Alice Wells, Principal Deputy Assistant Secretary of State for South and Central Asian Affairs stated that no evidence exists to confirm that India is using Afghan soil against Pakistan, reports Khaama Press on May 1.Responding to a question regarding the alleged use of the Afghan soil by India against Pakistan during an interaction with a group of journalists at the United States (US) Embassy in Islamabad, Wells said “I don’t have the evidence what you’re referring to, but our policy is clear that no country should support non-state actors.”She also added that U.S. had no information regarding Pakistan Army’s latest allegations that Afghan and Indian secret agencies were funding the Pashtun Tahafuz Movement (PTM).

The Pakistan Rangers (Sindh) on May 1 arresteda Jundullah militantKhan Badshah, who went by the aliases Umer Farooq, Khan, Maviah, Bacha and Bihari, from Paracha Chowk area of Shershah locality in Kiamari Town of Karachi, the provincial capital of Sindh, reports The News. The arrested militant’s name is also mentioned in the Red Book of the Counter Terrorism Department (CTD).The Rangers spokesman said that the militant had been working with Jundullah’s Haji Mumtaz alias Hamza Group. During the initial investigations, the suspect revealed that he and his accomplices had transported a large cache of weapons to Karachi from Waziristan District of Khyber Pakhtunkhwa and that the weapons were used against the CTD in a 2007 shootout in Shah Latif Town. The suspect also disclosed that in 2007 he and his accomplices had committed a robbery at a bank located on Rashid Minhas Road and made off with PKR 1.7 million. In 2008 they committed a robbery at another bank and made off with PKR 3 million.During the same year they committed a robbery at a bank’s Malir Halt branch and made off with PKR 3 million, and on resistance they shot a security guard there. In 2010 there was an encounter in Shah Latif Town with the Police in which he managed to escape.In October 2013 he had targeted several persons in the Ittehad Town area and in 2017 he and his accomplices had committed a robbery at a bank’s Liaquat Market branch and made off with PKR 3 million, and on resistance they had murdered a Police official and two security guards. He is also an expert in making bombs.

The Sanctions Committee of the United Nations Security Council (UNSC) on May 1 designated Jaish-e-Mohammad (JeM) chief Masood Azhar as a global terrorist after China did not any further object to a fresh move by France, the United Kingdom and the United States to get him listed, reports Dawn.A statement issued by the United Nation (UN) from New York headquarters said: “Mohammad Masood Azhar Alvi was listed on 1 May 2019 pursuant to paragraphs 2 and 4 of resolution 2368 (2017) as being associated with Al-Qaida for terrorist activities”.After the designation, Azhar will be subject to assets freeze, travel ban and arms embargo.It should be recalled that JeM that he leads was proscribed by the UN in 2001 and Azhar was domestically listed under Anti-Terrorism Act by Pakistan in 2005.

The United Nations (UN) on May 1 designated Pakistan-based Jaish-e-Mohammed (JeM) ‘chief’, Masood Azhar as a ‘global terrorist’ after China lifted its hold on a proposal to blacklist him, reports Daily Excelsior. The UN Committee listed Azhar on May 1, 2019 as being associated with Al-Qaeda for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of”, “supplying, selling or transferring arms and related material to”, “recruiting for”, “otherwise supporting acts or activities of”, and “other acts or activities indicating association with” the JeM. However, there was no mention of the deadly February 14 Pulwama attack in Jammu and Kashmir, which was claimed by the JeM. A United Nations Security Council (UNSC) designation will subject Azhar to an assets freeze, travel ban and an arms embargo. An assets freeze under the sanctions committee requires that all states freeze without delay the funds and other financial assets or economic resources of designated individuals and entities. “Big, small, all join together. Masood Azhar designated as a terrorist in @UN Sanctions list. Grateful to all for their support,” India’s Permanent Representative to the UN Syed Akbaruddintweeted. “This is for us a significant outcome because we have been at it for several years. The first effort that we made in this regard was in 2009. More recently, we have been persistent, diligent and in a subterranean manner making all our efforts towards this goal. Today that goal stands achieved,” Akbaruddin said. “All in all it’s been a happy day, a good day for all this who would like to pursue the approach of zero tolerance for terrorism,” he said.

