The Financial Action Task Force (FATF) can anytime blacklist Pakistan for terror financing, Defence Minister Rajnath Singh said on October 1, reports Daily Excelsior. In August, the Asia Pacific Group of the FATF had put Pakistan in a terror ‘blacklist’ for its failure to curb funnelling of funds to groups responsible for scores of attacks in India. “The FATF can anytime blacklist Pakistan for terror financing,” Defence Minister Singh said at the annual day celebrations of Defence Accounts Department (DAD) event on October 1.

The Security Forces (SFs) defused a bomb after recovering it from a locality in Charmang area of Bajaur District of Khyber Pakhtunkhwa on October 1, reports Dawn. According to Police, the personnel of Bomb Disposal Squad (BDS) of the SFs recovered a remote-controlled bomb from the hilly locality of Charmang valley, located near the Pakistan-Afghanistan border. The statement added that the SF personnel were on a routine patrol in the area when they found the device planted by unidentified militants. Later, the bomb was successfully defused.

Ceasefire violations by Pakistan from across the Line of Control (LoC) in Jammu and Kashmir (J&K) witnessed a five-year high within the first nine months of the current year, Defence sources said, reports Hindustan Times on October 4. According to the data collated by the Indian Army, Pakistan violated the ceasefire in J&K 2,225 times till October 2, meaning that on an average, it violated the ceasefire eight times a day during this period. Compared to this, the total number of ceasefire violations by Pakistan numbered 1,629 during the entire calendar year of 2018. “Pakistan increased ceasefire violations this year following the Balakot air strikes in February and subsequently after special status was withdrawn to Jammu and Kashmir in August,” an unnamed Defence officer said. The officer said the high number of ceasefire violations is linked to attempts by Pakistan to push terrorists into J&K under the covering fire. Intelligence reports have revealed that terrorists of Pakistan-based Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) have been kept in waiting along the LoC to be pushed into Indian territory, whenever they sense a chance. Army sources said India has retaliated to each and every ceasefire violation befittingly. There have also been attempts by Pakistan to carry out Border Action Team (BAT) attacks on Indian positions at the LoC. A BAT team generally consists of Pakistani army commandos and militants. In the last week of July, Indian troops had gunned down five BAT attackers near a forward post of the Keran sector in J&K. Their bodies were not claimed by Pakistani troops. As per the Army’s data, there have been 123 militant-initiated incidents along the LoC and in the hinterland of J&K till October 2, as compared to 318 such incidents during the entire calendar year of 2018. The Army has neutralised 140 militants till October 2, this year, as compared to 254 in 2018 and 213 in 2017.

Foreign Minister (FM) Shah Mehmood Qureshi during a meeting with the Afghan Taliban delegation held at the Foreign Office in Islamabad on October 3, said that Pakistan is playing an honest role in search for peace in Afghanistan, reports The News. According to a press release issued by the Foreign Office, Qureshi welcomed the delegation at the ministry and told them that Pak-Afghan ties are based on brotherly relations, historical, religious and cultural links. Qureshi said, “Instability in Afghanistan is impacting both Islamabad and Kabul.” He added that Pakistan believes that war is not the solution to the situation in Afghanistan and dialogue is the only way forward. The FM said, “Pakistan has played an honest role in search for peace in Afghanistan.” He added that a peaceful Afghanistan is necessary for regional stability.

Punjab Chief Minister (CM) Amarinder Singh on October 3 ruled out a visit to Pakistan for the Kartarpur Corridor opening, making it clear that he would be only leading the first all-party Jatha to the Kartarpur Sahib Gurdwara to pay obeisance, reports The Times of India. He reiterated that Punjab was the worst sufferer of Pakistan’s cross border terrorism and he cannot think of going there till it stops. The chief minister had, earlier in the day, called upon Prime Minister Narendra Modi, President Ram Nath Kovind and former PM Dr Manmohan Singh to extend a formal invitation to participate in the main events organized by the state government to mark the historic occasion.

