witnesses, Afzal Kohistani was shot multiple times and died on the spot while assailants managed to flee. Afzal Kohistani, the brother of one of the boys in the video, was the one who made the news public, alleging that the girls had been killed on May 30, 2012, on the orders of a cleric who led a 40-50-member tribal jirga. Officials in the area, however, had claimed that the murders did not take place and the girls were alive.Former Chief Justice Iftikhar Chaudhary had taken a suomotu notice of the case on June 7, 2012, and constituted a fact-finding mission on July 17 the same year to investigate the case. The commission went to Kohistan and investigated the matter, producing a report on July 20, 2017, which stated that the girls were alive. Rights activist Farzana Bari, also part of the commission, had expressed doubts at the time that the girls produced before the commission were not the same and some other burqa-clad and veiled girls were, in fact, presented.Three of Afzal's brothers named Shah Faisal, Sher Wali, and Rafiuddin were also killed inside their home on January 3, 2013, by the girls' tribesmen and a year earlier, a child was also killed due to the burning of Afzal's home. On July 31, 2018, a new case was registered at Palas Police Station on the Supreme Court's orders.Four suspects namely Umar Khan, Saber, Mohammad Sarfraz and Saeed were arrested. Upon interrogation, the suspects confessed to killing three of the girls — Begum Jan, Sireen Jan and Bazgha — by firing, saying they had disposed of the bodies in NalaChorh. Afzal had been of the firm view that the suspects were lying. “They killed all five girls by severe torture and are not identifying graves as it will reveal their brutality,” he had said at the time. Afzal had been receiving constant death threats, prompting the Supreme Court to direct the KP Government to provide him security, but the orders were reportedly not followed.