Three soldiers were killed and seven others injured when a group of 60 to 70 terrorists from bases in Afghanistan attacked Pakistan Army troops undertaking fencing efforts along the Pak-Afghan border in Alwara area of North Waziristan District on May 1, reports Daily Times. The Inter-Services Public Relations (ISPR) statement said “The attack was effectively responded and repulsed by troops in the area. Scores of terrorists were killed and injured. In exchange of fire, three soldiers – Lance Naik Ali, Lance Naik Nazeer and Sepoy Imdad Ullah – embraced martyrdom. Seven other soldiers were injured”.“While Pakistan’s security forces are solidifying border security through fencing and construction of forts to deny liberty of action to the terrorists, Afghan security forces and the authorities need to have more effective control in border region to support Pakistan’s efforts as well as deny use of Afghan soil against Pakistan,” the ISPR stated. “Pakistan’s fencing efforts will continue despite all such impediments,” it asserted.

Foreign Minister (FM) Shah Mehmood Qureshi told the National Assembly on May 2 Pakistan had positively engaged Iran to curb the cross-border movement of militants, reports Dawn.Pakistan had a 905-kilometre border with Iran and wanted to keep it peaceful, the FM Shah Mehmood Qureshi said. He said certain elements were trying to hurt the relationship between the two countries by carrying out terrorist activities in both countries. He said he had met the Iranian foreign minister four times — twice in Islamabad and one time each in Tehran and Istanbul. In these meetings, they discussed the “border challenges”.“We have cooperated with each other, some steps have been taken. We are increasing some of our Frontier Corps regiments, we are building a headquarters in Turbat so that there is a rapid response, our helicopter surveillance near the border has increased, and we have agreed on the formation of a joint border centre and border fencing,” he said.