As a Taliban delegation led by Abdul Ghani Baradar is in Islamabad to meet with Pakistani officials over the resumption of peace talks, Ministry of External Affairs (MEA) spokesperson Raveesh Kumar, said on October 4, that India is “closely monitoring” the situation and that “all sections of the Afghan government, including a legitimately-elected Afghan government, should be part of the Afghan peace process”, reports Tolo News. Pakistan faces high risks of money laundering and terror financing and it needs to improve the understanding of these risks that are also animating from various terrorist groups operating in the country, the final Mutual Evaluation Report of the Asia Pacific Group (APG) said on October 6, reports The Express Tribune. The APG on Money Laundering released its Mutual Evaluation report 10 days before the Financial Action Task Force’s plenary meeting, which is going to give its decision on Pakistan’s status on its grey list. After the APG report, chances are high that Pakistan would be retained on the grey list during the FATF plenary meetings from October 13 to 18 in Paris. The cut-off date for Pakistan to show improvement to APG was October 2018 and the Pakistani authorities insisted that they made a lot of progress during the past year. Lately, the Director-General of Military Operations has been given the overall responsibility for the implementation of FATF recommendations while Federal Minister for Economic Affairs Hammad Azhar is responsible for coordination from the civilian side. The Mutual Evaluation Report of 2019 has not agreed with Pakistan’s assessment that it faces “medium” category risks of money laundering and terrorism financing.

Issues of regional security and defence cooperation were discussed in the meeting. The CTD also claimed to have busted two other outfits whose members had been active in sectarian killings and murders of Policemen. “We have received reports that six ‘disgruntled’ militants of the AQIS recently arrived in Karachi from Afghanistan and they are trying to activate their sleeper cell,” said CTD chief Raja Umar Khattab. It was a splinter group of AQIS that comprised members of different communities who belonged to Karachi and had gone to Afghanistan, adds Khattab. They had reportedly developed differences with their leadership, partly because they did not utilise their ‘services’ for a considerable period of time, and now they had returned to Karachi. Six militants have recently returned to Karachi from Afghanistan. Law enforcers were making concerted efforts to bust this emerging cell and the CTD official hoped they would be ‘neutralised’ before they could carry out any act of terror.

The Paris-based FATF reviewed measures taken and progress made by almost 15 countries, including Pakistan, vis-à-vis anti-money laundering and combating financing of terrorism (AML/CFT) in its five-day plenary, which con¬clu¬ded on October 18. Representatives from 206 countries and jurisdictions around the world took part in the meeting. The Pakistani delegation was led by the Minister for Economic Affairs, Hammad Azhar. While noting recent improvements, the FATF again expressed serious concerns with the overall lack of progress by Pakistan to address its TF (terror financing) risks, including remaining deficiencies in demonstrating a sufficient understanding of Pakistan’s transnational TF risks, and more broadly, the country’s failure to complete its action plan in line with the agreed timelines and in the light of TF risks emanating from the jurisdiction. “To date, Pakistan has only largely addressed five of 27 action items, with varying levels of progress made on the rest of the action plan,” the note further said. The Ministry of Finance in a statement said Pakistan's delegation at the FATF reaffirmed its political commitment to fully implement the action plan, reports Times of India. The Pakistan officials also held side-line meetings with various delegations and briefed them about the progress on the FATF action plan and steps taken for strengthening its AML/CFT framework, it said.