It said institutions from different groups have been taken over, including 34 schools or colleges, 163 dispensaries, 184 ambulances, five hospitals and eight offices of banned organisations. “Interior ministry is working closely with the provinces in crackdown on the banned outfits,” the statement added.Many banned groups run seminaries, which counter-terrorism officials say are used as recruiting grounds for militant outfits. Jamaat-ud-Dawa (JuD), which operates hospitals and a fleet of ambulances, is estimated to run about 300 madaris across the country. JuD called the crackdown unfair and said it would seek to counter the government action in courts. “The whole nation is asking that what message the government wants to send by sealing welfare organisations and kicking students out,” said JuD spokesman Yahya Mujahid. Sindh’s Auqaf department has taken control of at least 18 seminaries and mosques for their links with the JuD, the JeM and the Tehreek-e-Ghalba Islam, a JeM’s splinter group, in various parts of the city. Mufti Munir Ahmed Tariq, an official of the provincial Auqaf department, who has been given responsibilities in this regard, said they had taken control of 18 seminaries without facing any resistance in the past two days. “Ten among them were associated with the JuD and the remaining were linked with the JeM and its splinter group, Tehreek-e-Ghalba Islam,” Tariq said. The JuD’s associated madrasas include: Madrassa Huzaifa Bin Yameen (Gulshan-e-Hadeed, Phase 2), Madrasa Maaz bin Jabal (Quaidabad), Madrasa Riaz Ul Jannat (Anda Morr), Madrasa Umul Qura (Korangi), Madrasa Mughira Bin Shuba (Korangi), Madrasa Allah Wali (Korangi), Jamia Darasat (Gulshan-e-Iqbal), Jamia Ul Iman (Gulshan-e-Iqbal), Madrasa Umul Qura (Korangi Industrial Area) and Madrasa Khalid Bin Waleed (Shah Latif Town). According to a Rangers spokesman, three persons, Abdul Aziz, Majid and Sohail alias Akram alias Sunny were arrested in Lyari and Garden. They were earlier associated with the Ghaffar Zikri gang, but now they were working with the Shiraz Zikri gang. A hand grenade, a detonator, a Kalashnikov, a 9mm pistol, bullets, Avon launcher with four Avon bombs were recovered from the suspects. The suspects were active in Kharadar, Ali Muhammad Lane, Lea Market, Kalri, Bihar Colony and other areas of Lyari. Moreover, Adeel Ali Soomro and Furqan Shah were apprehended in the Sir Syed area for being involved in attempt to murder and dacoity cases. The decision to hold the joint exercise ‘Sary-Arka-Antiterror 2019’ was announced during the 34th meeting of the SCO’s Regional Anti-Terrorist Structure (RATS) council held in Tashkent, Uzbekistan. Delegations of the competent authorities of India, Kazakhstan, China, the Kyrgyz Republic, Pakistan, Russia, Tajikistan, Uzbekistan and the RATS Executive Committee attended the meeting. Chaired by Russia, the meeting also declared plans to hold the first stage of the joint border operation “Solidarity 2019-2021,” the 7th meeting of the heads of the border services, and training workshops on identifying and preventing the use of the Internet for terrorist, separatist and extremist purposes. According to sources, the train loaded with 600 tonnes of brimstone was coming to Quetta from Mirjawa of Iran. The incident took place due to malfunction in the train engine, the sources added. A third-year student at Bahawalpur's Government Sadiq Egerton College on March 20 stabbed a professor to death over what he vaguely described as the academic's "anti-Islam" remarks, reports Dawn. Associate professor Khalid Hameed, the head of the English department, was seated inside his office at the college when he was allegedly accosted and attacked with a knife by the student. According to initial information noted by Police at the scene of the crime, Khateeb Hussain, a 5th-semester Bachelor of Arts (BA) student enrolled in the English department, had exchanged hot words with Prof Hameed at around 8:40am over the arranging of a 'welcome party' at the college. The event, which Hameed was overseeing, was to be held on March 21 to welcome new students to the college. Hussain was averse to the event being organised because he viewed the mingling of male and female pupils at the function as "un-Islamic". Following an argument, Hussain stabbed the professor in the abdomen and head. Hameed was taken to the Bahawalpur Victoria Hospital, where he succumbed to his injuries. In the video, seen by Dawn, the suspect identifies himself as Khateeb Hussain and says that he attacked the English professor because he allegedly "spoke against Islam". In response to a question, he says he assaulted the teacher with a knife in the office where he was sitting. Both of the suspect's hands are bandaged, indicating he received knife injuries during the scuffle. When informed that the professor had died at the hospital, the suspect expresses satisfaction with his actions. He is then questioned on why he did not use a lawful way of voicing his complaints against the academic, to which he responds that the country's laws are "freeing the blasphemers (gustaakhon) ". United Nations (UN) sources said that this is the first time the US, the UK and France have moved a draft resolution directly in the UNSC to designate Azhar. The previous have been listing proposals in the Sanctions Committee of the Security Council to designate the JeM chief. Unlike a listing proposal, which is generally under a 10-day no objection period, the draft resolution is not under any no-objection provision. Sources in New York said that the draft resolution will be discussed informally and then it goes to the Council. However, it is not yet decided by when a vote would be held on the draft resolution, during when it could again face a veto by China, which has in the past blocked bids to blacklist Azhar. Reacting to US’s move, Chinese Foreign Ministry spokesman Geng Shuang in Beijing said that, “This is not in line with resolution of the issue through dialogue and negotiations. This has reduced the authority of the Committee as a main anti-terrorism body of the UNSC and this is not conducive to the solidarity and only complicates the issue”. “We urge the US to act cautiously and avoid forcefully moving forward this draft resolution,” Geng said. Meanwhile, the sources in New Delhi said that, they were aware that a draft has been initiated for consideration of Council members to list Azhar in the sanction’s regime as part of international community’s efforts to fight against terrorism. “It will not be appropriate for us to comment at this stage on a process which is entirely within the parameters of informal discussion of the Council and its members,” the source said.