In a written letter to Prime Minister (PM) Imran Khan,50 members of the European Union (EU) Parliamentexpressed concerns and sought assurances that the persecution of religious minorities would cease immediately, Daily Times reported on May 3.The European parliamentarians reminded the premier that oppressing minorities is a violation of the United National treaty on Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights (ICCPR).It further explained that ICCPR Convention is part of the 27 core conventions set out as a prerequisite criterion for the EU’s GSP-Plus status of which Pakistan is a beneficiary. The letter added that continued violation of the ICCPR Convention may compel EU to call on the European Commission to suspend all subsidies and trade preferences to Pakistan.“Today’s Pakistan is far removed from being the country that its founding father, Muhammad Ali Jinnah, had envisaged. The Indian state had been following Islamic militancy in Sri Lanka since 2004.The tipping point in the rise of Islamic fundamentalism in Sri-Lanka had LeT foot prints all over it. Muzzamil Bhat one of the planners of 26/11 and is reported to be the architect of the Chittisinghpora massacre. The entire construct of this planto use these countries as a launch pad to train terrorists was part of his larger architecture.The FBI in its 26/11 charge sheet named Bhat as D, a key LeT military commander, who was involved in the Chittisinghpora massacre in Jammu and Kashmir on the eve of President Bill Clinton's visit to India in March 2000. In its second chargesheet, filed in a Chicago court, the FBI named an ISI officer, Major Iqbal, and four LeT operatives - SajidMajeed, Abu Qahafa, Abu Alqama and the unknown Lashkar member 'D'. About 'D' the charge sheet states that after the arrest of Zaki-ur-RehmanLakhvi in Pakistan in connection with the 26/11 attacks, he became the overall operational commander of LeT. According to FBI, 'D', who is yet to be arrested by Pakistan, was a handler of David Coleman Headley. Headley told Indian investigators that Muzzamil was involved in the Chittisinghpora massacre. In turn, Headley also said Muzzamil was most trustworthy lieutenant of Lakhvi and apart from Chittisinghpora killings of Sikhs; he planned the Akshardham temple attack in September 2002.Bhat, on the other hand, is a planner and his understanding was that with Indian intelligence and security forces keeping a close vigil on southern India in those years, he reckoned that taking the training camps offshore would be a better idea. Students Islamic Movement of India (SIMI) was already active in southern India, they had set up a southern chapter across the four states, while Bhatkal had become a new centrifuge.Muzzamil arrived in Sri Lanka and quickly realized that there was traction amongst Tamil Muslims after the Tsunami, and in Bangladesh among the Rohingyas between 2004-2008.But Research and Analysis Wing (RAW) which was extremely active in both Bangladesh and Sri Lanka did not allow Bhat or his henchmen to stabilize their operations. In 2011, ably abetted and assisted by Inter Services Intelligence (ISI) officer Amir Zubair Siddiqui (Counselor in the Pakistan High Commission in Colombo), a new name popped up on the radar - Zakir Hussain - who began to actively consort with and recruit Tamil Muslims on the island. The plan was to recruit them and attack diplomatic missions in Chennai and Bangalore, but RAW once again found the scent and pursued them to cut off their feed stock of financing, explosives and weapons.Once RAW had blown his cover, NIA moved in to charge sheet Siddiqui who was then visa counselor at the Pakistan High Commission in Colombo. Siddiqui was arrested for allegedly conspiring to attack vital establishments in India and was quietly withdrawn before the NIA's request under Mutual Assistance Legal Treaty (MLAT) reached Colombo.The terror plot was uncovered after the NIA police personnel arrested an ISI agent Mohammed Zakir Hussain (37) through the 'Q' Branch of the Tamil Nadu police in 2013. The reason was that he was gathering details about vital installations in Tamil Nadu and sent photographs to Siddiqui. Hussain used his counterparts Sivabalan and Mohammad Salim to circulate Fake Indian Currency Notes (FICN) in the state.During questioning, Hussain also confessed that he had also used Rafeeque (29) to pump in FICN in the state.A much larger network of Maldivians, Sri Lankan Muslims and Malaysian Tamils was discovered through this overarching probe.

The suspects were picked up after tracing the bomber. Officials said one of the detainees was a rickshaw driver who transported the suicide bomber to Data Darbar. According to officials, investigators have pieced together CCTV footage from across the city to determine the movement of the attacker. Through the clips, the investigators learnt about a tea stall which had opened in the GarhiShahu area about three months ago and was frequented by the attacker. Around 4,000 terrorism related cases are pending in the country’s 73 Anti-Terrorism Courts (ATCs), The Express Tribune reported on May 10 quoting Law and Justice Commission of Pakistan (LJCP) data.The ATCs were established under the ATA, 1997 for speedy trial of cases pertaining to terrorism, sectarian and targeted killings, extortion and kidnapping for ransom.An ATC is legally bound to decide a case within seven days after indictment.According to the data available with the Law and Justice Commission of Pakistan (LJCP), 3,909 cases were pending in 73 ATCs until December 31, 2018 while 2,972 cases were only sub judice in 32 ATCs of Sindh.In Punjab, 1,313 terrorism cases were instituted last year and now the number has decreased to 421.In KhyberPakhtunkhwa, 634 cases were filed in 13 ATCs and now 159 cases are pending.Likewise, 306 cases are pending in nine ATCs of Balochistan.

They, along with those from Pakistan and Maldives, were suspected to be engaged in radicalisation in the Sri Lankan mosques. Sri Lankan authorities have identified about 1,200 such individuals who are being screened for terror links and depending upon antecedent verification more such clerics are likely to be deported to the respective countries. Besides the Indians, clerics from Pakistan and Maldives have also been deported in large numbers owing to their terror links that emerged after serial suicide bombings in Colombo on Sunday Easter last month that took a toll of over 250 persons including 11 Indians. Besides the 200 maulvis, the 400 other individuals are also suspected to have travelled on tourist visas but have been essentially been engaged in radical preachings, sources said. The revelation of the Indian maulvis in radicalisation activities in the island nation has set alarm bells ringing in the security establishment here as they apprehend the international terror groups might have developed a hub of such transnational radical preachers in the country. The deportations began on May 14 after the Sri Lankan authorities informed the respective foreign missions on the issue. By May 16, the 600 such radicals were deported to the respective countries. Pakistani clerics have infiltrated the mosques in the region including in Sri Lanka, Bangladesh, Myanmar and Maldives and even in some of the ASEAN countries. These clerics are being exploited by the Pakistan’s Inter-Services Intelligence (ISI) for the larger design of implementing state agenda of sponsoring terror in the neighborhood, sources said.