Inter-Services Public Relations (ISPR) notified through a tweet that one soldier was killed in the exchange of fire while two others were injured. ISPR added that in response to unprovoked ceasefire violations by India in Jura, Shahkot and Nauseri sectors, nine Indian soldiers were killed while several others were injured and two Indian bunkers were destroyed. The Khyber Pakhtunkhwa Government has decided to raise 34 new units of Rapid Response Force (RRF) to fill the void created by the departure of the several units of the security forces previously deployed in various parts of the Province, Dawn reported on October 21. It will cost PKR 505 million to set up 34 new units of RRF, a standby force of highly trained Police units to react and respond in events of organised armed assault by terrorists or in a hostage situation. The force was formed in April 2014. A summary for raising the new units, submitted to the Chief Minister (CM), states that pull-out of Security Forces (SFs) earlier deployed in the Province and moving to the eastern border created void, which needs to be filled up on urgent basis. PKR 505 million will be spent on setting up new units owing to developing security situation in the Province. In this regard, a meeting on law and order was held earlier in August this year, wherein CM Mahmood Khan approved raising of about 34 units of RRF. It said that the new units would be in addition to the existing 28 units of the force. The summary said that to raise 34 new units, it would require to recruit of 1,462 personnel. Of this, there would be 1,088 constables, 102 head constables, 68 assistant sub-inspectors, 31 sub-inspectors and 170 drivers. It said that RRF was initially established with 24 units in 11 most vulnerable districts of the province from the existing Elite Force back in April 2014. A unit of RRF comprises a sub-inspector, an assistant sub-inspector, four head constables and 40 constables. Each member of the unit is equipped with individual arms and ammunition including assault rifle, side arm, protective gear, individual night vision device, handset with accessories and searchlight. In addition to this, each unit is also equipped with additional logistics, such as rocket propelled grenades, sniper rifles, HMGs, gas guns, portable ladders and other tools for clearance and breaching operations. The summary said that later those units were increased from 24 to 28 to meet the challenge of militancy and functioning throughout the province.

Addressing the media at Islamabad, Hammad Azhar, who was the chief negotiator on behalf of the country at the Paris-based FATF plenary meeting last week, eulogised the success of his government in dealing with terror financing and money laundering issues. "We have initiated these terror financing cases in the last six months," he said, claiming that Islamabad's efforts on that account were highly appreciated at the meeting. But the minister did not elaborate the number of cases nearing "conviction". He set June 2020 as an indicative target for compliance with all 27 actions plan to come out of the grey list. Pakistan will submit its report to the International Cooperation Review Group (ICRG) of the FATF in January 2020, which will include all actions being taken since September 2019.

The proscription of Ansar-ul-Islam, which the ministry referred to as a “private militia/Razakar Force” of the JUI-F, comes days before the Maulana Fazlur Rehman-led party is slated to lead an anti-government ‘Azadi March’. According to the notification, the Federal Government had “reasons to believe that Ansar-ul-Islam is capable of functioning as a military organisation, in violation of the prohibition contained in Article 256 of the Constitution”. The ban was imposed after approval by the Federal Government and obtaining the consent from all four Provincial Governments under Article 146(1) of the Constitution, which allows the Federal Government to delegate any of its powers to the provinces, conditionally or unconditionally, with the consent of the provincial governments. Through the notification, the Federal Government through the Ministry of Interior has “entrust[ed] the Provincial Governments the power to take appropriate actions under Section 2 of the Private Military Organisations (Abolition and Prohibition) Act, 1974, against Ansar-ul-Islam”.

Pakistan, which ranks 142 on the World Press Freedom index, is among the 13 countries where journalists are murdered and their killers go free due to “unchecked corruption, ineffective institutions, and lack of political will to pursue robust investigations,” the Committee to Protect Journalists (CPJ) has found, The Express Tribune reported on October 29. The 2019 Global Impunity Index examined journalists’ murders that were carried out with complete impunity between September 1, 2009 and August 31, 2019. At least 16 such cases were found in Pakistan, and the country has regularly featured on the index since its inception twelve years ago. Of the murdered Pakistani journalists mentioned in the CPJ database, seven belonged to TV channels, seven were associated with print and online editions whereas one of them was a freelancer. As for their provincial affiliation, seven of them were killed in Balochistan as compared to five in Khyber Pakhtunkhwa, and two each in Sindh and Punjab.