An alert has been issued for terror groups asking them to shut down terror camps in Pakistan occupied Kashmir (PoK), fearing action by the Indian Army, reports India Today on March 28. Based on intelligence picking up chatter and technical surveillance, agencies have learnt of a meeting held on March 16 in Nikial, PoK, opposite Rajouri that was attended by Inter-Services Intelligence (ISI) representatives from Pakistan and Lashkar-e-Taiba (LeT) terrorist Ashfaq Barwal. Instructions were sent out to shut down terrorist camps in the area amid Indian Army targeting Pakistani posts and terror camps in retaliation to ceasefire violations by Pakistan. Camps and offices of terrorists have also been closed in Kotli and Nikial area in the region opposite Sunderbani and Rajouri, respectively. The four terror camps that have been shut down have been identified to be controlled by Ashfaq Baral of the Lashkar. Two other Jaish-e-Mohammed (JeM) camps are in Pala and Bagh area, while another one in Kotli was being run by Hizbul Mujahideen (HM). According to details provided by India to Pakistan, there were 11 such camps operating in Pok that includes five each in Muzzafarabad and Kotli clusters and one in Barnala.

India on March 29 postponed the second round of corridor talks with Islamabad scheduled for April 2, reports Indian Express. This happened hours after India summoned Pakistan’s Deputy High Commissioner Syed Haider Shah and conveyed its concern over the presence of pro-Khalistan elements in a committee set up by Pakistan on the Kartarpur Corridor. The move came a day after Pakistan, responding to India’s dossier on Jaish-e-Mohammad’s involvement in the Pulwama terror attack on February 14, claimed it had examined the 22 “pin locations” shared by India but found no terror camp. Pakistan’s Information Minister Fawad Chaudhry had announced Gopal Singh Chawla’s inclusion, along with at least three other pro-Khalistan elements, Tara Singh, Bishon Singh and Kuljeet Singh. According to unidentified sources, these developments have raised fresh concerns in India about the safety and security of pilgrims from India and misuse of the corridor for anti-India activities. India has made amply clear in the meeting and draft agreement that Kartarpur Sahib Corridor shall not be misused for any anti-India propaganda and activities. India has been strongly emphasising the need for fool-proof security of pilgrims on Pakistan soil and demanding commitment from Pakistan to insulate them from any anti-India propaganda or activity during their visit to Gurudwara Kartarpur Sahib’. Sources said the induction of Gopal Singh Chawla who played a key role in raising pro-Khalistan slogans and putting up posters on a Sikh referendum in November 2018 during the visit of Indian pilgrims had upset India.

A delegation of arms dealers from Darra Adam Khel called on KP Governor Shah Farman on March 29 and discussed the situation arising after the merger process. The end of distinct status for tribal and frontier regions has brought laws and courts to the area, whereby gun manufacturing will become subjected to mandatory licence and legal procedures. The arms manufacturers told the governor that they were willing to get their industry registered with relevant authorities. They suggested forming a committee to guide the tribesmen in the process of legalising their arms trade.

Speaking in a Security Council debate on “Preventing and Combating the Financing of Terrorism” on Thursday afternoon, Pakistan’s Ambassador Maleeha Lodhi said that current structures like Financial Action Task Force (FATF) and the 1267 Sanctions regimes should not be used as political tools by some to advance their geopolitical goals. “There is also a need to make these institutions more inclusive of the wider membership in their decision-making processes,” she added.

The Securities and Exchange Commission of Pakistan (SECP) conducted a session on March 29 to brief representatives of NGOs (non-governmental organisations) about the country’s international obligations and the Financial Action Task Force’s (FATF) recommendations and to create awareness about the Government’s measures for anti-money laundering/counterterrorism financing (AML/CFT), reports Dawn. The session, conducted in Lahore in collaboration with the Institute of Chartered Accountants of Pakistan (ICAP), was attended by around 100 representatives of the NGOs licensed under Section 42 of the Companies Act, 2017, as well as the Lahore-based registered intermediaries. In a detailed presentation, officials of the SECP highlighted the regulatory requirements related to AML/CFT as well as the mechanism for implementation of the United Nations Sanctions Regime under resolutions 1267 and 1373 for designation of terrorist organisations and individuals. The session focused on the relevant recommendations of the FATF as well as findings of the National Terrorism Financing Risk Assessment, including directions, channels and sources of terror finance, risk assessment of NGOs, various policies and legislative and administrative measures for terror financing risk mitigation.