Abdul Latheef Mohamed Jameel who was from a wealthy family involved in the tea trade, reportedly met the radical preacher while studying at Kingston University. According to a security official, He (Jameel) was completely radicalised and supported the extremist ideology. I tried to reason with him. When I asked him how he got into this... he said that he attended the sermons of the radical British preacher Anjem Choudary in London. He said he met him during the sermons”. Anjem Choudary is considered one of the UK's most influential and dangerous radical preachers. He was convicted and jailed in 2016 for inviting support for Islamic State (IS) but was released in 2018.

The Directorate of Revenue Intelligence (DRI) on May 16 arrested one person in Ahmadabad in Gujarat while busting a network operating across India, China, Pakistan and Myanmar that had been engaged in smuggling high-end drones, reports The Hindu. Accusing the arrested person Chinmay Anand of being the network’s kingpin, the DRI also seized high-end drones and recovered other equipment that is normally used in espionage and surveillance. According to the DRI, the drones were supplied by Chinese companies, based on orders received from Pakistan-based firms, to a warehouse in Dehong, in China’s Yunnan province. From Dehong, which is located close to Myanmar’s eastern border, the drones were smuggled into Myanmar and from there to India. While all transportation up to Imphal was by various modes of road transport, the final leg from Imphal to Ahmedabad was done using domestic airlines by mis-declaring the prohibited cargo as camera stands, household goods, electronic items, etc. to elude detection by Indian agencies. The seized articles include 85 high-end drones of DJI Mavic, DJI Phantom and MI brands. Besides, 27 DJI Mavic Air Fly More Kit and 34 DJI Ronin S Handheld Gimbal Stabilizer for DSLR and mirror-less cameras used in film shootings were also recovered. The agency contended that the racket had been going on since 2017 and that drones worth10 crore had already been smuggled into and supplied in the country. “Illegal drones in private hands can pose a threat to national security as they can be used for espionage and sabotage purposes by the enemy states and anti-national and terrorist groups,” the DRI asserted.

The Policeman, Jahangir, was killed when two armed assailants on a motorcycle shot him in Hijrat Colony within the limits of the Civil Lines police station. He was shot while he was on an intelligence mission before a combing operation in the area. While one of the attackers who killed the Policeman, Rehan Gul, was already arrested within two weeks of the incident; however, a key suspect, Noor Wali, went underground. Wali continued to move from one place to another as he first escaped to Buner, then Karak and then Kohat, and finally returned to Karachi after the passage of almost two months after the incident. CTD officials said that they arrested facilitators of a banned militant outfit for their alleged involvement in transporting the suicide vests from Afghanistan to Karachi. Two suicide jackets that were confiscated from their possession. According to CTD in-charge Deputy Superintendent of Police (DSP) Ali Raza, each of the suicide jackets carried around four-and-a-half kilograms of explosives and they were hidden in two room refrigerators. He said that 40 youngsters have joined militancy in the Valley this year (2019) so far though the number has declined over the previous years due to outreach programme of the Army with teachers and families of the youth. At the same time, he said, 86 militants have been neutralized this year while 20 others have been apprehended in the Valley till date. Describing situation in Jammu and Kashmir as ‘under control’, the Army Commander, who has regularly been taking visits to forward areas on the Line of Control (LoC) in Jammu and Kashmir as well as hinterland, said Pakistan continued to indulge in anti-India activities by trying to infiltrate militants and promote drug trafficking. However, he declared that Army will not allow terror to take roots in Jammu region. Singh also said that Pakistan army has failed in infiltrating militants and, therefore, was trying to radicalize local youth through social media to pick up guns in the Valley.