According to the Inter-Services Public Relations (ISPR), Afghan security forces fired mortars and heavy machine guns from Nari District in the Kunar Province "targeting civilian population" in Arundu village of Chitral District. Pakistan has asked the International Monetary Fund (IMF) to relax conditionalities under the USD six billion Extended Fund Facility (EFF) relating to the Financial Action Task Force (FATF) and issuance of sovereign guarantees to help raise over USD four billion from domestic and international markets, Dawn reported on October 31. Pakistan has budgeted about USD three billion bonds (about PKR 450 billion) — Islamic Sukuk and Eurobond — to be launched in the international capital markets during the current fiscal year to meet targets under the EFF for foreign inflows. Separately, the Government has planned to raise about PKR 200 billion from domestic Islamic banks for the power sector to scale down circular debt. “We are dying to complete these transactions at the earliest,” an unnamed senior Government official told Dawn, adding that the capital market conditions were never as conducive as at present. He said the return on bonds had plummeted to almost zero in the international capital markets and investors were finding it hard to secure profits on secured papers. “This provides an ideal opportunity for Pakistan to tap international capital markets to secure sovereign bonds at a minimal interest rate,” the official added. Pakistan had last tapped the international capital markets in 2016 at about 8.25 per cent mark-up when average yield hovered between 3pc and 5pc for other countries.

The Supreme Court on October 30 recommended the parliament to redefine the word ‘terrorism’ while focusing on violent activities aimed at achieving political, ideological or religious objectives, reports Pakistan Today. A 59-page judgement authored by Chief Justice of Pakistan Asif Saeed Khosa states that the definition of ‘terrorism’ contained in Section 6 of the Anti-Terrorism Act, 1997 is “too wide and the same includes so many actions, designs and purposes which have no nexus with the generally recognized concept of what terrorism is”. “Apart from that including some other heinous offences in the Preamble and the Third Schedule to that Act for trial of such offences by an Anti-Terrorism Court when such other offences do not qualify to be included in the definition of terrorism puts an extra and unnecessary burden on such courts and causes delay in trial of actual cases of terrorism,” it stated. “It is, therefore, recommended that the Parliament may consider substituting the present definition of ‘terrorism’ by a more succinct definition bringing it in line with the international perspectives of that offence and focusing on violent activities aimed at achieving political, ideological or religious objectives,” the judgment added. “We further recommend that the Parliament may also consider suitably amending the Preamble to the Act and removing all those offences from the Third Schedule to the Act which offences have no nexus with the offence of terrorism.” The judgment states that terrorism as in ‘ism’ is a totally different concept which denotes commission of a crime with the design or purpose of destabilising the government, disturbing the society or hurting a section of the society with a view to achieving objectives which are essentially political, ideological or religious. “This approach also appears to be in harmony with the emerging international perspective and perception about terrorism,” the Supreme Court judgement said.

According to Freedom Network, at least 33 journalists were murdered for their journalism work in Pakistan during the past six years, including seven in the past one year (November 2018 to October 2019) alone, Dawn reported on November 1. The new report titled ‘100% Impunity for Killers, 0% Justice for Pakistan’s Murdered Journalists: Crime and Punishment in Pakistan’s Journalism World’ issued a ‘Pakistan Impunity Scorecard’ which reveals frightening statistics. The report is released ahead of the International Day to End Impunity for Crimes against Journalists observed by the United Nations on November 2 every year. According to the Pakistan Impunity Scorecard, a total of 32 FIRs were registered for the murder of 33 journalists during the period 2013-19, of which police could file challan (charge-sheet) in only 20 cases — or in 60 per cent of cases. Out of 33 cases, the courts declared only 20 cases fit for trial (60pc) of which prosecution and trial was completed in only six cases — only 18pc. In these six cases, the killer was convicted in just one case but escaped punishment after successfully overturning the conviction at the appeal stage after which the family of the murdered journalist abandoned its pursuit for justice for lack of resources. The above statistics include the cases of seven journalists murdered in Pakistan in the past one year (between November 2018 and October 2019). According to the report, FIRs were registered in all seven cases, but charge-sheet was filed by the police in only four cases (57pc).