The Indian Coast Guard (ICG) on May 21 apprehended a Pakistani fishing vessel off Gujarat and seized 200 kg heroin, worth 600 crore in the international market, reports The Hindu. According to Additional Director General K. Natarajan, Coast Guard Commander (Western Seaboard), late on May 20 received intelligence input from the Directorate of Revenue Intelligence (DRI) and other agencies that a Pakistani fishing boat was to deliver narcotics off Gujarat and that it was to be received by an Indian boat. The ICG swiftly diverted its ships to effect interception of the boat. In the early hours of May 21, one of the Coast Guard ships intercepted the Pakistani fishing boat Al-Madina off Jakhau in the Arabian Sea. “Despite evasive manoeuvres carried out by the crew of Al-Madina and rough sea conditions, it was successfully intercepted within Indian waters. During the hot pursuit, the crew threw bags containing suspicious material into the sea. The Coast Guard team, upon boarding the vessel, took the crew into custody and retrieved the material,” Mr. Natarajan said. “On initial checking 195 packets containing 200 kg of heroin has been found. The Pakistani vessel crew are being subjected to interrogation and rummaging is being carried out by various agencies,” Mr. Natarajan said.

A multi-agency probe involving Directorate of Revenue Intelligence (DRI), Intelligence Bureau (IB), Customs and India’s external intelligence agency Research and Analysis Wing (RAW) has begun on suspicion of narco-terrorism soon after six Pakistan nationals were arrested in high sea off Gujarat coast from a fishing boat from Karachi, reports Times of India on May 25. This incident was earlier reported by South Asia Terrorism Portal (SATP) on May 22. In a simultaneous operation, three Pakistani and three Nepali nationals were arrested in Kathmandu with Rs 7.6 crore in fake Indian currency notes (FICN) of Rs 2000 denomination. “Those arrested included FICN kingpin Yunus Ansari,” said a senior DRI official. Ansari is known to have links with India’s most wanted don Dawood Ibrahim and Pakistan intelligence agency ISI (Inter-Services Intelligence) and has been responsible for running FICN network from Nepal. He is also suspected to have links with proscribed Pakistani terror outfit Lashkar-e-Taiba (LeT) that has been responsible for several bomb blasts in India. Son of a former Cabinet minister of Nepal Saleem Mia Ansari, Yunus was arrested twice earlier in 2010 and in 2014 based on DRI information for circulating FICN. “In the last few months, maritime route in the Indian Ocean has been exploited by the international organised narcotic smuggling syndicates for trafficking drugs. The other sensitive route has been India-Pakistan border in J&K where DRI had made seizure of heroin and arms and ammunition in a joint operation with Indian army last year,” a senior DRI official said.

A statement issued by the Inter-Services Public Relations (ISPR) said “Troops at the checkpost exercised maximum restraint in the face of provocation and direct firing on the post. Due to firing of the group, five army soldiers got injured. In exchange of fire, three individuals who attacked the post lost their lives and 10 got injured. All injured have been evacuated to army hospital for treatment,” the ISPR stated, adding that Ali Wazir along with eight individuals has been arrested, while Mohsin Dawar is at large after inciting the crowd. According to the ISPR, the aim of the attack at the checkpost was to exert pressure for the release of a suspected facilitator of terrorists arrested the other day. On May 6, a first information report (FIR) had been registered against members of the PTM central committee including MNA Ali Wazir in North Waziristan for inciting people to revolt against the state. According to sources, a clearance operation was conducted on May 24 in Doga area of North Waziristan as part of the sanitisation campaign. Troops deployed on one of the blocking positions received fire from Doga village and a soldier received a bullet injury in his belly. Following the incident, two suspects were taken into custody on May 25. A day after the arrests, MNAs Mohsin Dawar and Ali Wazir on May 26 incited the people to launch an assault on the Army checkpost.

A Peshawar Anti-Terrorism Court (ATC) on May 29 acquitted six persons accused of facilitating the 2017 attack on Peshawar’s Agriculture Training Institute (ATI) on December 1, 2017, reports Dawn. Three burqa-clad terrorists stormed the ATI hostel near Peshawar's University Road, killing nine people and injuring 37 others. Police and military officials said the attackers had been coordinating with handlers in Afghanistan. The attack was claimed by the Tehreek-e-Taliban Pakistan (TTP). Police arrested nine suspects following the attack, while 16 people were nominated in a first information report (FIR) registered against the attack. Hearings of the case started on July 10, 2018 and on July 21, 2018 the accused were inducted in the case. 29 witnesses including injury students recorded their statements as the case progressed. The suspects were charged with aiding, abatement, preparation, planning and facilitating the attackers that orchestrated the ATI attack. ATC III judge Mehmoodul Hassan Khattak pronounced the short order which was reserved a few weeks ago. The order acquitted six suspects nominated in the case, including a woman. The suspects were acquitted due to lack of evidence that connects them with the militants, said Shabbir Hussain Gigyani, the defence lawyer.

Army Chief General Qamar Bajwa on May 29 discussed border management and the Afghan reconciliation process with National Security Adviser (NSA) of Afghanistan Hamdullah Mohib, reports Dawn. “Mr Hamdullah Mohib, National Security Adviser (NSA) of Afghanistan called on General Qamar Javed Bajwa, Chief of Army Staff (CoAS). During the meeting, matters related to mutual interest, peace and stability in the region, Pak-Afghan border management and prospects for peace with particular emphasis on reconciliation process in Afghanistan were discussed,” the Inter Services Public Relations (ISPR) said in a statement. The statement was issued a day after Mr Mohib visited Rawalpindi on a daylong trip heading a delegation comprising Interior Minister Massoud Andarabi and other officials on the invitation of General Bajwa. Foreign Secretary Sohail Mahmood had reportedly attended the delegation-level talks in Rawalpindi.

A suspected militant arrested along with arms and ammunition from the New Barq Goods Transport Adda (depot) in the limits of Shergarh Police Station in Mardan District of Khyber Pakhtunkhwa on May 30, reports The News. District Police Officer (DPO) Mohammad Sajjad Khan said acting on a tip-off, the Police raided a New Barq Goods Transport Adda located near the excise checkpost. The DPO added that the Police recovered 25 kilogrammes explosive materials, 12 dynamites, 50 detonators and 100 meters safety fuse. He said the Police also arrested a suspected militant Umar Gul, a resident of Babuzai in Swat District and currently living at Shergarh.

Police on May 30 shot dead an alleged suicide bomber when he attempted to gain entry into Nasirul Aza Imambargah (Shia place of worship) in the Mecongi road area of Quetta, the provincial capital of Balochistan, reports Dawn. According to Deputy Inspector General (DIG) of Police Abdul Razzaq Cheema, a Policeman was also injured when the bomber, reportedly dressed in a woman's attire, hurled a hand-held bomb towards the Imambargah. The bomber was carrying almost 12 to 15 kilogrammes of explosives, an official of the Bomb Disposal Squad (BDS) said under the condition of anonymity.

The clerics and religious scholars across Pakistan on May 31, followed the call of the Pakistan Ulema Council, expressing unity and solidarity for the defence and stability of Herman Al- Sharifain (two holy mosques in Saudi Arabia), reports Daily Times. During Friday sermons, clerics and religious scholars vowed that the entire Muslim Ummah assured the leadership of Saudi Arabia of the security and defence of Al- Sharifain. The leadership of the Muslim world was said to pose no intention to form diplomatic relations with Israel until and unless the establishment of the state of Palestine and the freedom of Masjid e Al-Aqsa. Pakistan Ulema Council’s religious leadership unanimously announced support to the ‘oppressed’ Muslims of Palestine and Kashmir.
